About this file
This solicitation is for a twenty-eight channel turn-key microwave tuner system. The Naval Research Laboratory intends to award a firm fixed price contract for supplies meeting the requirements outlined in the salient characteristics attachment. The attachment specifies technical requirements including a rackmountable 4U chassis, four independent tuning channels each with RF and dual IF outputs, Ethernet and strobe/trigger interfaces, and RF and IF performance parameters. Delivery of four or more channels is required by June 2022, with the remaining channel balance due by September 2022. A subcontracting plan will be required from an other than small business offeror prior to award.

SALIENT CHARACTERISTICS
Attachment 1 ‐ Salient Characteristics (Amendment 0001)
Salient characteristics means those particular characteristics that specifically describe the essential physical and functional features of the material or service required. List all the minimum specification, characteristics, capabilities, etc. required for this supply.
Specified Values are Worst Case for the Integrated Chassis‐Level Tuner System (i.e., not just internal tuner modules), unless otherwise noted
Category Sub‐
Category Parameter Value Units Notes
General See Notes See notes
Rackmountable 4‐channel microwave tuner system.
Each channel accepts an RF input and provides dual analog IF outputs (tuned to same RF frequency):
1 GHz center with 500 MHz IF Bandwidth, 160 MHz with 80 MHz IF Bandwidth. The term "system" does not necessary mandate a single chassis solution.
Format and Packaging
Turn‐Key See Notes See notes
The government requires a turn‐key chassis‐level solution, mostly independent of underlying tuner platform/technology. Quotes/bids shall address obsolescence and/or support over 20+ years: this renders VME‐based solutions as undesirable.
Regardless of technology platform, turn‐key solution and bid will include all necessary subsystems (e.g., single‐board computer, Ethernet switch, rackmountable chassis, internal cables, etc.).
Modularity See Notes See notes
The government is requiring at least 4 independent tuning channels (where a "channel" consists of an RF input and dual IF outputs) within the physical space constraints specified below. Additionally, tuner channels shall be modular with a granularity of two tuner channels maximum. That is, tuner channels shall be field‐replaceable at one‐channel or, at most, two‐channels at a time. Single‐channel granularity is preferred unless dual‐channel allows significant relative cost reductions. Vendors may provide quotes for both single‐ and dual‐channel granularity solutions if so desired. Note that each tuner‐channel in a "dual‐channel granularity" system shall be able to be tuned independently.

See Notes See Notes
Required number of chassis and configuration shall be in accordance with the included "Chassis Configuration", depending on proposed modularity.
For Configuration Options 1 and 2, all chassis will be "4‐Channel Ready", where each chassis only requires additional tuner modules to become a 4‐channel system. For example, the chassis will be plumbed with all the necessary cables for 4‐channels.
