SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFI RESPONSES

RFI RESPONSES:

1. What is the maximum quantity of Tailcones that could be ordered per CLIN?

Response: The maximum per CLIN is 3 Tailcones.

2. Is it possible that the Govt. would place more than one Order per CLIN, as long as the Orders are within the CLIN ordering period?

Response: Yes, it is possible more than one order will be placed per CLIN

3. What is the ordering period per CLIN?

Response: The ordering period is one year per CLIN

4. Does the Govt. intend on level loading the Ordering, to take into account the contractor’s manufacturing capacity?

Response: Although this contract will be an Indefinite Delivery-Indefinite Quantity, the government’s intent is to procure a minimum of 2 units at the beginning of each ordering year to meet new construction In-Yard Need Dates. If additional units are required, the government will take contractor production capacity into account to ensure need dates can be met. However, in their proposals, offerors shall demonstrate an ability to meet the maximum order of three tailcones on a single order each ordering year with the delivery timelines detailed in Section C.2 of the solicitation.

5. If a contractor takes exception to or desires to add any terms and conditions and FAR/DFARS clauses, please explain how this will be evaluated by the Govt. and if this will render the proposal to be non-compliant.

Response: Any requests for changes to terms and conditions and/or clauses shall be submitted as an RFI.

If the government agrees with the requested change, an amendment to the solicitation will be issued.

Proposals that do not affirm agreement with the terms and conditions as written on the solicitation closing date, will be considered non-compliant.

6. We request that the Government consider acceptance of progress payments and the inclusion of FAR 52.232-16. We propose that amount/percentage progress payments be as stated in the clause.

Response: The government does not intend to offer progress payments.

7. On Pg. 50, Section 2.3.6, we believe there is a typo where it says, "Previous contracting effort narratives referenced in paragraphs 3.3.2" We believe that this should be 3.3.3.

Response: Yes, it should reference 3.3.3. The error has been corrected with Amendment 0001

8. For our proposal, we would like to request the use of Government Furnished Property from another contract in connection with its performance of this scope. Please advise if this can be included in our proposal or should be further addressed beforehand.

Response: The government shall only provide, as Government Furnished Property, tailcone handling fixtures that are referenced in drawings.

9. Page 52: 3.2.3 FACTOR 3: Small Business Participation Plan The RFP states: “The minimum quantitative requirement for small business participation is 6% of the total proposed price. However, the Small Business Socio-Economic Business Goals shall be at least 5% of the small business subcontracting plan goal of 6%.”

Can you please clarify this requirement?

For example, if my total proposal value is $1M, a 6% participation goal for small business must be greater than or equal to $60k. In this example, do the socio-economic goals need to be 5% of the $1M, or 5% of the $60k? Or is the 5% socio-economic goals based on my subcontracting plan total, which is separate from any participation plan goals?

Response: The socio-economic goals need to be 5% of the 6% small business subcontracting goal (5% of the $60k in the above example).

10. Can you elaborate on the Government's willingness to consider alternate delivery schedules, or whether the delivery schedule stated in the Solicitation is firm.

Response: Delivery schedules shall not extend beyond the prescribed delivery timelines set forth in Section C.2 of the solicitation. Offerors may propose timelines that are a shorter duration, however, the ability to provide shorter delivery timelines shall be supported in their non-price proposals.

11. Can you elaborate on the reasoning for the Govt.'s inclusion of FAR 52.211-11 and LDs in the amount of $1,000 per day and what harm the Govt. foresees if delivery is not made by the contract date? "Please elaborate on whether a bidder's acceptance of the LDs stated in FAR 52.211-11 are a condition of the proposal being considered, or whether the Govt. would consider the following options if proposed by a bidder:

Removal of LDs all together.

Inclusion of a cap of the LDs as stated in either a dollar figure or percentage of the contract price;

inclusion of a grace period where LDs do not begin to accrue until a certain number of days/weeks after contract date; and inclusion of an early delivery incentive to the contractor for early delivery.

Can you also please elaborate on the impact that either of the above options would have on the Govt.'s evaluation of the proposal."

Response: FAR Clause 52.211-11 Liquidated Damages has been removed from the solicitation.

12. We would like to request a copy of the latest version of the classified V3 Tailcone drawing, to evaluate for this Solicitation.

Response: The government will make the classified V3 Tailcone drawing available to offerors. Please request, via email, to Douglas Riedel at douglas.riedel@navy.mil and Jonathan Mauro at jonathan.mauro@navy.mil. Requests shall include the name and mailing address of your Facility Security Officer.

Proposals must include a Small Business Participation Plan (SBPP) which demonstrates a realistic commitment to achieving the Small Business Participation goals. The goals proposed shall be expressed as a percentage of the total proposed price. The minimum quantitative requirement for small business participation is 6% of the total proposed price. However, the Small Business Socio-Economic Business Goals shall be at least 5% of the small business subcontracting plan goal of 6%. Offerors shall provide a SBPP with sufficient information to demonstrate the tasks assigned to the selected Small Business subcontractors are meaningful to the overall success of the program in that the type of tasks subcontracted to Small Business are of a technical nature and are not simply limited to administrative positions.

The extent of small business performance shall be separate from The Small Business Subcontracting Plan submitted pursuant to the clause at FAR 52.219-9 and shall be structured to allow for consideration of offers from small business (in accordance with DFARS 215.304(c)(i)(B)). The evaluation of small business participation is different from the assessment of The Small Business Subcontracting Plan in accordance with

FAR 19.7.

Offerors shall input small business goals, to include the dollar amount and percentage value, into a SBPP.

There is no particular format for the SBPP but it will be contractually binding and shall include the following:

Identify, by name, the subcontractors to be utilized Describe the type and complexity of supplies/services to be provided by each small business Provide explanations and/or documentation quantitatively supporting the extent small businesses will be utilized in terms of the total value of the acquisition Provide evidence of their commitment (e.g. letters of intent, actual teaming agreements)

If it is the prime, a Small Business may submit its own participation toward achieving the objectives.
