SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
RFI RESPONSES
13. Since 245-8740877 and 9505-0000 are classified drawings it is assumed we will not receive them during the proposal phase. Where gaps exist in the Version 3 Uncoated AM Tailcone Subassembly Dwg – 000-
00009505-015 that are covered in the SSN 774 Class AM Tailcone Version 2 DWG 245-8328544 is it acceptable to use the Version 2 drawing for costing purposes
Response: See response to question 12. Classified drawings shall be provided to potential Offerors upon request.
14. Should applicable CRs for 245-8328544, 245-8328554, and 245-8328541 be used when pricing material?
How do we know if a CR is in our scope?
Response: Assuming this is in regards to CCRs (Configuration Change Requests). All CCRs identified in, and included with, the proposal are considered part of the work scope.
15. SOW paragraph references in the CDRLs (1423) do not match the SOW paragraph numbers…request reconciliation.
Response: CDRLs have been corrected and revised versions have been uploaded with Amendment 0002.
Exhibit_A_CDRLs_Rev1.pdf has been uploaded and contains the correct CDRLs.
16. For CDRLs Section C, IMS/IPMR (A005/A006):
A005 (IPMR/IMS) and A006 (CPSR) are required weekly. What is the intent of such a frequent requirement?
Response: IMS has been updated to monthly. CPSRs shall remain weekly. Weekly progress reports allow the government to ensure production timelines via early identification of risk areas.
Could the intent be met via monthly IMS/CPSR submissions and weekly Telcon status reports?
Response: CPSRs provided weekly can be discussed via Telecon. There is no requirement to meet in person weekly.
Is the A005 status report referred to in block 16 (from block 4) the same status report referred to in A006 block 16 (from block 4)?
Response: A005 has been updated to clarify.
May the first submissions of each CDRL be made 30 days after contract award (allowing sufficient time to establish the baseline IMS)?
Response: IMS CDRL 0005 has been updated to require first submittal 30 days after contract award. Other CDRL submission timelines remain as is.
17. CDRLs A002/A003 refer to RFV (CDRL A006) in the event of out-of-tolerance…should say RFV (CDRL
A009)
Response: CDRLs have been corrected and revised versions have uploaded with Amendment 0002.
18. Solicitation refers to CLIN max qty of 4 (pgs 2, 3, &4); however, CLIN Delivery /Task order max qty of 3.
Response: Amendment 0001 changed the maximum CLIN quantities to 3 units.
19. Can proposal be submitted via DoD SAFE vs email to ensure documents are properly protected?
Response: As long as there is no Confidential information in the proposal (which there shouldn’t be), DoD
SAFE is an acceptable alternative to encrypted e-mail.
20. Will the government consider milestone payment plans, or will invoicing only occur after delivery of each
VCS tailcone?
Response: The government will not consider milestone payment plans.
21. After a preliminary assessment of hardware component lead times and overall manufacturing lead times, we believe 9 months ARO does not seem like a reasonable timeframe for delivery of these tailcone assemblies. Will the government entertain alternate delivery lead times? And is risk to delivery lead times being considered as part of the evaluation?
Response: Amendment 0001 updated production timelines to 16, 20, and 24 months.
22. In order to plan for continuous production and have sufficient time for production, we need at least 1 year between the Orders for each CLIN. We intend to include this information as part of our proposal package. Please advise as to the Government's willingness to entertain this.
Response: Offerors shall propose to meet the possible delivery requirements in Section C.2 of the solicitation and the limitations set forth in FAR Clause 52.216-19.
23. We request that the Government consider a 3-week extension in the proposal due date to May 12, 2020. In order to proceed with the proposal in a meaningful manner, we need Government input on several key items, including the min/max quantities and delivery schedule. Further, we have requested, but not yet received the classified drawing needed to evaluate in order to propose. For these reasons, an extension is requested.
Response: Amendment 0001 revised the proposal due date to 12 June 2020.
