About this file
This document contains questions and answers regarding a solicitation for a Bearing Support Structure for Columbia Class submarines. The Naval Surface Warfare Center Carderock Division issued a Request for Proposal seeking bids for five Bearing Support Structures to be delivered within 30 months. Offerors must bid on all five units. Proposals with delivery dates outside the required timeframe or that only bid on some units will not be considered. Offerors may team with other companies but only one can serve as prime contractor. While $7.5 million in material costs is specified, offerors can propose allocating some of those costs to small businesses and must provide supporting information. There is no standard small business commitment document provided. Requests to include additional economic price adjustment clauses in the solicitation were denied.

Post-Solicitation Industry Questions Round 2
Context: The current workload is consuming a significant portion of our available shop and engineering resources. The current backlog projections indicate that this will continue into the late 2025 time frame. Therefore, delivering on the early units of the five (5) total units in this procurement will be problematic.
Questions:
1. Only bids on the later 2 or 3 Units (e.g., CLINs 0003, 0004, or 0005)
Answer: The Offeror needs to bid for all five Bearing Support Structures, as required by Section B of the solicitation.
2. Bids all five (5) units but quotes delivery dates for the first two or three that are outside the 30 month span stated in the RFP.
Answer: As required by Section L 4.1.2, the 30 month time span is what is required.
3. Other “limited” proposal option(s) that would address delivery post-2025 for this solicitation; or Wait until the next round of BSS procurement.
Answer: The offeror is responsible for meeting the requirements of the solicitation. If the offeror chooses to team with another company on delivering the Bearing Support Structure, the offeror must keep in mind that only one prime is allowed as a result of this solicitation. The offeror may also wait for another BSS procurement in the future.
4. How much of the mandated $7.5M material costs are allocated to Small Businesses? If this $7.5M material cost bid-to price was deleted and only the raw tonnage unit pricing was retained, then supplier quotes could detail out application to each Small Business category to fulfill intent of the plan goals.
The Government is not providing the tonnage for the material prices provided in Section B of the solicitation. The Offeror may propose some of the material cost as allocated to small businesses as long as it has supporting information.
5. Does the Govt have a SB Commitment Document they can send as referenced in the RFP? – There isn’t one in the RFP.
The Government has not provided an example of the Small Business Commitment Document as it is ok with the offeror using its own template.
6. A contractor believes the Government should include the EPA – 52.216-4 Labor and Materials for the inflation of labor and other materials. The Economic Price Adjustment 52.216-2 Standard Supplies supports the nickel and copper market. However, the current market conditions are very volatile and the additional 52-216-4 EPA Labor and Materials would provide Government and Contractor risk mitigation any resultant contract award.
The Government will not be adding FAR 52.216-4 on the solicitation.
