About this file

This document contains questions and answers related to solicitation N0016722R0027 issued by the Naval Surface Warfare Center Carderock Division for Hydrodynamic Shaping Material components for the Columbia and Virginia Class submarines. The solicitation requests proposals for casting HYSHMA blocks and assemblies at the Naval Foundry and Propulsion Center, with tentative plans to conduct the first Columbia Class duct pours in the second quarter of fiscal year 2025. Offerors are advised that equipment may be stored at the facility between castings, though equipment requiring maintenance or calibration will need to be shipped offsite. The Navy will provide required shipping fixtures and drawings as government furnished property or information through forthcoming delivery orders.

Questions and Answers Round 2 N0016722R0027

Question 1: The RFP does not contain a cost share ratio for the CPIF line items. Is it expected that each offeror will propose a cost share ratio for CPIF line items?

Answer 1: In accordance with FAR 52.216-10, which is included in the solicitation, the cost share ratio will be 50/50.

Question 2: The RFP does not contain a minimum or maximum fee % for the CPIF line items. Is it expected that each offeror will propose a min and max fee, along with a proposed target fee, for CPIF line items?

Answer 2: As indicated by FAR 52.216-10, the Offeror is asked to propose a maximum fee. The minimum fee will be 0%.

Question 3: The Virginia recurring tasking is listed in RFP, Section C, section 5.4. Can the Navy provide a sample delivery order for Virginia tasking which would contain more detailed information on the expectations for Virginia recurring tasking?

Answer 3: A sample delivery order for Virginia recurring tasking is not going to be provided. Details for Virginia tasking shall be provided after award.

Question 4: Is there a "most likely scenario" that can be provided for the number of shipsets per year for both CLB & VCS tasking?

Answer 4: For CLB, the Government expects one “shipset” per year; a CLB shipset consisting of two duct pours (FWD Assy and AOS) and a set of HYSHMA Blocks. The VCS tasking will be defined on the order level.

Question 5: Is there a tentative schedule for CLB HYSHMA applications at NFPC?

Answer 5: Tentatively, the first two CLB duct pours are planned for Q2 FY25, with preparation and setup at NFPC starting in December of 2024.

Question 6: Is there an acceptable amount of storage time for the equipment and molds used at NFPC between castings? Or do we assume the equipment and molds will be shipped back and forth for every part?

Answer 6: Equipment may be stored at NFPC in the provided storage space for the duration of the task (period of performance). Equipment that does not fit in the provided storage space will have to be shipped. Also, equipment requiring maintenance or calibration will have to be shipped.

Question 7: Will NFPC have proper environmental conditions (e.g., temp, humidity) for casting HYSHMA, or will the contractor be required to bring equipment to ensure proper conditions?

Answer 7: The NFPC facility has relatively controlled environmental conditions at least sufficient for painting. The contractor is not expected to change the conditions at the facility, but is expected to work within the existing conditions.

Question 8: Will Government-owned equipment be allowed for use on this program (i.e., Government-owned milling machine)?

Answer 8: Government owned equipment will be provided if it is advantageous to the Government for allowing such equipment to be used.

Question 9: 5.4.1.5. Packaging. The contractor shall provide all necessary rigging, packaging, and shipping support in accordance with references 3.14 and 3.15. Reference 3.15. (DWG 245-8483200, Rev B, Alt Shipping Plan for Aft Sub, (UNCLASS-Distro D)) was not provided. Is the contractor required to supply the shipping fixture in reference 3.14? If so, how many?

Answer 9: No, the Government will provide the shipping fixture as GFP, and such will be stated per the order.

Question 10: 3.4. DWG C24539000, Rev A, CLB HYSHMA Pre-Cast Block Kit, dated 1/31/2020, (UNCLAS- Distro D). Is sandblasting required if the parts are machined and have a machined surface finish?

Answer 10: Per note 203 on the individual block drawings, the blocks must be blasted to achieve the required blast profile.

Question 11: 5.4.1.4. Ref 3.8 - 3.13 defining the covers does not show enough detail to understand what we need to fabricate. The references only show a 1 Sheet cover page with no dimensions or tolerance. Can more detail be provided?

Answer 11: The Government will provide additional details for these drawings at the Order level. As instructed in Section L 4.4, pricing is not required as part of the proposal for CLINs 0004 and 0005.

Question 12: 3.2. DWG 324531100, Rev B, CLB FWD Assembly, dated 9/15/2021, (CONFIDENTIAL) & 3.7.

DWG V24551000, Rev A, Cast IAH Aft Outer Structure Assembly Kit, (CONFIDENTIAL). Can these be provided for review prior to quoting?

Answer 12: The Government previously provided these drawings and interested offerors should have received these drawings the week of 1/30/2023. The V24551000 Rev A drawing isn’t classified and the Government will provide these drawings as part of Amendment 0004.

Question 13: In RFP Section C, references 3.5 and 3.6 are listed as confidential drawings. However, they were provided as CUI drawings with the original solicitation. Request clarification.

Answer 13: The drawings are not classified.

Question 14: 3.5: DWG 324531124 – Rev A; Columbia Class Vent Insert was not provided. Can this drawing be provided?

Answer 14: The Government will provide the drawing as part of Amendment 0004.

Question 15: 5.3.3 Blocks. Is there a Government specification or procedure for screwing the buttons into the HYSHMA block (i.e., pilot holes and clearance holes)?

Answer 15: No. The button installation procedure is by the contractor’s process.
