AMENDMENT 0002

QUESTIONS AND ANSWERS

I. The following Bidder Question(s) and Answer(s) shall be considered when submitting quotations for solicitation N0016723R0002:

# Question Answer

Section “C”, Paragraph 3.4. b “Physical Qualifications” lists Labor Categories “EMTs” and “Engine Utility Man”, however neither of these Labor Categories are listed on RFP Attachment #7. Could you please clarify.

These functions are not full time duties and section 3.4 of the SOW has been updated to notate EMT's and Engine Utility Man are part time. It is up to the Offeror to determine how to to align the identified EMT and Engine Utility Man duties among its Key and non-Key personnel. Attachment 7 remains unchanged in regards to this question.

Section “C” under Subsection 3.4.

“Personnel Qualifications”, under “Specific Requirements for Non-Key Personnel for Government Site”, lists “Technician Requirement”, however no “Technician” is listed on RFP Attachment #7. Could you please clarify.

Section “C” under Subsection 3.4. “Personnel Qualifications”, under “Specific Requirements for Non-Key Personnel for

Government Site”, lists “Technician Requirement". This refers to all of the OEM Technicians listed in subsection 3.2.3(j) of the

SOW "AND" CLIN 0002 - Labor for OEMs.

Section “L”, Paragraph 1.2 “Start Date for Use in Cost/Price Proposal” indicates that the contract “start Date” is identified in Section “F”, however, unable to identify “start date” in Section “F”. Could you please clarify.

The ordering period is listed in Section F for each specific CLIN as 12/15/23 - 12/14/28.

Section “L”, Paragraph 2.3.1 “Cover Page and Table of Contents” states that the Offeror should include a “Proposal Cross-Reference Table”.

In addition, Subsection 4.0 “Instructions for Cross-Reference Table” does not have any description.

Could you please provide more detail as to What specific information (different from a typical Table of Contents) is required for the “Proposal Cross-Reference table.”

The instructions for the Cross-Reference Table per Section L 2.3.1, states, "The Proposal Cross-Reference Table shall indicate the required proposal content and the section/page number where this content appears in the proposal". In addition, the language (factors and subfactors) listed below Subsection 4.0 ‘Instructions for Cross-Reference Table”also includes the specific information required.

Section “L” Paragraph 4.1.2.1 “Staffing Plan Without Cost (Attachment 2)’ indicated the Offeror shall divide the Staffing Plan into required tasks, listing each task in order in which it appears in the SOW.

Could you please confirm to what level of SOW requirements should the Staffing Plan be divided?

The Staffing Plan should be divided to the tenth decimal place (Example: 3.1, 3.2, 3.3, etc.)

Section “L”, Paragraph 4.1.3.3 “Approach” states that the Offeror address overall approach for “controlling utilization of resources”.

Could you please clarify the intended definition of “resources” for this proposal requirement.

The term "resources" is everything the Offeror will utilize to complete the taskings.

Section “L”, Paragraph 4.1.3.4 “Transition Plan” could you please clarify the requirement for “Hiring 100% of proposed personnel.”

This sentence has been updated to "Hiring 100% of proposed personnel in accordance with Attachment 8." Please also refer to Section L 4.1.2.3 (a) Key Personnel for additional information.

Section "L", Paragraph 2.3 Proposal Format" Attachment 5 does not meet the formatting requirements of 1-inch margins. Please exclude Attachment 5 from formatting requirements.

Attachment 5 Rev 1 - Previous Contracting Efforts has been updated with 1 inch margins.

Section "L", Paragraph 2.3.1 "Cover Page and Table of Contents" RFP states, “The Cover Page shall identify the solicitation number, amendment number (if any), proposal volume and title, the Offeror’s name, and a Proposal Cross-Reference Table.”

This statement seems to imply that the Proposal Cross-Reference Table should be included in the Cover Page.

Please clarify.

Sentence has been updated to "The Cover Page shall identify the solicitation number, amendment number (if any), proposal volume, title, and the Offeror’s name."

Section "L", Paragraph 2.3.4 "File Naming Convention" The example shown for the PP naming convention only includes “Previous Contracting Efforts.” Do we include all of Volume 2: Factor 2 – Past Performance in one file or break it down by sections (Intro, narratives, PPQ, etc.)?

