SAMPLE TASK ORDER
HALON 1301 REPLACEMENT FOR THE DDG 51 FLIGHT III CLASS SHIPS
INTRODUCTION: The DDG 51 Class ships use Halon 1301 for machinery space fire protection along with two flammable liquid storerooms. The Halon 1301 cylinders for the machinery space protection are located in the two HALON Cylinder Rooms on the Main Deck. The ship service gas turbine generators and main propulsion gas turbines are located within the machinery spaces.
The two flammable Liquid Storerooms are located aft of the Generator Room. As a result of the Montreal Protocol on substances that deplete the ozone layer, the U.S. Navy has placed a high priority to identify and develop suitable alternatives to Halon 1301 that could provide (a) effectiveness compared to Halon, (b) minimal toxicity after fire exposure, (c) agent stability (e.g., thermal and material compatibility), (d) zero ozone depletion potential and if possible zero global warming potential, and (e) low impact on firefighting systems (e.g., weight and volume competitiveness). For the DDG 51 Flight III Class ships, NAVSEA PMS 400 has already made the decision to replace the total flooding gaseous agent systems for the Main and Auxiliary machinery spaces with a water mist system. For the ship service gas turbine generator enclosures, main propulsion gas turbine enclosures and the two flammable liquid storerooms the use self-contained aerosol generators may be a more economical system than the use of either a water mist or an alternative gaseous agent system.
OBJECTIVE: The primary objective for this fire test evaluation is to determine the suitability of aerosol generator technologies for engine enclosure and flammable liquid storeroom applications for the DDG 51 Flight III Class ships and to determine the aerosol system loading requirements and spacing requirements for the germane protected volumes.
TASK: The contractor shall demonstrate a working knowledge of the DDG 51 engine enclosure/ flammable liquid storeroom shipboard designs, an understanding of the requisite Underwriters Laboratories (UL)/National Fire Protection Association (NFPA)/International Maritime Organizations (IMO) requirements for aerosol systems, and develop an effective experimental fire test protocol to determine the efficacy of using aerosol generator technologies for gas turbine engine enclosure and flammable liquid storeroom applications. The established test matrix should include both two and three dimensional Class B fire scenarios for the engine enclosure testing and two and three dimensional Class B fire scenarios (using germane Class B fuels) in addition to a Class A fire scenario for the flammable liquid storeroom application. Both the engine enclosure and flammable liquid storeroom testing should also account for the prevention of re-ignition for a period of time after extinguishment.
NOTE: This tasking is in accordance with the Statement of Work Statement (SOW) paragraphs
3.1 “Evaluate and Develop Fire Extinguishing Age Delivery Systems” and 3.3 “Small Scale and Large Scale Fire Testing”.
PERIOD OF PEFFORMANCE: This work is to be completed in twelve (12) months from the date of task order award.
WORK LOCATIONS: This work will be performed at the Contractor Facility and an approved fire test facility.
DELIVERABLES:
1. The Contractor shall provide a detailed test plan and final technical report that documents the finding of this DDG 51 Flight III Halon 1301 replacement fire test program.
