SECTION C - DESCRIPTIONS AND SPECIFICATIONS

STATEMENT OF WORK

Southeast Alaska Acoustic Measurement Facility (SEAFAC) Operations Support

1.0 SCOPE

Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Statement of Work (SOW) at the Southeast Alaska Acoustic Measurement Facility (SEAFAC) located at Back Island, Alaska approximately 12 miles north of Ketchikan, AK. This SOW outlines requirements for site maintenance, logistics, operations, technical integration services, and program management, in support of signature silencing programs for naval ships and undersea systems. In general, this work includes:

Operational, vessel, and logistical support for full scale signature measurement trials and other signature assessment tests.

Operation, maintenance, integration, installation, and repair of facilities and equipment that are required to support the mission of performing signature measurements and analysis at SEAFAC.

Special project support for full scale signature measurements and other signature assessments.

1.1 Background

The Signatures Department (Code 70) of the Naval Surface Warfare Center Carderock Division (NSWCCD) is responsible for development of stealth technology to support Navy surface ship and submarine program goals. As part of its mission, Code 70 develops, operates, and maintains major acoustic research, development, test, and evaluation (RDT&E) facilities at the SEAFAC.

Code 70 provides services and facilities to accomplish signature data acquisition and analysis in support of surface ship and submarine R&D projects funded by the Naval Sea Systems Command (NAVSEA), other Navy and Federal sponsors, state, and non-Government organizations. Non-government organizations are efforts funded and conducted through the Work for Private Parties (WFPP) Act. Periodically, NSWCCD conducts acoustic trials on ships of the cruise ship industry and the University of Alaska-Fairbanks. The primary objective of the technical efforts described in this SOW is to support NAVSEA, NSWCCD, and Code 70 signature measurement, integration, installation and assessment testing, acoustic stealth technology development, and related research programs.

SEAFAC has two major test sites – a static site where the test vessel is suspended at various depths for specific noise investigations and an underway site for performing noise investigations at various speed conditions and depths. The SEAFAC Underway Site was upgraded in 2008 to measure and characterize submarine signatures through all operationally significant speed and depth combinations.
