Attachment L-5 – Initial Task Order Competition – CN 1 Statement of Work
STATEMENT OF WORK (SOW) FOR
METEOROLOGICAL AND OCEANOGRAPHIC (METOC) OVERLAY SOFTWARE
FOR MISSION PLANNING ENVIRONMENTS
I. TITLE:
Meteorological and oceanographic (METOC) overlay software for mission planning environments
II. OBJECTIVE:
The objective of this effort is to create an application to generate a meteorological and oceanographic (METOC) overlay for the Windows-based Execution Planning Software/Falcon View (XPLAN/FV) mission-planning environment.
III. BACKGROUND:
The Naval Research Laboratory’s Signature Technology Office (STO Code 5708) provides signatures-based research, modeling, and simulation support for the USSOCOM Enterprise Wide Training and Exercise Program (UEWTEP). The STO provides specialized software and high-performance computing solutions to fill capability gaps for Special Operations Forces (SOF).
The SOF Mission Planning & Execution (SOMPE) is a suite of software capabilities that, when combined with fielded hardware components, provides automated mission planning, rehearsal and execution tools that streamline, accelerate, and focus critical Military Decision Making Processes for specific special operation force (SOF) operations. SOMPE enables the dissemination of command, control, communications, weather, political, flight data, enemy/friendly dispositions, concept of operations, and orders to deployed SOF, to include Military Information Support Operations (MISO) and Civil Affairs Operations units. SOMPE is the principal tactical mission planning, rehearsal and execution medium for USSOCOM. The SOMPE program develops, integrates, fields, trains and sustains software applications for Mission Planning thru Execution for the SOF Warfighter. The SOMPE suite of applications is fielded to all Special Operations headquarters and components: Theater Special Operations Command (TSOC), Special Operations Aviation, Maritime, and Special Forces units, teams, and elements. SOMPE and other mission planning and command control applications are hosted on numerous types of Government end user devices (EUD) in stand-alone and networked configurations.
IV. METOC OVERLAY SOFTWARE REQUIREMENTS:
1.1. SOFTWARE INPUTS:
1.1.1. The Contractor shall produce an overlay that will retrieve Meteorological and Oceanographic (METOC) data. The overlay will retrieve route data from the XPLAN mission server.
1.1.2. The contractor will utilize Department of Defense (DOD) (e.g. Air Force Combat Climatology Center (AFCCC), Air Force Weather Agency
(AFWA), Fleet Numerical Meteorology & Oceanography Center (FNMOC), etc.) or Federal Government (e.g. National Oceanic & Atmospheric Administration (NOAA), National Weather Service (NWS), etc.) sources to populate the overlay.
1.2. SOFTWARE OUTPUTS:
1.2.1. The software will exist as an overlay tool/plug-in module that will display METOC data within FalconView software.
1.3. SOFTWARE FUNCTIONAL REQUIREMENTS:
1.3.1. The overlay will provide a graphical depiction that is consistent across multiple map scales.
1.3.2. The overlay will allow display of Meteorological data along a planned route.
1.3.3. The overlay will display key 3D Meteorological parameters (temperature, relative humidity, and wind speed and direction) at user-defined altitudes.
1.3.4. The overlay will display vector based Meteorological data (warm and cold fronts, high and low pressure systems).
1.3.5. The overlay will allow the user to select various predefined display units.
1.3.6. The overlay will display oceanographic data in a region from near-shore to deep-water.
1.3.7. The overlay will display two-dimensional fields of surf and waves.
1.3.8. The overlay will display two-dimensional overlays of three-dimensional data sets of currents, water temperature, bioluminescence, salinity, and water visibility.
1.3.9. The overlay will provide capability for users to determine the model sources for displayed data.
1.3.10. The overlay will display all features that are currently displayed at any Flight Service Station (cloud cover, precipitation, winds, icing, thunderstorms, etc.) The overlay will display time variability of METOC data for data that is time varying. The Meteorological/Oceanographic Overlay will be designed to provide line of sight atmospheric visibility.
The overlay will display 2D Meteorological data (ground fog and snow pack/depth).
1.4. SOFTWARE PERFORMANCE REQUIREMENTS:
1.4.1. The overlay will operate on a computer that meets minimum
XPLAN/FalconView Version 5.2 and higher requirements
1.5. SOFTWARE OPERATING REQUIREMENTS:
1.5.1. The overlay will operate within XPLAN/FalconView Version 5.2 and higher (DOD Windows 7 and higher operating system)
1.5.2. The overlay will be installable / removable independent of FalconView.
1.5.3. The software and associated interfaces will be developed/maintained using commercially accepted practices. All software products will be developed in accordance with the configurations standards defined in the Security Technical Implementation Guides (STIGs) located at http://iase.disa.mil/stigs/Pages/index.aspx. Security compliance will be documented in a Software Security Compliance Report. All products will remain the property of the US Government.
1.6. SOFTWARE TRAINING REQUIREMENTS:
1.6.1. The contractor will provide training material.
1.6.2. The overlay will be operable by existing FalconView users with provided training materials
V. SOFTWARE DELIVERABLES:
1. The contractor shall deliver the following software technical data for the METOC
Overlay application:
a) Software Development Plan
b) Software Requirements Specification
c) Software Design Description
d) Software Version Description
e) Software Test Plan
f) Software Test Description
g) Software Test Report
h) Software Security Compliance Report
i) Installable Application and Execution Code
j) Source code and data files
2. The Contractor will provide pre-release (Alpha and Beta) software applications to the
Government for evaluation and feedback.
3. The contract will conduct and deliver a capability overview brief of the METOC overlay capability.
VI. SCHEDULE:
1. Period of Performance: 8 Months
2. Pre-release METOC Alpha software application: 4 Months after Award
3. Pre-release METOC Beta software application: 6 Months after Award
