QuestionRFPPageTextOfferor QuestionGovernment Answer
1L-269 & 72Table on page 69Table on pg 69 refers to Section L-3 of RFP as “COVER LETTER” and Section L-4 as “TECHNICAL PROPOSAL”. Currently, there is no Section L-4 in RFP. Section L-3 on page 72 is entitled as the technical section. Please clarify the section numbers and titles.Table has been updated to reflect correct number sequence.
2L-1 & L-667 & 74-75“This acquisition is to be procured via a small business set-aside competition.” & “…contractor shall develop and submit a Small Business Participation Plan.”As a small business set aside, 100% of this contract will be performed by a small business. The RFP does not provide socio-economic goals for subcontractors. As a result, the Small Business Participation Plan involves only the prime contractor. Respectfully request the Government delete the requirement for a small business participation plan.A Small Business Subcontracting Plan is not required in accordance with FAR 19.702(b)(1), therefore the Small Business Participation plan, section L-6, has been removed from the RFP.
4H-6 (a) and31The total level of effort for performance of this contract shall be 61,750 total hours of direct laborThe Labor Hours listed in the table in H-6(k) add up to 62,250 and not 61,750. Could the Government please clarify the total LOE for this effort?Updated to reflect correct total hours of 61,750 at an average of 1,029.16 per month. Two errors were found in this table and have been corrected.
H-6 (k)
5L-776-78-Can Contractor deviate from this anticipated breakdown by labor category of the total LOE. Can Contractor maintain same overall hours but move LOE within LCats? The skill mix/anticipated labor breakdown provided in the RFP is a requirement of the solicitation and offerors should comply with the provided labor breakdown and total LOE hours.
6H-228The Contractor agrees to assign to the contract tasks those persons whose resumes were submitted with its proposal and who are necessary to fulfill the requirements of the contract as "key personnel".Are resumes required for all 6 personnel or only for the 2 key personnel?Resumes are ONLY required for the two Key personnel.
7L-1081-Can you confirm that questions can be submitted up until 5 p.m. Eastern Time on June 25th?Response to Offerors questions is at the discretion of the Government. However, if something concerning was identified the Government would provide response.
8--N/AThe beta.sam.gov solicitation notice page lists the response date as July 06, 2020 whereas the Solicitation, Offer and Award form states the response date as Jul 09, 2020. Please confirm that the response due date is Jul 09, 2020.Proposals are due by 5:00pm EST on 09 July 2020.
9F-123The period of performance runs through no later than 06 September 2020F-1 (page 23 of 97) states that the period of performance runs through no later than 06 September 2021 but H-6 Level of Effort (k) (page 33 of 97) indicates that the work will be performed over a 5 year period.F-1 has been updated. Exercise of CLIN 5001 shall be exercised IAW FAR 52.217-8 Option to Extend Services. CLIN pricing is requested now for CLIN 5001 IAW FAR 52.217-8, at the rates proposed under Option Year 4, in effort for the Government to meet the requirements for fair and reasonable pricing IF the option were to ever be exercised.
10--N/ASection 52.217-9 (page 44 of 97) indicated that the duration of this contract shall not exceed 60 months, and L-7 (pages 76 and 77 of 97) appears to support a period of performance of a base year and up to four option years. Is the last performance period for 12 months or 6 months? CLIN 5001 states that the Offerors are instructed to propose exactly 50% of their CPFF proposed for CLIN 4001. How does this relate to the total number of hours required by the Government during the 60 months duration? This contract is for a 12-month base with four, 12-month Options. However, CLIN 5001 is requested to be priced to provide an additional six months of contractual coverage, if required, IAW FAR 52.217-8 Option to Extend Services. These hours, if required, would be in addition to the 62,250 hours in the base year award plus four options.
11SOW 3.4.1.216“The Contractor shall set up and maintain all Code 7630 computer systems.Does this mean that there are no current Code 7630 computer systems already set up?Yes, there are computer systems set up. They will need to be maintained and future upgrades set up, as required.