Per Section "L" paragraph 4.2 "Factor 2 - Past Performance (Volume II)" All Past Performance information must be contained within Volume II and no cost/price information concerning this requirement may be included in this volume. The Past

Performance Volume shall consist of the completed Past Performance Reference/Previous Contracting Effort Narrative form (Attachment 5)"

Section "L", Paragraph 2.3.5 and 4.2 "Section L and Proposal Volume Cross-Reference Table and Factor 2 Past Performance (Volume II)" The Cross-Reference Table in Section

2.3.5 includes Section L reference of

4.2.2. However, that Section is not

included in the detailed breakdown of

The reference to 4.2.2 in the Cross-Reference Table at 2.3.5 has been deleted.

Section L.4.2. Please clarify what we are to provide under 4.2.2.

Section "L", Paragraph 4.0 "Instructions for Cross-Reference Table" There are no instructions for the Cross-Reference Table provided.

Please provide instructions for the Cross-Reference Table.

See answer to question 004 above.

Section "L", Paragraph 4.1.2.1(a) and

2.3.5 "Staffing Plan without Cost and Cross Reference Table" The last line of L.4.1.2.1.a states “The Staffing Plan shall be uploaded as a separate file and include all of the information requested using the provided template.” However, the Cross Reference Table states 4.1.2.1 Staffing Approach (Staffing Plan Without Cost Attachment 2) is included in Volume Page Limitations.

Please clarify if the Staffing Plan is to be uploaded as a separate file and not included in Volume 1 Technical. If so, please confirm that there is no page limit for the Staffing Plan.

Paragraph 4.1.2.1(a) sentence has been updated to "The Staffing Plan shall be uploaded as a separate section within Volume I and include all of the information requested using the provided template." Attachment 2 shall remain included within Volume I and abide by the page limit listed in paragraph 2.3.5

Section "L", Paragraph 4.4.2 and Attachment 4 "Factor 2 – Past Performance (Volume II)" RFP states, “The Government may use other information, such as Award Fee letters and CPARS data available from Government sources, to evaluate an Offeror’s past performance.” If the contract we are citing has a current CPAR, do we still need to send our customers an Attachment 4 PP Questionnaire?

No, the Government will pull the CPARS for the Offeror. If the Government is not able to find a CPARS, then the Government will send PPQs. Attachment 4 has been deleted from Section J.

Section "L", Paragraph 4.4.2 "Factor 2 – Past Performance (Volume II)" RFP states, “The Government may use other information, such as Award Fee letters and CPARS data available from Government sources, to evaluate an Offeror’s past performance. If the Government cannot find a CPARS report, it may contact the customer directly, e.g. by phone or by sending them a Past Performance Questionnaire.” This seems to imply that the Government will be sending out the PP Questionnaires. Please clarify if offerors should send out PP questionnaires for all cited contract references in Volume II.

See answer to question 014 above.

"Section "L", paragraph 4.3 "Factor 3

- Small Business Participation (Volume III)" RFP states, “Proposals shall include a Small Business Participation Commitment Document (SBPCD) which demonstrates a realistic commitment (in terms of percentages of total labor hour costs*) to achieving the Small Business Participation (SBP) goals set forth below.” There is no Small Business Participation Commitment Document included in the RFP release. Is the SBPCD being referenced the RFP released Attachment 1 – Subcontracting Plan Cover Sheet?

The Government does not provide a form. It is the contractor's responsibility to create a document that satisfies this requirement.

The format and level of detail is at the Contractor's discretion.

Section "L", paragraph 4.3 "Factor 3 - Small Business Participation (Volume III)" RFP states, “This SBPCD shall be separate from Subcontracting Plan submitted pursuant to the clause at FAR 52.219- 9, Small Business Subcontracting Plan.” Please clarify if the SBPCD and Small Business Subcontracting Plan are both to be included in Volume 3 or each its own file?

This information shall all be included in Volume III.

Section "L", paragraph 4.4 and 4.5 "Factor 4 – Cost/Price Proposal (Volume IV) and Solicitation Fill-In Information & Contract Documentation (Volume IV)" Both Factor 4 – Cost/Price Proposal and

Solicitation Fill-In Information & Contract Documentation has been updated to Volume V.

Solicitation Fill-In Information & Contract Documentation are labeled Volume IV. Please update Solicitation Fill-In Information & Contract Documentation to Volume V.

“Sections L&M”, paragraphs 4.4.4(e) and 4.1.5.2(b) "Additional Required Information" Section M paragraph

4.1.5.2 states. “(b) Escalation.

