Questions and Answers

1. Question: Solicitation Section H-2 Key Personnel provides for a Senior Electrical Engineer / Program Manager. The Sample Task Order, Attachment 5, Section 6.3 names a Senior Electrical Engineer, which is not a position listed in Attachment 3. Will the Contracting Officer please revise Attachment 5, Section 6.3 to consistently name the labor category as Senior Electrical Engineer / Program Manager for the purpose of Sample Task Order pricing?

Response: The Sample Task Order, Attachment 5, Section 6.3 has been revised to rename the labor category to Senior Electrical Engineer / Program Manager. See Amendment 0001.

2. Question: Solicitation Section H-2 Key Personnel provides for a Information Technology

Manager and Information Assurance Officer; however this position is not provided for in Attachment 5, Section 6.3 as a proposed LOE for the Sample Task. Will the Contracting Officer please consider adding this labor category to the Sample Task such that this position may be included in Sample Task Order pricing?

Response: The Government does not intend to add the Information Technology Manager and Information Assurance Officer labor categories to the Sample Task order.

3. Question: The Attachment 1 SOW sections 1.1 Background and 1.2 Scope are substantially different from the Attachment 5 Sample Task Order sections 1.0 Background and 2.0 Scope.

For example, the Sample Task Order references a Low Power Chamber and Code 5743 which are not consistent with the SOW. Will the Contracting Officer consider revising or deleting Sample Task Order sections 1.0 and 2.0 so that consistency may be maintained with the SOW?

Response: The Sample Task Order, Attachment 5, Sections 1.0 and 2.0 have been revised.

See Amendment 0001.

4. Question: The page limit on Volume II is currently 75 pages which includes Key Personnel resumes. Key Personnel resumes may consume up to 3 pages each in order to address the Experience qualifications for the persons being proposed. Considering 15 pages for resumes, and estimating 10 pages for subfactor 1.2 and 5 pages for subfactor 1.3, there would be less than 50 pages left for a comprehensive response to the 7 sections of the SOW. Will the Contracting Officer consider excluding resumes from the page count stated in table L-1?

Response: Section L-8, Table L-1 has been revised. Resumes are excluded from the page count, however resumes shall limited to three pages. See Amendment 0001.

5. Question: Comment on the draft DD254, block 10.h: We believe that access to foreign government information is required for this effort.

Response: This was not required on the current contract to complete the tasking. If required for future tasking, the DD254 will be amended.