24. Pg. 27, DFARS 252.209-7009; Pg. 54, section 3.5.2; and Pg. 55, DFARS 252.209-7008. Per the prescription clause DFARS 209.571-8(a) and (b), these clauses should be used "in solicitations and contracts for systems engineering and technical assistance. For major defense acquisition programs or pre-major defense acquisition programs." For this Solicitation, no systems engineering nor technical assistance will be provided; instead, this is for production. We request removal of these clauses.
Response: DFARS Clauses 252.209-7009 and 252.209-7008 have been removed.
25. FAR 52.246-16 Responsibility for Supplies should be incorporated into this Solicitation and any Contract. Per the prescription FAR 46.316, this clause shall be inserted in contracts for supplies.
Response: FAR Clause 52.246-16 has been added to Section E of the solicitation.
26. FAR 52.242-17 Government Delay of Work should be incorporated. Per the prescription FAR 42.1305(c), this clause shall be inserted for fixed price supplies that are not commercial items or commercial-modified items.
Response: FAR Clause 52.242-17 has been added to Section F of the solicitation.
27. FAR 52.247-29 FOB Origin should be incorporated.
Response: FAR Clause 52.247-29 has been added to Section F of the solicitation.
28. Pg. 27, DFARS 252.227-7027 Deferred Ordering of Technical Data or Computer Software. Per the prescription clause DFARS 227.7103-8(b), this clause should be used "when a firm requirement for a particular data item(s) has not been established prior to contract award but there is a potential need for the data." Here, a firm requirement for data has been required as several CDRLS were included with the Solicitation. We believe that this clause is, therefore, inapplicable and should be deleted. If the Government disagrees, we request an explanation as to what data the Government foresees needing.
Response: DFARS Clause 252.227-7027 has been removed from the solicitation.
29. Pg. 30, FAR 52.243-7 Notification of Changes. Please advise if the Government would consider changing the reporting period in subsection (b) to 30 days.
Response: FAR Clause 52.243-7(b) has been updated to 30 days.
30. Pg. 59, L-215-H004 Instructions for Pricing of Contract Data Requirements List. Please confirm that the pricing of CDRLs should be based on the max. qty. 15 Tailcones.
Response: Clause L-215-H004 has been removed. CDRLs for this contract will be not separately priced and should be included in prices proposed for priced CLINs.
31. CDRL A003 Test/Inspection Reports. Block 16 says, "Blk 8: Draft to be submitted NLT 5 days after completion of each inspection." These draft notices will cause a substantial amount of busy work for both the contractor and Government. We suggest that the entire set of inspection reports be provided 7 working days before delivery of the Tailcone.
Response: The government agrees with the suggestion that the entire set of inspection reports should be submitted 7 days prior to delivering the tailcone. CDRL A003 has been updated to reflect this change.
32. CDRL A004 Certification/Data Report. It is unclear whether the Govt. intends for this CDRL to be for material certification documentation for each piece part. Please clarify.
Response: The CDRL requires the vendor to provide the material specs for all materials used as part of the tailcone assembly. This would include the material specifications for fasteners and other piece parts directly purchased or fabricated by the vendor.
33. DD254 comments:
Block 1a and 1b are marked Confidential but Block 13 says that we may require access to source data up to Secret. Please clarify this discrepancy.
All drawings are confidential. There is secret level data but none of it is required for production.
The level should remain confidential.
If we are the successful bidder, the final DD254 should have boxes 10a and 11h marked, as COMSEC is required to communicate between the prime location and other performance locations.
Response: All classified drawings are confidential. The level is confidential as indicated in Blocks 1a and 1b. The final DD-254 will have boxes 10a and 11h checked as appropriate prior to award Block 13 of the current DD-254 does not indicate a requirement to access Secret data. Please see Attachment 4 of the solicitation for the current DD-254.
34. Please clarify, for CDRLs, what is Code 808, TA*? Technical Authority?
Response: Technical Advisor
35. For CDRL reporting, will all draft data be shared via email, posted to Sharepoint, or encrypted email to specific POCs not listed in the CDRLs? CDRL A005 is one of the few that lists posting to Sharepoint. Sharepoint would be more efficient for draft CDRL reviews and shorten review feedback time.