Offerors must propose escalation for all labor categories, whether exempt or non-exempt under the Service Contract Labor Standards statute, for each option year and provide the methodology for the proposed escalation.”

Section L Paragraph 4.4.4(e) states, “(e) Escalation. Offerors shall provide the basis for proposed escalation rates including formulas for prorating escalation rates, if applicable.” Unlike Section M 4.1.5.2, Section L language in 4.4.4(e) does not specify that an escalation be proposed for “all labor categories, whether exempt or non-exempt” shall be proposed. Please verify that offerors must propose an escalation for “all labor categories, whether exempt or non-exempt” in accordance with Section M 4.1.5.2.

Section L, paragraph 4.4.4(e) has been updated to "Offerors shall provide the basis for proposed escalation rates including formulas for prorating escalation rates, if applicable for all labor categories, whether exempt or non-exempt under the

Service Contract Labor Standards statute, for each option year and provide the methodology for the proposed escalation".

Section "L", paragraph 4.4.6 "Material and Other Direct Costs (ODCs)" Paragraph states, “Material and ODCs shall be proposed in separate Prime Offeror Cost Summary’s Format…” Please clarify the instruction for Material and ODCs be proposed in a separate Prime Offer Cost Summary’s Format. Does this mean that the Prime is to submit two Prime Offer Cost Summary’s Format worksheets – one for labor and one for Material and ODCs? Or can the costs for labor and Material and ODCs be provided in one overall worksheet?

It is the Contractor's discretion to provide separate workbooks or provide the information on separate Tabs within the same workbook. What is required is that the Material and ODCs are clearly separate from Labor.

Section "L", paragraph 4.4.6 "Material and Other Direct Costs (ODCs)" Paragraph states, “Material and ODCs shall be proposed in separate Prime Offeror Cost Summary’s Format…” Where should the CLIN 0002 Labor for OEMs cost

It is the Contractor's discretion to provide the OEM cost information as a single line or a separate tab within the workbook.

What is required is that the cost is clearly identified as separate from all other labor costs.

be presented on the Prime Offer Cost Summary’s Format worksheets?

Should that also be a separate worksheet or can rows be inserted in a single Prime Offer Cost Summary’s Format worksheet to accommodate the CLIN 0002 costs?

Section "L", paragraph 4.4.6 "Material and Other Direct Costs (ODCs)" Paragraph states, “The Offeror and its subcontractors shall provide supporting documentation to include quotes, invoices, or historical information for at least 80% of the proposed material and ODC costs.”

It doesn’t appear the RFP contains the details of the anticipated Material and ODC costs for the offerors to provide “quotes, invoices, or historical information for 80% of the proposed material and ODC costs.”

Recommend this requirement be removed and all offerors use the CLIN 0003 plug number of $5,837,730.44 to establish the ceiling for the CLIN.

Paragraph 4.4.6 revised to "CLINs 0002 AND 0003 are cost CLINs and Offerors shall not propose fee for these CLINs. The OEM costs represent the need to seek OEM certified labor as a vendor for purposes of meeting warranty and other requirements.

ODC costs represent miscellaneous supplies, materials, and travel. For proposal purposes, the estimated base amounts for both OEMs and ODCs have been pre-established and specified in Section B. Offerors are required to clearly identify as part of their proposal any indirect markup rates (i.e. General and Administrative (G&A) and material handling) which will be applicable to OEMs and ODCs. The proposed amounts for CLINs 0002 and 0003 in Section B shall include the estimated base amount and the offeror’s proposed markup costs, which will be used for evaluation purposes. ODCs are intended to reimburse costs on the basis of actual reasonable and allowable costs. At the time of contract award, the contract will reflect the stated ODC estimate plus any applicable proposed markup costs."

Section "L", paragraph 4.5 "Solicitation Fill-In Information & Contract Documentation and Att. 4 Past Performance Questionnaire" RFP states, “Any other required information not explicitly covered in another proposal volume.” Would the Government please clarify what should be provided to address the “Any other required information not explicitly covered in another proposal volume” requirement?

Sentence has been deleted.

