NUMERICAL WEATHER PREDICTION

Task Order SOW

1. SCOPE: The purpose of this requirement is to provide NRL MMD with classified and unclassified support in modeling and simulation (M&S), environmental effects research efforts, transitions to operational customers, and maintenance in the following areas:

2. RDT&E support to be performed include:

· ESPC: Develop and test ESPC system that includes – air, land, sea, ice, wave, aerosols, etc. Support ESPC activities. Resolve issues for running ESPC on HPC systems. Support university partners to use ESPC. Work with NUOPC developer team to test the new nested domain feature.

· NAVGEM and global NEPTUE: Develop and test new versions of NAVGEM and NEPTUNE global modeling systems. Assist NRL with relevant issues associated with the development and transition of the systems to operations.

· Physics Package: Assist NRL in implement and testing different physics packages in its NWP models.

· COAMPS-TC: Assist NRL in updating and transitioning the improved COAMPS-TC before each new hurricane season.

· COAMPS-OS: Develop and test the COAMPS-OS software that is in sync with the latest COAMPS capabilities for transitions to FNMOC.

· Fully coupled COAMPS: Assist NRL in developing and testing the fully coupled Land-Air-Ocean-Wave-Ice-Aerosols COAMPS capability.

· Regional NEPTUNE: Assist NRL in developing and testing the regional NEPTUNE.

· Global and Mesoscale Data Assimilation and Analysis Research and Development and Transition

· Observation data: Develop algorithms to provide better data quality control and intelligent data-selection. Create unified forward operators for data assimilation.

· Cal/Val of Satellite observation: Assist NRL in research and development of algorithms in Cal/Val.

· Advanced global (NAVGEM) and regional (COAMPS) data assimilation systems: Develop and test COAMPS 4DVar. Transition COAMPS 4DVar to operation. Upgrade the NAVGEM 4DVar with the new TLM and ADJ models.

· NEPTUNE DA: Develop and test advanced DA system for NEPTUNE with update cycling capability.

· Objective-Oriented-DA-System: Enable the NRL’s DA software to use the software generated by the JCSDA JEDI project.

2 O&MN support to be performed include:

· Global Numerical Weather Prediction (NWP) Model Maintenance – Provide continuous support for NAVGEM (and/or NEPTUNE). Answer the special requests from NRL’s operational customers in the relevant areas of global NWP.

· Mesoscale NWP Model Maintenance – Provide continuous support for COAMPS, COAMPS-OS, and COAMPS-TC. Answer the special requests from NRL’s operational customers in the relevant areas of regional NWP.

· Global and Mesoscale Data Assimilation and Analysis Maintenance – Provide continuous support for NAVGEM 4DVar, COAMPS 3DVar and 4DVar, and NEPTUNE DA (TBD). Answer the special requests from NRL’s operational customers in the relevant areas of global and regional data assimilation.

· Tactical Operational User Support Products Production, Distribution, and Maintenance – Conduct and update the port study and climatology. Monitor and maintain the TC website. Produce and distribute documents and reports for the relevant NRL projects. Maintain the ATCF software or any other software as needed.

3. The period of performance for the task order is 1 Base Period plus 4 Option Periods.
