a. Technical Acceptability: All quotations will be evaluated on a pass/fail basis to determine if the proposed product(s) clearly meet the technical requirements outlined in the solicitation's Performance Work Statement / salient characteristics. Quotations that do not meet the minimum requirements detailed in the solicitation will be rated "Unacceptable" and will not be considered further.

b. Past Performance: The Government reserves the right to consider past performance information for the lowest-priced, technically acceptable vendor prior to award. A neutral past performance rating will be assigned if no relevant past performance information is available.

c. Price: The price of all technically acceptable quotations will be evaluated for reasonableness. Award will be made to the quoter whose technically acceptable quote is considered to be the most advantageous to the Government, past performance and price considered.