Section "L", L-209-H009 "Notification of Potential Organizational or Personal Conflict(s) of Interest" The current RFP clause L-209-H009(a) states “Of primary concern are those contractual arrangements in which the Offeror provides support to _________, or related laboratories (if applicable), in support of operation of the office or any of its programs.” The 2017 RFP and resulting contract directly stated that “OCIs will arise for offerors that perform under other contracts within the cognizance of NSWCCD Code 80 as prime or subcontractor.” Is the

Neither the superseded clause nor the current clause is intended to restrict Offerors from performing on other contracts; only to identify a potential conflict of interest and to create a plan to mitigate any associated risk. That said, "NSWCCD Code 80 as prime or subcontractor" has been inserted in the blank space.

intent of L-209-H009 to continue the restrictions of other contracts under the cognizance of NSWCCD Code 80 and include “other contracts within the cognizance of NSWCCD Code 80 as prime or subcontractor” in the blank space?

"SOW and CDRLS A001-A014", paragraph 3.1.5, 4.0, and CDRL A014. SOW Paragraph 3.1.5 and the CDRLs A001-A014 state that CDRL A014 is due quarterly; however, SOW paragraph 3.15 states that it is due bi-annually. Please clarify when CDRL A014 is due.

Sentence within the SOW, Section 4.0 updated to the following "The contractor shall provide a GFP report quarterly (CDRLs

A014)."

"Attachment 5", Form states “Using the space below, provide the following narrative information” requesting a myriad of information under 4 bullets. With a page limitation of 3 pages per reference, and a myriad of information being requested, can the instructions be replaced by shorter titles to permit space for requested information?

Attachment 5 revised on page 2 from "Using the space below" to "Following this page" so Offerors can have 3 full pages for their narrative. As for page 1, the boxes expand to permit any language inputted by the Offerors. The 3-page limit refers only to the narrative that follows the first 2 pages of the Attachment.

"Attachment 5 and RFP Section L.2.3" Attachment #5 is a table and L.2.3 on page 116 permits a font smaller than 12-point New Time Roman for tables. Can Attachment #5 be converted to the permissible 10 or 9-pont New Times Roman to accommodate all the requested information?

Offerors may change the font size to accommodate required information, as long as it is no smaller than the allowable font size. For text, the minimum font size is 9-point Times New Roman.

"Attachments 7 and 10", "Task Order Labor Categories & Wage Determination" Attachment 7 contains several SCA labor categories (Boat Captain, Able Seaman, Diver) that are not included with the Attachment 10 Wage Determination.

Is the Government going to issue additional WD’s to cover these at-sea labor categories (i.e. 2015-0213 and 207-0134, etc.)?

Yes, WD's 2015-0213 and 2007-0134 have been added to the solicitation as Attachment 13 and Attachment 14.

Section "L", paragraph 2.3.5, 4.2,

4.2.1 "Cross Reference Table and Factor 2 – Past Performance (Volume II)" Factor 2 Past Performance. The Section L requirements for Volume II are very explicit on the sections to be covered; however, there is no mention of a volume introduction. An

No changes.

introduction can be used to convey information about the entire team, as well as a roadmap to the volume, highlighting an offerer's key features for the evaluators. Recommend allowing five additional pages for an introduction.

"SF33 Box 9" 'Due Date", Due to the extensive nature of the technical and cost/price information requested, will the Government provide an extension of 30 days to the proposal due date?

The extension would allow for completion of Letters of Intent, Teaming Agreements, higher fidelity cost proposals from subcontractors, and appropriate incorporation of subcontractor technical data into the prime proposal.

An extension is included in this Amendment.

"Section L", Paragraph 4.5, RFP page 128, Section L, Paragraph 4.5 identifies the volume as “Solicitation Fill-In Information & Contract Documentation (Volume IV)”;

however, RFP page 124, Section L, Paragraph 4.4 also identifies Factor 4

– Cost/Price Proposal as Volume IV.

Should “Solicitation Fill-In Information & Contract Documentation” be identified as Volume V?

See answer to question 023 above.

With regards to RFP Attachment #7, Task Order Labor Category for “General Clerk” specifies “5,817.6” hours for the 2nd thru 5th years. Is it the Government intention for Offerors to provide a price for “ .6” of an hour?

RFP Attachment 7 Labor Category for "General Clerk" specifies 5,817.6 labor hours for Year One to Year Five for a total of

29,088.0 labor hours. These numbers are accurate. Therefore, no need to update.

Section “C”, Subsection 3.4 Personnel Qualification, Specific Requirements for Non-Key Personnel for Government Site specifies the following Surveyor requirement “Certified in Marine Survey by American Boat and Yacht Council (ABYC) National Association of Marine Surveyors (NAMS), or Society of Accredited Marine Surveyors (SAMS); would the government accept an International Association of Classification Societies (IACS) recognized surveyor as an acceptable

Respectfully, no change will be made to the existing Surveyor certification requirement.

certification in lieu of a SAMS and/or NAMS certification?

