Vendor Questions for Solicitation N00167-22-R-0004: Synthetic Signature Generation (SSG)
Question No. Document; Page #; Paragraph Vendor Question Government Response
Solicitation; Page 124; Section 2.1
Section 2.1 indicates that proposal submission is to be via email. Are there any file size limitations and if so what is the maxium file size allowed?
Current email attachment size limitations are 25 MB. Offerors are advised to be aware of email document attachment size limitations, and send ZIP files and/or mulitiple e-mails as necessary.
Solicitation; Section L; Page 121; L-215-H004
Since this RFP is for the IDIQ base contract only can offerors provide the information requested in L-215-H004 at the task order level since the quantities and schedule of "As Required" IDIQ CDRLs are defined per task order (TO) and technical instruction (TI)?
If the Government does want this information as part of this IDIQ base contract proposal - please clarify whether the Government wants the DD1423 form for each CDRL submitted with blocks 17 & 18 completed or would a summary table provided in Volume III Cost Narrative be sufficient?
A Summary Table is acceptable as the CDRLS (DD1423) are Not Separately Priced (NSP)
Solicitation; Page 138; Section 4.3.6
Total Travel is shown as $3,538,924; however, the provided year over year numbers tabulate to $3,538,922. In order for offeror’s to be compliant with the Total Travel, please revise the Travel dollars accordingly.
Potential Offerors shall reference total travel in RFP amendment 1.
Solicitation; Page 137; Section 4.3.4(a)
In 4.3.4(a) it states that the offerors should provide "a screen-capture from the employer's payroll system". Because of the number of people being proposed is it acceptable to provide salary verification in the form of a letter on company letterhead and signed by Human Resources representative which provides a listing of each employee proposed and their current actual salary?
Potential Offerors shall reference RFP amendment 1. The Government has added clarification on acceptable direct labor substantiation in RFP amendment 1. Offerors must comply with RFP requirements. Salary verification on company letterhead is not acceptable per the RFP requirements
5 Solicitation & Attachment 14 - Personnel Qualifications; 2 (Solicitation) & 1 (Attachment 14) Item No. 0001 (Solicitation) & Paragraph 1 (Attachment 14)
Section B on page 2 of the solicitation shows one labor CLIN for the five-year Period of Performance (POP) totaling 558,720 hours; however, there are several mentions of Option Years throughout the document and Attachment 14 Personnel Qualifications identifies hours per year. Will the government please clarify if costs are required to be broken out by year and if so, provide dates for each year?
Offerors shall reference RFP Amendment 1; Section F Clause 52.211-8 "Required Delivery Schedule" table. The contract type is a Single Award Indefinite-Delivery Indefinite-Quantity (SA-IDIQ) contract type with a five year (5) ordering period. The Government anticipates issuing separate task-orders for scientific, engineering, and technical support requirements. The period of performance for those orders shall be specified in the associated orders.
***See Section J; RFP Amendment 1 for revised Attachment 14
6 Solicitation; 125 Section; L 2.3 On page 125, Section L 2.3 Proposal Format reads “…in addition to the offeror loading their Section B pricing into the portal via the web form”;
Please clarify which portal is being referenced.
The referenced portal is not applicable. RFP Amendment 1 has removed the sentence requiring Portal.
Solicitation; 127 & 130; Section L 2.3.5 & Section L 4.1.2 1.a
In the Cross Reference Table included in Section L 2.3.5 on page 127, the ‘Staffing Plan Without Cost’ is listed and included within the page count of Volume I; however, page 130 states “The Staffing Plan shall be uploaded as a separate file and include all of the information requested using the provided template.” Please confirm that the ‘Staffing Plan Without Cost’ is to be provided as a separate file and is therefore not subject to the Technical Volume page limitation.
No, the spreadsheet "Staffing Plan Without Cost" will not be counted against the Technical Volume page limit. RFP Amendment 1 has updated the chart on page 127 to reflect the change.
