PERFORMANCE WORK STATEMENT (PWS)
Anderometer Hydraulics Replacement
1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 617 requires the rebuild of a custom-built, defunct anderometer. This purchase supports development and application of testing and analysis methods applicable to nuclear plant components.
2.0 BACKGROUND:
NSWCCD Code 617 performs vibration testing for precision ball bearings for reconditioning of old bearings and verification inspection testing of new bearings. Code 617 has been tasked by SEA 08 to conduct specialized vibration testing of large 7322 Angular Contact Ball Bearings. Vibration testing is conducted on a test bench called the anderometer, which consists of a fluid filled hydrostatic bearing that holds a push-on spindle to spin test bearings under specified load conditions. Code 617 currently has one functional anderometer, which is limited to high rotation speed (1000-1800 RPM). Code 617 has a second defunct anderometer, and requires this second test bench to be rebuilt in order to conduct slow speed testing below 1000 RPM, expected test range of 200-1800 RPM.
3.0 OBJECTIVE:
SITE VISIT:
All contractors are to complete an on-site visit to perform an initial inspection of the defunct highly encouraged anderometer to submitting a firm fixed price quote detailing the designing specifications for system repair.PRIOR
REPAIR:
The contractor shall remove all hydraulics components of this defunct anderometer and replace with new components to restore functionality. Remaining old hydraulic fluid must be purged from the system, existing fittings and connections removed or reworked to support new fittings. New hydraulic fluid and new fittings, connections and control systems must then be properly incorporated to achieve test capabilities specified in the Objective paras., below.
New equipment needed to replace existing key hydraulic equipment such as Hydraulic power unit, accumulators, etc may be included in the quote. The contractor shall coordinate with the Government TPOC for a system installation and demonstrate the working anderometer. Any additional site visits for inspection or work shall be included in the total price. Lastly, the contractor shall provide a new system schematic for incorporated hydraulics, along with documentation for proper system operation. NSWCCD shall dispose of all old nonfunctional hydraulic equipment and components.
Note: The contractor may use the layout of the current functional anderometer as a reference to build the blueprints for the second test bench, but may NOT disassemble or demolish any component of the functional anderometer without permission from the technical POCs.
3.1 Upon completion of site visit or equivalent remote technical review of the anderometer hydraulics, the contractor shall provide a written estimate to the Government detailing the required or recommended repair parts and services for the defunct anderometer. A site visit is preferred to get a hands-on look at all test bench components. The contractor shall include part names, part numbers and costs for parts and shipping of parts (if necessary) in the quote.
3.2 The contractor shall provide all necessary tubing, connectors, fittings and hydraulic fluid necessary for construction of the specified hydraulic system. Contractor shall also provide all equipment for flow control and axial load application from the system onto the test bearing.
3.3 The contractor shall accomplish construction of a system with the following specifications
- Hydraulic fluid capable of supporting (in the axial and radial direction) push-in spindle inside of the hydrostatic bearing with planned rotation speeds of 200-1800 RPM for up to 10 minutes. Hydrostatic bearing may be modified if required in order to accomplish this requirement.
- Hydraulic axial (thrust) load capable of applying up to 1700 lbs of axial force onto the test bearing.
Ideally, holding load to within +/-5 pounds
- Hydraulics system must not allow excess vibrations to radiate through the test bench, due to vibration-sensitive measurements of the test bench
- The contractor shall provide hardcopy documentation for system operation to the Government TPOC at the time of system installation.
- Ref CDRL A0001, the Contractor shall provide a 2D CAD schematic drawing or industry standard equivalent for the incorporated hydraulics to the Government TPOC no later than 30 days after completion of system installation.
4.0 SPECIAL QUALIFICATIONS:
All contractors are highly encouraged to complete a site visit to inspect the equipment prior to quoting this requirement.
Previous experience designing and/or supporting custom hydraulic systems which is shown and demonstrated in a capabilities statement which must be submitted with quote submissions.