With regards to the required proposal due date of May 1, 2023, would the Government entertain a possible 1-week date extension?

See answer to question 030 above.

Section 'L", paragraph 1.1, States Questions are due prior to closing of solicitation and submitted IAW L-

215-H007, 17 APRL 2023.

Recommend consideration to change questions due date to 24 April, this better aligns with the 20 April 2023 site visit. There will certainly be questions based on the site visit.

Recommend adjusting the proposal due date to at least 10 days to 2 weeks after publishing of answers to questions to allow companies to adequately adress new information.

Concur. The deadline for questions within L-215-H007 is extended to 27 April 2023. An extension is included in this

Amendment.

SOW, section 3.4 'Personnel Qualifications" Key Personnel qualifications for Boat Captain A references ATT 8, which in turn states that Boat CAPT A are SCA Category 47000. DOL WD 15-4341 is the regional area trades previling wage guidance, which does NOT include waterborne labor categories.

The applicable WD was not provided (DOL WD 2015-0213 Rev 23 (there may be a more current version)), which covers occupations related to operating small craft, Captain and Deckhand. These are the closest that apply to the SOW. Recommend including current version.

WD's 2015-0213 and 2007-0134 have been added to the solicitation as Attachment 13 and Attachment 14.

NAVSEA Clause H-216-H002 - Level of Effort and FAR Clause - 52.216-1 Type of Contract. Level of Effort shows government site and zero'd out contractor site hours, LOE clauses describes an average of weekly hours, but does not set an expectation or requirement for a baseline (which used to be fully covered in FFP clins). It is unclear in reading the solictation whether there is a baseline, full-time equivalent performance level for the task areas.

Is the ATT 7 level of effort for hours considered the basis for full-time equivalents? (Ex: Option year hours

Attachment 7 - Level of Effort (LOE) spreadsheet fully summarizes the Government requirements for labor categories and labor hours. Attachment 7 has been revised to reflect, all of the labor hours are at the Government Site. In addition, a breakdown is provided for Straight-time and Overtime by labor category.

imply a baseline of around 47 bodies FTE with pertubations related to overtime or additional tasking).

Without a clear understanding of expected work hours for some highly qualified personnel, it is not reasonable to expect those personnel to be oncall, or part-time. Can the government clarify by describing how the services are expected to be delivered?

SOW, section 3.3, "General Requirements" “Overtime may be required, but must be approved by the PCO or COR at the TO Level.” There are often situations while on the water where due to operations, weather or mechanical issues that overtime will not be a deliberate decision , but and outcome of circumstance. How will these scenarios be handled for approval in real time, vs, planned for overtime?

The COR and PCO are available during emergent situations to approve Overtime.

SOW, section 3.3, "General Requirements" RFP states "The contractor shall ensure the small watercraft operators and crew are safely outfitted with the proper personnel safety equipment including life jackets, maverick suits, dry suits, safety eyewear, face masks, safety shoes, immersion suits, hard hats, and work gloves." This equipment shall not be directly charged to the contract. As a CPFF contract, PPE and other required items should be able to be charged as part of ODC costs. This statement appears to be a holdover from the previous contract that had a FFP operations CLIN.

Please clarify that these are allowed costs, or describe how we are to include for compensation. There is no way to estimate all PPE or other requirements and in include in our cost withouth cross-threading with DCAA when reviewing our accounting processes. In a CPFF contract, there should be a CLIN that allows for billing for costs. This statement seems to conflict with G- 232-H005 regarding invoicing, which includes ODCs, materials and travel costs.

SOW Section 3.3 Paragraph 4 reads as follows: "The contractor shall operate and test small watercraft in extreme weather conditions, all sea states, and in every season. The contractor shall ensure the small watercraft operators and crew are safely outfitted with the proper personnel safety equipment including life jackets, maverick suits, dry suits, safety eyewear, face masks, safety shoes, immersion suits, hard hats, and work gloves. This equipment shall not be directly charged to the contract. Under certain circumstances, the need for extraordinary personal safety equipment may arise. In such instances, the contractor shall request that the Government provide the required extraordinary personal safety equipment and/or request Government authorization to procure it. The Government shall review these expenses on a case by case basis prior to equipment purchase."

