How will addressing additional portions of the SOW be evaluated?
Will the Government please state in Section M evaluation criteria how the additional SOW information will be considered as part of the evaluation?
Evaluation Subfactor 1(a) Technical Capabilities and Approach will apply as outlined in Section M. If an offeror adds details beyond the minimum we require, that offeror may receive credit (strengths as stated within section 3.1.3.1
- Definitions) in the evaluation, if they show the benefit to the Govt.
16 Section L L.4.1.2.1 (a) Staffing Plan Without Cost Attachment
Section L.4.1.2.1.(a) says “The Offeror shall divide the Staffing Plan into the required tasks, listing each task in the order in which it appears in the SOW.”
It is unclear what the specific “tasks” are. Is this referring to items in SOW 3.0 at the third level, i.e. 3.X.X?
Yes, offerors shall organize their staffing plans into the required tasks, listing each task in the order in which it appears in the SOW to facilitate review and ensure offerors address all

Please clarify what is meant by the phrase “To the extent not required in proposal.”
The phrase refers to clearances and safeguarding capabilities not required at proposal due date, if any.
18 Draft SOW Section 7.0 Security Requirements

Proposal Volume Cross-Reference Table and
Factor 2 Past Performance (Volume II)
The Cross-Reference Table in Section L.2.3.5 includes
Section L reference of
4.2.1 and 4.2.2.
However, those Sections are not included in the detailed breakdown of Section L.4.2.
Please clarify what we are to provide under
4.2.1 and 4.2.2.
Please refer to Section L 4.2.1
Previous Contracting
Effort Narrative and L 4.2.2
CPARS Reports and Past

(PPQ). Section L 4.2.1 requires offerors to complete a narrative for each past performance reference using Att. 5. Section L
4.2.2 requires offerors to submit CPARS, if available, or PPQs (Att. 4).
24 Section L L.4.1.4 Subfactor D – Small business Participation
4.1.1 states, “This SBPCD shall be separate from
Subcontracting Plan submitted pursuant to the clause at FAR 52.219-9, Small
Business Subcontracting Plan.”
There is no other reference to a
“Subcontracting Plan”, please clarify where the Subcontracting Plan is to be provided and requirements of the
Plan.
The template has been updated and the Small Business

Please refer to section L 1.0, Attachment 1 if applicable, and
FAR clause 52.219.9.

other subcontractor past performances are required. Is this a correct assumption?
Will the Government please state in Section
M criteria how the minor subcontractors vs.
major subcontractors will be evaluated?
Offerors may manipulate the process by offering up minor subcontractors or subcontractors with no workshare just to bolster their past performance score. We recommend the
Government differeniate major subs' past performance from minor subs in their evaluation criteria.
the work) must submit past performance information.
However, as long as there is at least one major subcontractor, no subcontractor who are not major subcontractors need to submit past performance information.
The
Government will only review minor subcontractors in the absence of any major subcontractors.
Please review Section L.4.3 for further guidance.

Please clarify.
Section L Para
4.2.1 is present.
Previous Contracting Effort Narrative
For each of the Recent and Relevant Past Performance References submitted, the Offeror shall also complete Attachment 5.
Each submission shall be limited to three pages or less.
28 Section L and
Section M L.4.3.4(e) and
M.3.1.5.2(b) Additional Required Information (Escalation) and
Cost Realism Analysis
L.4.3.4(e) Escalation states, “Offerors shall provide the basis for proposed escalation rates including formulas for prorating escalation rates, if applicable.” However, M.3.1.5.2(b) states, “Offerors must propose escalation for all labor categories, whether exempt or non-exempt under the Service Contract Labor Standards statute, for each option year and provide the methodology for the proposed escalation.”
There seems to be a disconnect between
Section L and M on the use of escalation rates. Please clarify if we are required to propose escalation for non-exempt SCLS personnel.
The template has been updated and para L 4.3.4(e) has been updated to L 4.4.4(e) and para M.3.1.5.2(b) has been updated to M 4.1.5.2(b). Yes, per M 3.1.5.2(b), Offerors must propose escalation for all labor categories, whether exempt or non-exempt under the Service Contract Labor
Standards statute, for each option year and provide the methodology for the proposed escalation.”
29 4.1.2.1 (a) Staffing Plan Note states that “contingent” hires may lead to a high risk assessment
As a SCA contract, where we are required by the non-displacement executive order, it is not open and fair to rate a competitor to the incumbent due to contingent hires. This gives the incumbent an inherent advantage beyond just being the incumbent. Additionally, the proposal submission will likely be over 6-months before contract award and start date.
For small business, there is no way to hire and carry contingent hires on payroll for that length of time. Will the government remove adverse assessment due to contingent hires?
Offerors are encouraged to minimize the number of proposed personnel for which candidates have not been identified. The Government will evaluate the Technical and Management volume and assess strengths, weaknesses, significant weaknesses, deficiencies, and risks of the Offeror’s proposal, resulting in the assignment of an adjectival rating at the subfactor level and a subsequent overall rating at the factor level.
SB Offerors are encouraged to consult their local SBA representative for further guidance regarding
Source Selection
Procedures.
30 4.3.4 (f) ADDTL Required
Info Forward Pricing Rate
