Solicitation N00167-22-R-0001 Amendment 0001 – Follow-on Questions & Answers

Posted: 25 January 2022

Industry Question Government Response 1 Is there a template for the Small Business

Participation Commitment Document? Are you expecting us to name the suppliers, or can we state their work statement by small business category?

Please see the attached example of a Small Business Participation Commitment Document that may be used in support of Section L, paragraph 3.5. The Government is expecting the name of suppliers to be included in the offeror’s proposal.

2 In reviewing EB 4520, Part A is defined as Isonate 2143L by Dow Corning Company. This Dow Corning Company representative has stated that they do not make this material but do make Isonate 143L. Is the Isonate 143L the correct material(same as the HYSHMA)? Would it be possible to obtain NavSEA Dwg No. 690- 6726597, Two Part Polyurea Material Procurement Specification?

It is the Government’s understanding that 2143L is the same as 143L and is therefore acceptable for use on this contract. While NAVSEA Dwg. 690-6726597 is referenced in EB4520, it does not contain any additional pertinent information that is not already included within EB4520, therefore the Government will not be providing the additional drawing.

Solicitation N00167-22-R-0001 Amendment 0001 Follow-On Questions & Answers

Industry Question Government Response 1 We were unable to find DEC 2021 dated versions of the following clauses on acquisition.gov. Can you confirm that we should be looking at the NOV 2021 versions of these clauses (or in the case of 52.225-13, the FEB 2021 version)?

52.203-13 52.225-13 52.232-40 52.209-13 52.204-21

The Government’s contracting writing system did not accurately label the clause effective date on the solicitation. Please use the following effective dates for each respective clause:

52.203-13 – November 2021 52.225-13 – February 2021 52.232-40 – November 2021 52.209-13 – November 2021 52.204-21 – November 2021

2 This RFP contains FAR clause 252.223-7999 (Dev) Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) OCT 2021.

However, a recent federal court decision granted a preliminary injunction to temporarily halt the enforcement of the Biden administration’s vaccine mandate for government contractors nationwide. Therefore, the FAR clause appears to not be applicable at this time and some suppliers will not respond to solicitations with this FAR clause invoked. Request removal of the FAR clause, or acknowledgement that the FAR clause applicability will be determined by the courts.

FAR clause 252.223-7999 - Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) OCT 2021, will be not be enforced under this solicitation.

Questions & Answers Previously Posted (no changes or updates have been made to these questions/answers)

# Industry Question Government Response 1 Will support contractors be used during the evaluation process? If so, can we have the contact information for these contractors so we can get Proprietary Information Agreements (PIAs) in place with them?

No, support contractors will not be using during the evaluation process.

2 What time are bids due? The solicitation states 12:00 AM EST on January 19, while the SAM.gov posting says 5 PM EST.

Please see Amendment 0001, Block 14 for the revised date and time of submission.

Please confirm if the Government wishes to see a populated Section B in volume VI or if pricing should only be submitted in Volume II.

Please provide Section B with the Cost/Pricing info in Volume II.

4 Several clauses were updated in the November 2021 timeframe, including a couple reps/certs. Does the Government plan on issuing an amendment to roll in the latest version of these clauses or, in the case of the reps and certs, is the onus on the Contractor to update in Volume VI?

Ex: 52.204‐21, 52.204‐23, 52.204‐25, 52.209‐6, 52.210‐1, 52.215‐14, 52.215‐21, 52.222‐50, 52.222‐54, 52.204‐8, 52.204‐24

Similarly, there was a class deviation (2022‐O0001 Revision 1) released for 52.215‐13. Does the Government plan on rolling in this class deviation to the solicitation?

All applicable clauses & provisions have been updated as identified in Amendemnt 0001.

5 Will the Government consider adding 52.215‐21 Alt I to the solicitation, specifying that contractor’s format is acceptable?

This clause is not applicable to soliciations. FAR 52.215‐21 Alt I will be considered at time of award.

6 The inclusion of clauses 252.209‐7008 and 252.209‐7009 appears inappropriate for the work to be performed under this contract, which is not for systems engineering and technical assistance. Similarly, with respect to H‐209‐H004, would the Government consider striking paragraph (f) of that clause, as this solicitation does not contemplate systems engineering and technical assistance services?