The Government believes this paragraph accurately and fully describes the Government requirement for the contractor to provide proper personnel safety equipment to contractor individuals. These costs may be allowable as either indirect or direct costs.

“Section L” paragraph 4.4.8 ‘Travel”.

RFP states "Reimbursement for travel will be in accordance with the Joint Travel Regulation (JTR) and B-231-

H001, TRAVEL COSTS (NAVSEA)"

JTRs are guidelines, and do not apply to contract personnel (see DoD Travel website). The JTRs only apply to DoD uniformed and civilian employees.

(https://www.travel.dod.mil) Addtionally, last minute travel requirements typically preclude adhering to JTR and GSA Travel rates. Recommend this section be amended to acknowledge that JTRs are a guideline, goal or objective for travel planning.

While the JTR is a guideline for contractors, it is also the metric that is used for evaluating contractor travel as Fair and

Reasonable. Urgent travel and other extenuating circumstances arise and are considered on a case by case basis. Because the JTR is the metric used for determining fair and reasonable travel costs, this language is correct as written and no changes will be made.

Section "L", paragraph 4.4.4.b "Additional Rqd Info (b) Contingent Hire Direct Labor Rate Supporting Documentation" RFP states "The company proposing to employ a contingent hire shall provide a Letter of Intent, signed by the contingent hire, which explicitly lists the agreed-upon annual salary for the named individual and the amount of any proposed uncompensated work as part of its Cost/Price Proposal."

Section 4.1.2.3 Personnel only requires Resumes and Letters of Intent for contingent hire Key Personnel. 4.4.4.b states that ALL contingent hires must have signed LOIs for contingent hires. As and SCA contract where companies are required by law to offer first right of refusal to qualified incumbent workers, and given the 6+ months between proposal submission and award, this is a significant unfair advantage to the incumbent that has all personnel on staff. Recommend 4.4.4.b be amended to require Letters of Intent ONLY for Contingent Key Personnel. Contingent hire wages should comply with DOL Wage Determination, and should NOT be based on payroll data.

Letters of Intent are required only for contingent Key Personnel pursuant to Section L 4.1.2.3. In addition, we have updated

Section L 4.4.4.(b) to clarify that.

Section "L", paragraph 4.4.4(c) "Unnamed Direct Labor Rate Supporting Documentation" and 4.4.4(f) "FPRA or FPRR" (c) states that without a FPRA and no payroll, This information is required pursuant to Sections L 4.4.4.(c) and (f). No change to the RFP.

the offeror provides payroll data for comparable posistion and analysis to support wages. (f) requires submission of indirect rates for the previous three years if there is no FPRA. As and SCA contract with DOL WD provided, the inclusion of similar payroll data serves no purpose where a WD exists and covers the positions, unless it is higher and/or deviates from the WD. Recommend the requirement include the option to use the DOL WD as the basis for labor wages submitted as part of the cost volume. For a major SubK small business, the significant "if this, then that" data requirements are invasive and beyond what is typically required for a CPFF proposal.

RFP Attachment #7 shows a decrease in Straight Time Labor Hours for “Engineering Tech IV , Mechanical, with no corresponding decrease in Overtime Hours. Could you please confirm.

Confirmed.

044 RFP states, "Proposals shall include a Small Business Participation Commitment Document (SBPCD) which demonstrates a realistic commitment (in terms of percentages of total labor hour costs*)…" Since the Government’s Electronic Subcontract Reporting System (“eSRS”) requires Individual Subcontract Report (ISR) goals to be expressed in terms of percentage of TOTAL CONTRACT VALUE (and also as a percentage of Total Subcontract Awards), should we understand the percentages identified on page 123 of the RFP to be percentages of Total Contract Value, and NOT percentages of total labor hour costs?

Please provide the information as percentages of total labor hour costs. For purposes of meeting this solicitation requirement, the

Government requests the percentages to be of total labor hour costs. ESRS is a separate system that is performed as a post-award function and has separate requirements.

045 RFP states, “The Offeror shall provide an organization chart that depicts lines of communication within the Offeror organization, including the role of Key Personnel; between the Offeror and its subcontractors;

and between the Offeror and the Government. The chart shall demonstrate that the Offeror will effectively manage performance including successful performance of

tasks, and monitoring and controlling costs.” With the level of detail required in the organization chart, will the Government consider allowing the use of 11 x 17 inch paper?

