text: DD254 is solicitation purposes only. Return to Code 105 Industurial Security for modification supporting contract award.

This DD254 authorizes contractor companies submitting proposals for this solicitation to receive and store classified material provided by the GCA. All classified material received by the contractor must be completely destroyed (original material and any copies generated) when a final proposal is submitted. Send proof of destruction to the Security Contracting Officer identified in Block 17.

Item: 10(j). All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided for Item 11(l) of this DD Form 254.

Item 11 (c): The contractor requires access to classified source data up to and including the level identified in item 1a of this DD254. Classified material generated in support of this contract shall be classified in accordance with the source material or the Security Classification Guidance. Automated Information Systems (AIS) must be certified and accredited by the Cognizant Security Agency (CSA) prior to processing classified information associated with this contract.

-Item 11(d): All classified data and hardware will be protected lAW CFR 32 Part 117, National Industrial Security Program Operating Manual (NISPOM).

-Item: 11(j). The Contractor shall utilize the NSWC Carderock Division (NSWCCD) Critical Information and Indicators List (CIIL), attached to this form, to help identify and protect critical information associated with this contract.

-Item: 11(j). Continued: During the period of this contract, the Contractor may be exposed to, use, or produce, NSWCCD Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NSWCCD CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).

-Item: 11(j). Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.

-Item: 11(j). Continued: NSWCCD CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NSWCCD COR identified on this DD Form 254.

-Item: 11(j). Continued: Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive and Company Proprietary information related to this contract or other programs must be immediately reported to the Facility Security Officer, DCSA and/or the Naval Criminal Investigative Service, and NSWCCD Code 105. Questions concerning these requirements shall be directed to NSWCCD Code 105.

-Item: 11(j). Continued: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of DoD 5220.22- M, National Industrial Security Program Operating Manual, therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NSWCCD approves the OPSEC requirements.

Item 11(l): Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document. Refer to DOD CUI Registry (www.dodcui.mil) for additional guidance.

Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800- 171, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations or subsequent revisions.

Sanitize or destroy CUI media digital and non-digital associated with this contract in accordance with organizational policies and procedures; and NIST SP 800-171. Digital media sanitization includes clearing, purging, cryptographic erase, and destruction, etc. Paper media must be destroyed in a way rendering it unreadable, indecipherable, and irrecoverable (cross- cut shredder, burning, melting, pulping, a certified commercial destruction vendor, etc.).

All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited.

A. The following Security Classification Guide (SCG), or subsequent revisions, apply to this contract. Subsequent revisions shall be provided by the Government Contracting Activity as Government Furnished Information and shall be executed by the Contractor at no additional cost to the government.

B. Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NSWCCD Contracting Officer's Representative prior to the presentation.

C. SCGs and controlled unclassified information (e.g., FOUO, distribution statement controlled) are not authorized for public release. Therefore, they cannot be posted on a publicly accessible web-server or transmitted over the Internet unless appropriately encrypted. Request for public release cannot be transmitted via the Internet until the contractor receives final approval from NSWCCD Security Office (Code 105).

D. Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to the NSWCCD Security Office, identified in Item 17a of this form.

E. Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager, via the COR, no later than the individual's due date.

F. All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders, or other approved method for destroying classified information.

G. All classified information involved in security incidents shall be retained and provided to the certifying official in Item 17a of this DD254 for classification review.

H. All security related issues, incidents, or requests pertaining to this contract shall be presented in writing by the contractor's FSO to the individual identified in Item 17a of this DD254. The contractor shall abide by other reporting requirements outlined in the NISPOM.

I. Forward a copy of all (existing or proposed) subcontractor(s) DD254 issued under this contract to the official shown in Item 17a of this DD254.