***The chart on page 127 from Y to N
8 Solicitation; 124 ; Section L 2.3 Please confirm the use of foldouts (page size 11x17) where necessary for the clear depiction of data is allowed and will be counted as 1 page.
No, the page size limitations are prescribed on page 125-126 of Section L.
Any pages larger than 8.5x11 shall be counted as multiple pages.
Solicitation; 126 & 127; Section L 2.3.1 & Section L 2.3.5
Section L 2.3.1 requires the contractor to include a Proposal Cross- Reference Table to show “the required proposal content and the section/page numbers where this content appears in the proposal.” Please confirm that the example Cross-Reference Table on page 127 reflects the level of detail required by the Government, or provide the level of detail required if not.
The Government confirms that the example on pages 126/127 is an appropriate level of detail.
Solicitation; 28; Section C - C- 227-H007
On page 28, clause C-227-H007 SOFTWARE DEVELOPMENT REQUIREMENTS (NAVSEA) (OCT 2018) states “The SDP shall be delivered to the Government for concurrence under CDRL A020 and shall not vary significantly from that proposed to the Government for evaluation for award.” As there is no requirement for an SDP to be provided within Sections L & M, will the government please confirm an SDP is not required to be submitted as a part of the offeror’s proposal?
Correct, the Government does not require a SDP for this IDIQ RFP/proposals. SDPs may be required as applicable on individual Task Orders.
Solicitation; 6; Section 2 Non- Key Personnel
In Attachment 14, ‘Technical Writer 2 – (e-CRAFT Code: TECW)’ and ‘Technical Writer 1 – (e-CRAFT Code 30462)’ are listed under suggested non-key labor categories. Will the government please confirm this should read ‘Technical Writer 3 – (e-CRAFT Code: 03463)’ and ‘Technical Writer 2 (e-CRAFT Code: 30462)’?
This is correct. The Government has updated Attachment #14 to reflect the non-key Technical Writer positions as Technical Writer 3 (30463) and Technical Writer 2 (30462). Additionally, these are non-key personnel labor categories that are provided for informational purposes. It is the offeror’s responsibility to ensure and demonstrate that the team it proposes possesses the capability to perform all SOW tasks.
12 Solicitation; 1; Box 9 Please confirm the intended submission method is electronic via email. The majority of references throughout the solicitation appear electronic;
however, the SF33 seems consistent with a hard copy submission.
The Government is clarifying that only electronic submissions of proposals are required from Offerors.
13 Solicitation; 139; Section L 4.3.7
Will the government please confirm that all minor subcontractors, regardless of subcontract type, are not required to submit their pricing using the Cost Summary Format Attachment and should be included in the Prime's submission, unless the aggregate of ALL cost reimbursement subcontractors equals 10% or more of total proposed labor hour costs; then ALL cost-reimbursement subcontractors are required to submit unsanitized proposals using the Cost Summary Format Attachment.
Offerors are encouraged to review Section L for Subcontractor submission requirements. Proposal submissions shall be in accordance with sections 4.1.3.2, 4.3.4, and 4.3.7.
****(Copied from Section L 4.3.7) For proposed cost reimbursement subcontractors that are not considered major subcontractors (as defined in section 2.1), the Offeror shall include the proposed hours and proposed costs in its Subcontractor Cost Summary Calculations in the Prime’s submission. The hours listed there shall correspond to the hours included in the Offeror’s Staffing Plan. However, these subcontractors are not required to submit a separate Cost Summary Format Attachment for their proposed costs or provide substantiating cost data, unless the aggregate of ALL cost-reimbursement subcontractors equals 10% or more of total proposed labor hour costs; then ALL cost-reimbursement subcontractors are required to submit unsanitized proposals using the Cost Summary Format Attachment (showing direct labor rates, indirect rates, and Fee rate). This information may be submitted separately to the Government Contract Specialist and Contracting Officer (via the email addresses listed in section 1.1) if the subcontractor does not wish to provide this data to the Prime. Cost data provided separately by a subcontractor shall be received by the time and date specified for receipt of proposals specified within this solicitation.****