046 Amendment 1 did not include a SF 30, but it has an SF 30 continuation page. Will the Government be providing an SF 30 for Amendment 1?

This will be superseded by Amendment 02.

047 Attachment 2 is set up that, once populated, the font will be extremely small and will require several pages for completion. Kindly request Attachment 2 be excluded from page count and also allow the use of 11 x 17 inch paper for ease of evaluation for the Government.

The 8 x 11 standard remains unchanged. The Government will be reviewing the data electronically and will zoom in the viewing pane as needed. The Page limitation remains unchanged. It is the Offeror's discretion to what extent of detail is included as a response to this requirement.

048 Paragraph 2 of Attachment 4 – Past Performance Questionnaire states that the questionnaires should be completed and submitted to the Contracting Officer and Contract Specialist by 17 April 2023 at 4:30pm. However, the note later on the page states “NOTE: It is the responsibility of the offeror to ensure all past performance questionnaires are submitted to the government by the proposal submission closing date and time.” Can the Government please clarify if Past Performance Questionnaires are due to the contracting points of contact by 17 April 2023 or by the proposal submission closing date and time?

Attachment 4 is removed from Section J.

049 We have been unable to identify a direct correlation for the labor category titled “Able Seaman” to any Wage Determination labor category.

Is it correct to assume that the Able Seaman should be correlated to the Deckhand, Harbor Tug in the 2015- 0213 Wage Determination?

Yes

050 SOW, paragraph 3.2.1(g) states "Emergency Medical Technician (EMT) support is required during all waterfront operations including testing evolutions while underway.

The Government maintains an EMT supply inventory at Building V-47.

The contractor shall track and identify the EMT supplies, and identify items needing to be

The EMT support is not a full time tasking. Section 3.4 of the SOW has been updated to notate EMT support is part time. It is up to the Offeror to determine how to to align the identified EMT duties among its Key and non-Key personnel . Attachment 7 LOE remains unchanged in regards to this question.

restocked, replenished, or replaced.

This includes supplies needing replacement due to upcoming expiration dates." EMT position is not included in Key or Non-Key personnel or in Attachment 7 LOE. Is this an oversight? If so, will a new Attachment 7 be provided?

051 SOW, paragraph 3.3 "General Requirements" states "The contractor shall obtain all necessary Federal, State and local permits as required to perform the requirements in this contract, including transportation requirements. The contractor shall be responsible for the safe transportation and delivery of small watercraft undergoing testing to any location within CONUS."

Historically, where has the work been performed? Where have the watercraft been transported by the contractor? Where will they be transported to and from in the future?

How often will watercraft need to be transported by the contractor?

Historically, the majority of the boat transfers have been between the government facility at building V47 on Naval Station Norfolk, Virginia and the long-term boat storage facility located at Cheatham Annex Naval Base, located near Williamsburg, Virginia. Various Federal, State and local permits are required depending on the size of the boat being moved to use the roads, tunnels and bridges between the two facilities.

052 SOW, paragraph 3.4(b) "Personnel Qualifications" states "b) Physical Qualifications: Contractor personnel in the following labor categories will at a minimum be required to serve onboard small watercraft operated at high speeds in rough water and must be physically able and conditioned to endure the rigors of these operations:

(1) Engineering Technicians (all levels)

(2) Boat Captains

(3) EMTs

(4) Electricians

(5) Electronic Technicians

(6) Mechanics

(7) Divers

(8) Able Seaman

(9) Ordinary Seaman

(10) Engine Utility man" There are some job titles here: Engine Utility Man, EMT, Ordinary Seaman that are required for at sea operations but aren’t listed in the Attachment 7, LOE table in the RFP. Is this an oversight? If so, will a new Attachment 7 be provided?

The function Ordinary Seaman has been removed. The functions of EMT and Engine Utility Man are not full time duties and section 3.4 of the SOW has been updated to notate EMT's and Engine Utility Man are part time. It is up to the Offeror to determine how to to align the identified EMT and Engine Utility Man duties among its Key and non-Key personnel .

Section J. Attachment 4 is the Past Performance Questionnaire. Please provide Section L-4.2.2 and clarify:

See answers to questions 011 and 014 above.

(1) if Past Performance Questionnaires (PPQs) (Attachment

4) are required to be submitted if the offeror can provide CPARS for a past performance project;

(2) if subcontractors are also required to submit CPARS, if available, or PPQs (Att. 4); and

(3) if Offerors are required to take further action regarding PPQ’s after submitting them to the Contracting Officer and Contract Specialist, as directed by the instructions on Attachment 4.

