Performance Requirement Summary (PRS) Statements (Tasks) Standards/AQLs
3.1 Evaluate and Develop Fire
Extinguishing Agents and Delivery Systems
a) In accordance with established schedules AQL: A004 NRL Letter Reports
3.1.1 The contractor shall evaluate
the existing firefighting agents for assessment of their performance.
a) Documentation of compliance and/or noted shortfalls AQL: High-quality, publishable research results
b) Timely AQL: 90% of schedule objectives met
c) Cost effective AQL: 95% of cost objectives met
3.1.2 The contractor shall
recommend changes to existing Navy firefighting systems and specifications for new or modified specification and system designs
a) Publication of applicable books, journal articles, or conference papers AQL: High-quality, publishable research results
b) Timely AQL: 90% of schedule objectives met
3.2 Analyze Fire Hazard and
Passive Fire Safety
3.2.1 The contractor shall develop
and implement hazard analysis methodologies for Navy application
a) Materials, systems and fire threats characterized AQL: 90% of prescribed characteristics fully determined and documented
b) Timely AQL: 90% of schedule objective met
3.2.2 The contractor shall conduct
fire tests or analysis for determining the effectiveness of insulation and/or other
a) Materials Characterized AQL: 90% of prescribed characteristics fully determined and documented passive fire measures for structural materials
b) Timely AQL: 90% of schedule objectives met
3.3 Design/Conduct/Analyze
Small Scale and Large Scale Fire Tests
a) In accordance with established schedules AQL: Test plans/procedures are in accordance with the requisite testing standards including safety, executed after applicable approvals and/or germane test readiness reviews (TRR), and accounts for environmental concerns such as hazardous waste disposal.
3.3.1 The contractor shall develop
test plans/procedures for laboratory and field RDT&E tests
a) Comprehensive AQL: Test plans and procedures should at a minimum include:
1. Test Objectives
2. Method of Approach
3. Required apparatus and Instrumentation
4. Fire Test Matrix
5. Metrics for Rating Performance
6. Safety & Environmental compliance plan
b) Timely AQL: 90% of schedule objectives met
3.4 Support Firefighting Doctrine
Development
a) Executable AQL: Recommended doctrine (organization and procedures) are implementable
b) Interoperability AQL: Compatible with existing devices/systems
3.4.1 The contractor shall provide
recommendations for the development of new or modified firefighting doctrine (organization and procedures)
a) Publication in applicable NRL Letter Reports AQL: High quality, publishable research results
b) Timely AQL: 90% of schedule objectives met
3.4.2 The contractor shall follow the
appropriate processes for compliance with all publications related to naval firefighting procedures.
a) STD: New doctrine developed and approved AQL: NAVSEA 05P Technical Warrant Holder (Acceptance)
b) STD: Timely AQL: 90% of schedule objectives met
