QuestionAnswer
L-4.1.4 is specified as being for large business offerors only. Therefore, please confirm that the Small Business Participation Commitment Document and the Subcontracting Plan are outside the Volume I page limit, to ensure equal page-limited content for both small business and large business offerors.Small Business Participation Commitment Document and the Subcontracting Plan are outside the Volume I page limit. This statement is confirmed as accurate.
L-4.1.1.1(b), second bullet, refers to Government Furnished Property management requirements identified in SOW Section 5.0. However, SOW Section 5.0 is Portable Electronic Devices. Will the Government please correct the reference that pertains to Government Furnished Property management requirements? The SOW reference has been corrected to section 4.2.
L.4.1.2.1(a) states the Staffing Plan shall be uploaded as a separate file and include all of the information requiested using the provided template (Att. 6). Please confirm that the Staffing Plan document does not need to be duplicated in our staffing proposal response and, therefore, the Staffing Plan does not count against the Vol I page limit? This has been changed to read: "The Staffing Plan Attachments shall be uploaded as a separate file and include all of the information requested using the provided template."

Additional narrative provided in support of the staffing factor (not attachments) will still count towards the page count. The Attachments will not count towards the page limit.

The labor catergory Electronics Technician WD #23180 showing on Att 18, however, on Att 4 there is no WD occupation code 23180. What is the correct occupation code for Electronics Technician in Att 18?Labor categories were selected from the SCA DIRECTORY OF OCCUPATIONS, Fifth Edition. For labor categories listed in the directory, but not the wage determination, the contractor shall comply with the SCA wage for the specific labor category within the series that it deems necessary to meet the requirement, e.g. if the offeror determines that an 23180 - Electronics Technician, Maintenance with one to three years’ experience can fulfill the requirement, the offeror will propose the rate based on the SCA rate for 23181 - Electronics Technician Maintenance I. If there are no relevant labor categories with the labor series listed in the wage determination, on which to base the minimum rate, the offer may use U.S. Bureau of Labor Statistics or industry standard rates that it deems sufficient to successfully fulfill the requirement.
The RFP has provided plug numbers for Materials and ODCs. Please confirm that the contractor does not need to provide supporting documentation to match the plug number.Confirmed, the contractor does not need to provide supporting documentation to match the plug number
The RFP has provided plug numbers for travel. Please confirm that the contractor does not need to provide supporting documentation to match the plug number.Confirmed, the contractor does not need to provide supporting documentation to match the plug number.
SOW Section 2.2, Government Documents, lists 62 Government Documents, of which 56 will be made “available after award.” As a non-incumbent offeror, our inability to access these documents is a significant obstacle to preparing a full and compelling response and serves as a significant barrier to fair competition. Offeror requests these documents be provided now to assist with the development of our proposal. The documents identified under SOW Section 2.2 are generally not relevant, nor significant for an offeror when it comes to proposal preparation. Offerors are advised that some of these documents are publicly available, and offerors may obtain access to those documents by performing a simple internet search. Additionally, some of these documents are still in development, or undergoing revisions, and making those documents accessible at this time is not possible. However in an effort to provide all available documents that an offeror may find useful in preparing the proposal, the Government is providing Attachments 21 and 22 as part of Amendment 1 to the RFP.
SEAFAC Key and Non-Key, has a DRAFT watermark. Please confirm this is the correct document for our use in preparing our response. This was the correct document, however it has been updated as part of this amendment to include changes from another question and the draft watermark has been removed.
Cross Reference Table, indicates the Staffing Plan without Cost (4.1.2.1) is included in the page limit of the Technical Volume. Given that the Staffing Plan without Cost is a separate file and is an Excel document, please confirm this is an incorrect interpretation and this file is not included in the page limit. This has been changed to read: "The Staffing Plan Attachments shall be uploaded as a separate file and include all of the information requested using the provided template."

Additional narrative provided in support of the staffing factor (not attachments) will still count towards the page count. The Attachments will not count towards the page limit.

Cover Page and Table of Contents, states the “The Cover Page shall identify the solicitation number, amendment number (if any), proposal volume and title, the Offeror’s name, and a Proposal Cross-Reference Table.” Please confirm the Proposal Cross Reference Table can be included in the front matter, following the Cover Page. This is acceptable. Proposal Cross-Reference Table will not count against the page count.
RFP Section L.2.3.5, Cross Reference Table, refers to Section L paragraph 4.2.2. Although Section L does not have a Section 4.2.2, we believe that para 4.2.1 applies. For this requirement as indicated in the Cross Reference Table, is it the Government’s desire for offerors to submit our CPARS with our proposal?Reference to 4.2.2 has been removed. Offerors are not required to submit the CPARs evaluation with their proposal.
Regarding RFP Section L.4.1.3, Corporate Experience, please confirm we are permitted to include teammate Corporate Experience citations in this section (as is permissible in Past Performance). The Government confirms that offerors may include teammate Corporate Experience citations when addressing this particular subfactor in their proposals. However, offerors are advised to take into consideration the notes found in Section L.4.1.3.2, when preparing this portion of its proposal
Offeror is in receipt of Wage Determination 2015-5685, Revision No.: 20, Dated 07/27/2023. We also have WD 2015‐0213, Revision No.: 31, Dated 05/05/2023 (for use on contracts for tugboats and other coastal vessels). The NSWCCD SEAFAC RFP, Attachment 17, lists five labor categories with SCA codes not found in any Wage Determination nor in the NUWC Division Newport Website for eCRAFT Labor Categories, as follows: Machinist/Pipe Fitter (47101); Maritime Operations Supervisor (47601); Tug Captain (47601); Deckhand/Mechanical Specialist (47030); and Diver (47040). Please provide the WD that includes these SCA codes and the corresponding rates or advise on the means by which the Government will compare our rates to an allowable minimum rate/wage.Labor categories were selected from the SCA DIRECTORY OF OCCUPATIONS, Fifth Edition.
We are aware that in other RFPs it is common practice to allow 4 years of on-the job experience to meet the requirement of a high school diploma in lieu of an actual diploma/GED. Recommend NSWCCD allow this experience in lieu of a high school diploma for all applicable labor categories. The high school diploma requirement has been moved to desired qualifications. Attachment 17 has been updated. This change has been applied to many positions throughout attachment 17.
We note that the "Security and Logistics Coordinator -OT" estimated LOE hours per year is shown in Attachment 18 as 38.4 hours when the excel formula is extended out and thus the total recommended hours per year is 47,742.40 hours. When multiplied out over 5 years, this yields 238,712 hours which is 2 hours more than stated in Note 3 of Section B Notes on page 4 of the RFP. As 38.0 estimated LOE hours per year in this LCat adds up to the 238,712 hours, recommend NSWCCD update the estimated LOE hours per year to 38.0 hours.Attachment 18, cell 18E has been updated from 38.4 to 38.0.
