About this file
This is a Solicitation Amendment (Standard Form 30) for the Naval Surface Warfare Center Carderock Division's Anderometer Hydraulics Replacement/Rebuild procurement. Key changes include modifying the NAICS code from 811210 to 811310, reducing the small business size standard from $34 million to $12.5 million, and extending the response due date from 02 May 2025 to 08 May 2025. The amendment modifies the Performance Work Statement (PWS) for rebuilding a defunct anderometer test bench used for vibration testing of precision ball bearings, with a mandatory site visit requirement for potential contractors between 24 April and 5 May 2025.
The procurement is a firm fixed-price contract with a one-year base period and one option year, set aside for small businesses. Contractors must have prior experience designing hydraulic systems for anderometers and must submit a capabilities statement with site visit requests. The project involves removing and replacing hydraulic components of a defunct anderometer to restore functionality, with specific technical requirements including supporting rotation speeds of 200-1800 RPM, applying up to 1700 lbs of axial force, and minimizing vibrations. The contract will be awarded based on price and technical capability, with a technical rating of "Acceptable" required for eligibility.

PERFORMANCE WORK STATEMENT (PWS)
Anderometer Hydraulics Replacement
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 617 requires a contract one base year and one option to support the rebuild of a custom-built, defunct anderometer. This purchase supports development and application of testing and analysis methods applicable to nuclear plant components.
2.0 BACKGROUND: NSWCCD Code 617 performs vibration testing for precision ball bearings for reconditioning of old bearings and verification inspection testing of new bearings. Code 617 has been tasked by SEA 08 to conduct specialized vibration testing of large 7322 Angular Contact Ball Bearings. Vibration testing is conducted on a test bench called the anderometer, which consists of a fluid filled hydrostatic bearing that holds a push-on spindle to spin test bearings under specified load conditions. Code 617 currently has one functional anderometer, which is limited to high rotation speed (1000- 1800 RPM). Code 617 has a second defunct anderometer, and requires this second test bench to be rebuilt in order to conduct slow speed testing below 1000 RPM, expected test range of 200-1800 RPM.
3.0 OBJECTIVE:
SITE VISIT:
All contractors shall conduct a MANDATORY site visit on one of the below dates to perform an initial inspection of the defunct anderometer and PRIOR to submitting a firm fixed gain knowledge required to rebuild the defunct anderomete price quote detailing the designing specifications for system repair.
- Thursday 24 April between 0800 and 1300
- Monday 28 April between 0800 and 1300
- Tuesday 29 April between 0800 and 1300
N0016725Q10360001
- Thursday 1 May between 0800 and 1300
- Monday 5 May between 0800 and 1300
REPAIR:
The contractor shall remove all hydraulics components of this defunct anderometer and replace with new components to restore functionality. Remaining old hydraulic fluid must be purged from the system, existing fittings and connections removed or reworked to support new fittings. New hydraulic fluid and new fittings, connections and control systems must then be properly incorporated to achieve test capabilities specified in the Objective paras., below. The contractor shall coordinate with the Government TPOC for a return on-site visit to do system installation and demonstrate the working anderometer. Lastly, the contractor shall provide a new system schematic for incorporated hydraulics, along with documentation for proper system operation.
Note: The contractor may use the layout of the current functional anderometer as a reference to build the blueprints for the second test bench, but may NOT disassemble or demolish any component of the functional anderometer without permission from the technical POCs.
3.1 Upon completion of a MANDATORY site visit, the contractor shall provide a written estimate to the Government detailing the required or recommended repair parts and services for the defunct anderometer. The contractor shall include part names, part numbers and costs for parts and shipping of parts (if necessary) in the quote. Ref para. 3.4, below, subsequent purchase of estimated materials and services may be required and included as a contract option as determined by the Government.
3.2 The contractor shall provide all necessary tubing, connectors, fittings and hydraulic fluid necessary for construction of the specified hydraulic system. Contractor shall also provide all equipment for flow control and axial load application from the system onto the test bearing.
3.3 The contractor shall accomplish construction of a system with the following specifications:
- Hydraulic fluid capable of supporting (in the axial and radial direction) push-in spindle inside of the hydrostatic bearing with planned rotation speeds of 200-1800 RPM for up to 10 minutes. Hydrostatic bearing may be modified if required in order to accomplish this requirement.
- Hydraulic axial (thrust) load capable of applying up to 1700 lbs of axial force onto the test bearing. Ideally, holding load to within +/-5 pounds
- Hydraulics system must not allow excess vibrations to radiate through the test bench, due to vibration-sensitive measurements of the test bench
- The contractor shall provide hardcopy documentation for system operation to the Government TPOC at the time of system installation.
- Ref CDRL A0001, the Contractor shall provide a 2D CAD schematic drawing or industry standard equivalent for the incorporated hydraulics to the Government TPOC no later than 30 days after completion of system installation.
3.4 OPTION 1 Reference para 3.1. above, if necessary, the Government will purchase additional parts and service as an exercised option. After award of the option, the contractor shall install additional needed parts and accessories during the time of the return on-site visit for installation of the anderometer's hydraulics system.
4.0 SPECIAL QUALIFICATIONS:
All contractors MUST complete a site visit to inspect the equipment prior to quoting this requirement. Contractors shall have prior experience designing and/or supporting hydraulic systems for anderometers which is shown and demonstrated in a capabilities statement which must be submitted with site visit requests.

52.212-2Evaluation-Commercial Products and Commercial Services.Nov 2021 hereby reads as follows:
(a) The Government intends to award a contract to the responsible quoter who (1) conforms to the solicitation, (2) contains a price that is fair and reasonable, and (3) will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate quotations:
Factor 1 Price
Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but not limited to, market research, current or previous purchases, prices for similar performance in a related industry, or comparison to an independent Government estimate.
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.
