About this file
This document package includes a material specification and a related federal contract opportunity. The material specification outlines requirements for raw material forgings to be used in the production of a nickel-copper alloy bearing support structure assembly. Key details specified include material certification to QQ-N-281D, electroslag remelting of the raw material, 100% non-destructive testing of forgings by ultrasonic and liquid penetrant inspection, submission of forging-specific test plans for approval, and part marking and preservation requirements.
The related federal contract opportunity is a Request for Proposal issued by the Naval Surface Warfare Center Carderock Division for the COLUMBIA Class Bearing Support Structure Inseparable Assembly. Offerors are responsible for downloading the full solicitation and monitoring the website for amendments. The opportunity involves locked documents requiring Joint Certification Program clearance for access.

3 MATERIAL DESCRIBED
The material described is procured from the Seller (Supplier) for delivery to the Buyer (GA-EMS). The Seller is responsible for all sub-tier procurement activities, if required, and is responsible for conforming to the specification requirements. This material, part numbers (P/Ns) listed below, is used to produce the weldment.
• 01-RAW
• 02-RAW
• 03-RAW
• 04-RAW
• 05-RAW
• 06-RAW
• 12-RAW
3.1 Material Specification
The material shall be furnished to the Buyer by the Seller in accordance with the following Material Specifications and GA-EMS Quality Clause 259:
• QQ-N-281D, Dated August 26, 1974, Class A, Form 2, Hot Finished forging (as forged or stress relieved)
To ensure a high quality ingot, and a subsequent downstream high quality part, material used to produce the forging must be remelted material by the Electroslag Remelting (ESR) process.
3.2 Non-Destructive Testing
All forgings shall be Non-Destructively Examined (NDE) by both Ultrasonic Inspection and Liquid Penetrant Inspection, 100% by volume of each forging, IAW T9074-AS-GIB-010/271, as modified by QQ-N-281. Supplier is required to submit Ultrasonic Testing (UT) and Penetrant Testing (PT) plans and procedures for approval per GA-EMS Quality Clause 280.
3.3 Forging Specific Test Plan
Test sampling to be IAW QQ-N-281D, Section 4.3. A forging specific test plan shall be submitted to GA-EMS for each part number for approval and to include the following:
• Sketches of planned prolongations
• Sample quantities (chemistry, tensile, etc.)
• Coupon geometric location
• Coupon orientation
• Coupon identification (e.g., 1L, 2T, 3L for tensile coupons)
Number:
30548S00032
GA-EMS requires one untested coupon from each location (removed from the test prolongation adjacent to each tensile test location) to be provided with forgings. Forging coupons shall be labeled by the supplier IAW MIL-STD-130 by rubber stamp with the following:
• P/N(s): XX*-RAW *”XX” represents the forging number to be labeled on each applicable part
• Coupon location from forging
• MTL: QQ-N-281D
• Heat Lot: (record applicable heat lot)
• Coupon identification (e.g., 1L, 2T, 3L for tensile coupons)
3.4 Weld Repairs
Weld repairs are not authorized within this material specification. If a weld repair is required, supplier must complete a GA-EMS Supplier Disposition Request (SDR), form EMS-0196, per GA-EMS Quality Clause 221. Nonconforming items shall not be delivered or repaired without prior written approval by GA-EMS buyer.
3.5 Preservation
The material shall be preserved per industry standard preservation for nickel copper alloys to prevent corrosion or damage during transit from supplier to buyer.
NOTE: The Supplier is to part mark each material piece by vibroetch, dot matrix, laser etching, or engraving with the following information at a minimum of two (2) locations:
• P/N(s): XX*-RAW
*”XX” represents the forging number to be labeled on each applicable part
• MTL: QQ-N-281D
• HEAT: (record applicable heat lot)
GA-EMS TUPELO RECEIVING NOTE
• Upon receipt at GA-EMS Tupelo, Tupelo Receiving is to assign batch number based on the heat lot number associated with each piece of material.
• Coupons to be reviewed for identification markings from suppler with information identified in Section 3.3. SAP material number to be created for tracking and traceability purposes and marked onto the part via vibroetch, dot matrix, laser etching, or engraving.