060 Section L states that “the electronic proposal, shall be prepared so that, if printed, the proposal meets the following requirements: 8.5 x 11 inch paper." Would the Government consider the use of 11 X 17 pages for certain required elements, such as the organization chart? If the use of 11 x 17 pages is permitted, would one 11 x 17 page be counted as one page?

See answer to question 045 above.

061 Clause L-215-H004, paragraph (a) directs the Offeror to complete the “Price Group” (Block 17) and “Estimated Total Price” (Block 18) of each data item on the Contract Data Requirements List (CDRL). The Solicitation directs the Offeror to fill in Blocks 17 and 18 on each data item on the Contract Data Requirements List (CDRL), but is silent on whether the CDRL must be submitted with the proposal. Please advise if the CDRL must be submitted with the proposal and, if so, where the CDRL should be located in the proposal.

Offerors do not need to submit CDRLs with their proposal.

CDRLs are provided as reporting requirements for Offerors to adhere by. CDRL items are reports delivered after contract award.

062 SOW section 3.1.5, Paragraphs 5 & 6 state that the NSWCCD Detachment Norfolk inventory of items in the supply department exceeds 10,000 individual items, and that the inventory of tools and other equipment exceeds 3,000 items.

SOW section 3.1.6, Paragraph 2 states that NSWCCD Detachment Norfolk’s equipment includes approximately 500 items requiring periodic calibration.

Section J. Attachment 11 is the Government Furnished Property (GFP) Attachment. The Government Furnished Property (GFP)

Detailed GFP to include serial numbers of laptops will be provided at the task order level.

Attachment features only one item, laptops. Can the Government provide an attachment listing the items in the supply department for which the contractor will be required to maintain and control inventory and accountability?

063 Section L, section 4.4.6 reads: “The Offeror and its subcontractors shall provide supporting documents to include quotes, invoices, or historical information for at least 80% of the proposed material and ODC costs.”

Please define what are considered Other Direct Costs (ODCs) for this RFP. Without this, an offeror will not be able to provide supporting documents addressing at least 80% of the proposed material and ODC costs.

See answer to question 022 above.

Section L, paragraph 4.4.4 (h) reads:

“Transition Plan Costs. Costs unique to the implementation of the proposed transition plan shall be clearly identified in the Cost/Price Volume.”

Please specify where and how Transition Plan Costs should be included in the Cost/Price Volume.

Costs unique to the implementation of the proposed transition plan, if any, shall be clearly identified in the Cost/Price Proposal at the offeror's discretion.

Clause L-215-H007, paragraph (b) states “The deadline for receipt of questions is 17 April 2023. Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered.”

Either option is acceptable. It is up to the offeror to determine which past efforts are most relevant to this RFP for submission in its proposal.

Attachment 7: Why did the Government provide hours only for Government site and not Contractor site labor categories? Are these hours based on historic data or something else?

Based on historic data, requirements for a Contractor site have been removed from the Solicitation. Attachment 7 has been updated to remove the reference to Contractor site labor categories.

Per clause H-216-H002 LEVEL OF

EFFORT--ALTERNATE I

(NAVSEA), item d: “level of effort for this contract shall be expended at an average rate of approximately 1969 hours per week.” How was this number calculated?

This number is derived by the total LOE divided by the number of weeks within the period of performance. The calculation of 1969 hours is outdated. H-216-H002 has been updated to 1818 hours per week, consistent with the LOE provided under CLIN 0001 of the RFP.

How should major Subcontractors submit their price proposal; are they required to submit in the PIEE module or directly to the Contracting Officer?

PIEE module

Are major subcontractors required to submit any other proposal Please refer to Section L, paragraph 4.4.7 'Subcontractors" documentation other than the Cost Volume?

FAR 52.222-42 regarding wage determination states “This Statement is for Information Only, It is not a Wage Determination” To be Determined on individual task orders.

Why is Attachment 10, SCA schedule provided?

FAR 52.222-42 has been updated.

CLIN 0003 is for ODCs with a NTE of $5,837,730.44. Is this a plug number that all Contractors should use or should we propose our own price?

See answer to question 22 above.

CLIN 0002 is defined as “Labor for OEMs”. Should this CLIN be the sum of the $1,854,540.00 plus the mark-up percentage?

Yes
