RFP Reference Question Answer

1 Pages 91 & 92 In reviewing the details of this solicitation, pages 91 & 92 provide the distribution of direct labor hours by labor categories for the eight Task Areas. Attachment 2 provides the labor categories and requirements per labor category. There are a few labor categories listed in Attachment 2 that are not included in the distribution of direct labor hours, including Sr. Mechanical Engineer, Mechanical Engineer, Electrical Engineer, and Sr.

Electronics Technician. From a review of the SOW, it appears that these labor categories may be needed during the period of performance of the contract. Can we include resumes for these labor categories with the other labor categories, and also add them to the Solicitation L-3 to an appropriate task with their rates but with zero hours?

The estimates used in Volume V, Cost/Price provides a hypothetical to provide a common basis for comparing the relative costs of the proposals in Volume V only. It is for cost/price evaluation purposes only.

As referenced in H-6 and Attachment 2, the labor category descriptions provided in this attachment represent the government’s best estimate of the kinds of personnel required.

Resumes are only required for proposed Key Personnel at the base IDIQ level. For the initial task order competition, resumes for proposed personnel are also required.

2 Page 91 The FedBIzOpps Announcement for this solicitation states the offerors should only propose those areas in which they have expertise and experience. Page 91 of the solicitation states that the offeror must propose all areas. Which is correct?

Page 91 where it states “the offeror must propose on all task areas” is specific to the cost/price proposal, in which the offeror must use the entire distribution of direct labor hours by labor categories for evaluation purposes only.

3 Pages 91-92 Solicitation N00173-15-R-JH02 lists eight research fields. Solicitation pages 91-92 provides the direct labor categories for only seven of the research fields, not including the direct labor categories for research field 6 Exercise and Collective Training Support to Service and Other Government Organizations. Can you please provide guidance of how to reconcile this?

Page 91-92 are specific to the cost-price proposal and provides a hypothetical to provide a common basis for comparing the relative costs of the proposals in Volume V only. It is for cost/price evaluation purposes only.

4 Also, how can I expect to receive a response to questions asked on this solicitation? I don’t see any icons on FedBizOpps related to questions and answers.
