The following have been modified:

RFI RESPONSES

51. The DD‐254 references “PEO SUBMARINES, SCG ID # 05‐056.04, PROPULSORS, SUBMARINE, APRIL 2013”, but it is not included in the PDF. Can NSWCCD provide this SCG?

Response: The government will make this SCG drawing available to offerors. Please request, via email, to Douglas Riedel at douglas.riedel@navy.mil and Jonathan Mauro at jonathan.mauro@navy.mil. Requests shall include the name and postal mailing address of your Facility Security Officer.

52. Can NSWCCD provide a 3D PDF File (Model) of the Version 3 AM Tailcone?

Response: This file will not be provided during the solicitation phase of this procurement.

53. The Government previously said that it would not accept progress payments for this scope. In light of the Coronavirus and the Government increasing progress payments to 90% for large businesses to stimulate the economy, would the Government reconsider its position or some other form of Government financing, such as milestone payments? By way of an example for BAE Systems, milestone payments could be structured like this:

25% due net 30 days upon placement of orders for purchased materials 25% due net 30 days upon receipt of purchased materials 20% due net 30 days upon delivery of Tailcone to BAE Systems 20% due net 30 days upon completion of spin balancing 10% due net 30 days upon final acceptance

Response: The Government will not provide progress payments.

54. Pursuant to the Class Deviation - CARES Act Section 3610 Implementation, we request inclusion of the following clause in the solicitation - DFARS 231.205-79 CARES Act Section 3610 – Implementation

Response: DFARS 231.205-79 is not a clause. It is a deviation to the DFARS text. In the event it becomes applicable during contract performance, the procedures in the deviation shall be followed.

55. We request the inclusion of language that, "The parties shall negotiate any cost or schedule impacts stemming from the COVID-19 pandemic." With the uncertainties of this climate and its economic impact, we request the opportunity to present and negotiate cost or schedule impacts that might be caused by this pandemic during contract performance.

Response: Offerors shall propose assuming there will be a normal operating environment. Any impact of future events beyond the control of the contractor will be handled according to applicable contract clauses.

56. In Amendment 3, clarification was provided to include the small business subcontracting plan in Volume I. This presents an issue with page count limitations. We request to submit the small business

N0016720R0010 subcontracting plan with the small business participation plan, but the page limit of 5 only applies to the small business participation plan.

Response: The Small Business Subcontracting Plan may be submitted as part of Volume I, and it will not count toward the page count.

57. Page 52, Section 3.2.3 FACTOR 3: Small Business Participation states that the NAICS code within this solicitation is 336611 – ship building and repairing. Therefore, to qualify as a small business concern, a company must have fewer than 1,250 employees. Please confirm that this statement only applies to the prime contractors responding to this solicitation, and that subtier supplier’s size standards are determined by the NAICS code that best describes the materials and/or services that the prime contractor is procuring from them. For example, if a subtier supplier is providing machined parts, and the NAICS code that describes the procurement is 332710 – Machine Shop, and the SBA size standard is 500 employees. If the supplier has 600 employees, they would be classified as a large business in the small business participation plan and the small business subcontracting plan.

Response: For the purpose of the small business participation plan and the small business subcontracting plan determination of applicable size standards, yes the appropriate NAICS code describing the goods and services provided by subtier suppliers shall be used to determine size standards.
