SAMPLE TASK ORDER
STATEMENT OF WORK
“ADVANCED ELECTRONIC WARFARE SYSTEM TECHNIQUES”
1.0 INTRODUCTION
1.1 The purpose of this task is to provide scientific and engineering support to the Advanced Techniques Branch of the TEW Division at NRL.
1.2 Proposals shall demonstrate, at a minimum, the Offeror’s personnel has specialized experience in the major technical areas listed in the overarching Statement of Work.
2.0 SCOPE OF TASK ORDER
The Contractor will investigate current and innovative techniques to assess and improve the susceptibility of Navy ships and craft in maritime environments with various background conditions, including at sea, littoral, shallow water, air, and terrain backgrounds. The technologies will primarily focus on radio frequency (RF) and electro-optical (E-0)/ infrared ( IR) t e c h n i q u e s .
They may also investigate i n n o v a t i v e techniques such as ultraviolet, sub-millimeter w a v e , millimeter wave, acoustics, magnetic, and non-traditional technologies as they may be identified.
Tasking may include research, design, development, engineering, prototype development, systems integration, analysis, modeling and simulation, fabrication services, project and financial management, and documentation. The major technical areas that will be addressed are:
• Research, Development, Test and Evaluation (RDT&E) of Prototype Force Protection and Electronic Warfare (EW) Sensor and Systems
• EW Modeling and Simulation Studies
• Signature Control Studies
• Hardware in the Loop and Signal Processor in the Loop Studies
2.1 Research, Development, Test and Evaluation (RDT&E) of Prototype Force Protection and Electronic Warfare (EW) Sensor and Systems. The contractor shall: research new technologies and their potential application to Force Protection and/or EW, develop prototype Force Protection and EW sensors and systems, c o n d u c t t e s t s in both controlled laboratory conditions and dynamic field conditions, evaluate the performance of various EW equipment, subsystems, and systems.
2.2 Systems EW Modeling and Simulation Studies. The Contractor shall: design, develop, and evaluate M&S codes to assist in predictions associated with specific technology product effects, perform validation studies and experiments to determine t h e accuracy and validity of M&S codes, perform high performance computing studies to evaluate current and new EW modeling and simulation codes to make them run faster without affecting the fidelity of the code
2.3 Signature Control Studies. The Contractor shall: study the RF and EO/IR signatures of naval ships, and recommend which aspects of those signatures should be the focus of reduction efforts, develop techniques to reduce naval ship signatures.
2.4 To Hardware in the Loop and Signal Processor in the Loop Studies. The Contractor shall:
design and develop closed loop test platforms which can be used to evaluate RF/EO/IR hardware and signal processors, determine the operational characteristics, capabilities, and limitations of RF/EO/IR hardware and signal processors.
Table 1 lists key labor categories/ personal qualifications that are expected to be required to accomplish the research described in the Statement of Work