12SOW 4.118N/ADo all the personnel who will work on this contract require access to Secret Material? If not, can the Government specify which positions require the security clearance? If a proposed contractor has a security clearance granted by another Federal agency that is equivalent to a DoD secret clearance or higher, can reciprocity apply or will only a DoD granted SECRET security clearance be accepted at time of proposal submission? All positions require a SECRET security clearance. Security clearance reciprocity may be allowed depending on the federal agency that granted the security clearance.
13SOW 4.218RFP states that “As part of their Management Plan, the Contractor shall include a transition plan…’ However, in L-3, Volume I – Technical Proposal indicates that Subfactor 3: Management Capability shall be provided."Is there a separate Management Plan required, and, if so, what is the applicable guidance?Only a single Management Plan is required under this solicitation.
14SOW 4.218Subfactor 3: Managerial Approach (page 88 of 97) refers to ‘the Offeror’s management plan’ as being included within the Managerial Approach. Is this to be a separate document, included as an attachment and not included within the specified page count? No.
15SOW 4.218The narrative description of the management strategy required under Subfactor 3 states that a staffing plan and a transition plan are to be included. However, under Subfactor 3, (page 88 of 97) the narrative indicates that the Transition Plan would include a staffing plan and training plan (or a combined staffing and training plan). Are these requirements for separate documents? This RFP requires Offerors proposals to include one each of the following: 1. Staffing Plan 2. Management Plan 3. Transition Plan.
16The discussion (page 71 of 97) does state that the Staffing Plan and Transition Plan are excluded from the page count. However, this section is silent on whether the Management Plan, if required to be a separate document, is excluded and whether training is to be included in the Staffing Plan or if separate is also excluded from the page count. Can the Government clarify what plans are to be submitted with this proposal and whether they are to be included within the authorized page count or are excluded?Section L, pg. 68 updated to provide page limits for 1. Staffing Plan 2. Management Plan 3. Transition Plan.
17F-223RFP states that the principal place of Performance shall be at the Naval Research Laboratory. Can the Government identify other locations where work may be required to be performed and describe and estimate the work involved?Trips to NASA-Goddard Space Flight Center may be required during execution.
18H-6-RFP states that the total level of effort shall be 61,750 and in (2) (page 32 of 97) it states that the level of effort shall be expended at an average rate of 12,350 hours per month.Under L-7 CLIN Pricing Instructions it appears that offerors are instructed to propose no more than 12,350 labor hours per year. Can the Government resolve this discrepancy? This has been resolved and updated to reflect the correct total LOE of labor hours.
19H-6-RFP appears to have inconsistency between the hours per year for the Information Systems Engineer (*(2) and the System/Network Administrator and the total hours for all years. Can the Government resolve this discrepancy? See also page 76 and 77 of 97 for same table which has the same inconsistency.Corrected.
20L-6-N/AThis is a procurement for approximately 6.5 fte per year and is a small business set-aside. Is it acceptable to the Government that a small business propose to perform all the work itself, and thus has 100 % small business participation, and has a 100% small disadvantaged small business participation but does not have participation of women-owned, HUBZone, or service-disabled veteran-owned small businesses? This competition is a small business set-aside with no specific small business type designation - meaning all small businesses may submit a proposal.
21-63N/AIf the contractor has the Medium assurance certificate that is required, shall a statement to this effect be included in Volume V?We are not aware of what this is.
2252.237-1086N/AShall the copy of the offeror’s policy addressing uncompensated overtime be included in Volume V or would the Government prefer it included in another volume? Please include in Cost Proposal Volume IV.
23C-1 36States (page 6 of 97) that all tasks shall comply with all federal and NRL directives as well as Security Technical Installation Guides (STIGs).Is there a website or other location where the NRL directives and STIGs can be accessed and reviewed? The STIGs are located here: https://public.cyber.mil/stigs/downloads/
24C-1 3.2.4-N/AAre there any special training requirements associated with the performance as a temporary point-of-contact in the absence of the Federal IAO/NTR Information Assurance Officer/Network Technical Representation (IAO/NTR)?Computing Technology Industry Association (TIA) Security+ Continuing Ed.
25252.239-7009-N/ADoes the Naval Research Laboratory currently use cloud computing as part of its Space Science Information Technology Support?Currently, no.