Clauses 252.209‐7008 and 252.209‐7009 have been removed from the solicitation in their entirety.

Paragraph (f) will be removed removed from H‐209‐H004 at time of contract award.

7 The clause DFARS 252.232‐7007 Limitation of Government's Obligation (APR 2014) does not have the blanks filled in. Can the Government clarify what it intends to put in these blanks?

The Government does not anticipate any CLINs being incrementally funded at this time, however if the need arises for incremental funding, the funding schedule in this clause will updated.

8 When are the option exercise dates for each CLIN? The option exercise dates are dependent on contract award.

Each CLIN specifies the year in which it will be exercised. For example:

000's ‐ Year 1 0100's ‐ Year 2 0200's ‐ Year 3 0300's ‐ Year 4 0400's ‐ Year 5

Please also refer to Section F for the delivery schedule when exercising multiple CLINs.

9 The clause 52.216‐16 has a blank that are not filled in, (c)(1). Can the Government clarify what it intends to put in this blank?

Contractor assumes rest of blanks will be filled by the Contractor as part of the proposal.

52.216‐16 is updated as provided in Amendment 0001.

Industry Questions & Answers

Posted: 22 December 2021

# Industry Question Government Response 10 Based on prior experience with CPFF & FPI contracts, the offeror believes additional DI‐FNCL & DI‐MGMT CDRLs are needed to support execution of the IDIQ, such as DI FNCL 80912A or FI‐FNCL‐81537, DI‐MGMT‐ 81468A, DI‐FNCL‐81992. Does the Government plan on updating the CDRLs listing.

CDRL A007 has been added to the soliciation via Amendment 0001.

In the RFP, Section D.1 (page 25), it specifies "3.SSN 774 Class" for marking all components. Is this correct or a typographical error?

Typographical error, changed to SSBN826 class.

In the RFP, Section C.8.3 (page 14), it addresses travel in general terms. Can the Government provide any guidance or requirements for what travel is expected under CLIN 0003. Other than monitoring subcontractors or suppliers, are there known travel requirements to support the Government status reports?

All travel shall be in support of the subcontractor/supplier oversight. The Government does not require any travel to NSWCCD at this time. It is reasonable to assume the Government will travel to the vendor site for oversight.

14 For qualification of the composite material system in accordance with NAVSEA drawing 8752861, can historical data be used for submission of material properties? If so, can we assume it is acceptable that we provide data for more than two lots? For example, can we use historical data to generate the majority of the data set in combination with data from new test panels for any material property gaps identified?

No, for the purpose of the proposal it shall be assumed that the full qualification effort will be executed.

15 After fully reviewing the provided documents, our technical team is requesting the following document which is referenced on the provided drawing 324561000 (Note 8): 245‐7651139 ‐ Lifting and Handling Gear Requirements.

Drawing 245‐7651139 has been added to Section J via Amendment 0001.

16 EB drawing J000018 (Plural Component Proportioning Unit Operation, Maintenance and Preservation Procedure), which is referenced as part of the EB Specification 4520 section 3.3.3 for the Automatic Meter, Mix and Dispensing procedure for the Versathane material.

J000018 is not a requirement but an example of how Electric Boat uses their equipment. This will be provided for information but is not a requirement. However, the government does not believe access to J000018 is required to develop a satisfactory proposal.

17 The RFP goes from 3.5 FACTOR 5: Small Business Participation to:

3.7 SOLICITATION FILL‐IN INFORMATION & CONTRACT

DOCUMENTATION (VOLUME VI), skipping section 3.6. Is there a missing section? Also both FACTOR 3: MANAGEMENT APPROACH and FACTOR 4: PAST PERFORMANCE are labeled as "3.4” ‐ we believe that is simply an error in numbering. Please confirm.

Secion L has been updated to correct these errors.

In the RFP, Section M (page 94), it states that the Government will award a ceiling of 120% of the proposed Target Cost for FPIF CLINS.

For clarification, is the ceiling based on the Target Cost or the Target Price.

The ceiling price is based on the Target Price. Section M has been updated to reflect the Target Price.