Response: Data should be uploaded to Sharepoint and sent by encrypted email to the POCs in case Sharepoint isn’t working. The CDRLs have been updated to reflect the ability to use Sharepoint..
36. Request DWG 245-8328541 - ROTOR FIELD REPLACEABLE HARDWARE

SECTION I - CONTRACT CLAUSES
52.243-7 NOTIFICATION OF CHANGES (JAN 2017)
(a) Definitions.
"Contracting Officer," as used in this clause, does not include any representative of the Contracting Officer.
"Specifically authorized representative (SAR)," as used in this clause, means any person the Contracting Officer has so designated by written notice (a copy of which shall be provided to the Contractor) which shall refer to this subparagraph and shall be issued to the designated representative before the SAR exercises such authority.
(b) Notice. The primary purpose of this clause is to obtain prompt reporting of Government conduct that the
Contractor considers to constitute a change to this contract. Except for changes identified as such in writing and signed by the Contracting Officer, the Contractor shall notify the Administrative Contracting Officer in writing, within 30 calendar days from the date that the Contractor identifies any Government conduct (including actions, inactions, and written or oral communications) that the Contractor regards as a change to the contract terms and conditions. On the basis of the most accurate information available to the Contractor, the notice shall state--
(1) The date, nature, and circumstances of the conduct regarded as a change;
(2) The name, function, and activity of each Government individual and Contractor official or employee involved in or knowledgeable about such conduct;
(3) The identification of any documents and the substance of any oral communication involved in such conduct;
(4) In the instance of alleged acceleration of scheduled performance or delivery, the basis upon which it arose;
(5) The particular elements of contract performance for which the Contractor may seek an equitable adjustment under this clause, including--
(i) What line items have been or may be affected by the alleged change;
(ii) What labor or materials or both have been or may be added, deleted, or wasted by the alleged change;
(iii) To the extent practicable, what delay and disruption in the manner and sequence of performance and effect on continued performance have been or may be caused by the alleged change;
(iv) What adjustments to contract price, delivery schedule, and other provisions affected by the alleged change are estimated; and
(6) The Contractor's estimate of the time by which the Government must respond to the Contractor's notice to minimize cost, delay or disruption of performance.
(c) Continued performance. Following submission of the notice required by (b) above, the Contractor shall diligently continue performance of this contract to the maximum extent possible in accordance with its terms and conditions as construed by the Contractor, unless the notice reports a direction of the Contracting Officer or a communication from a SAR of the Contracting Officer, in either of which events the Contractor shall continue performance; provided, however, that if the Contractor regards the direction or communication as a change as described in (b) above, notice shall be given in the manner provided. All directions, communications, interpretations, orders and similar actions of the SAR shall be reduced to writing and copies furnished to the
Contractor and to the Contracting Officer. The Contracting Officer shall countermand any action which exceeds the authority of the SAR.
(d) Government response. The Contracting Officer shall promptly, within 10 calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer shall either--
(1) Confirm that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance;
(2) Countermand any communication regarded as a change;
(3) Deny that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance; or
(4) In the event the Contractor's notice information is inadequate to make a decision under (1), (2), or (3) above, advise the Contractor what additional information is required, and establish the date by which it should be furnished and the date thereafter by which the Government will respond.
(e) Equitable adjustments.
(1) If the Contracting Officer confirms that Government conduct effected a change as alleged by the Contractor, and the conduct causes an increase or decrease in the Contractor's cost of, or the time required for, performance of any part of the work under this contract, whether changed or not changed by such conduct, an equitable adjustment shall be made--
(i) In the contract price or delivery schedule or both; and
(ii) In such other provisions of the contract as may be affected.
(2) The contract shall be modified in writing accordingly. In the case of drawings, designs or specifications which are defective and for which the Government is responsible, the equitable adjustment shall include the cost and time extension for delay reasonably incurred by the Contractor in attempting to comply with the defective drawings, designs or specifications before the Contractor identified, or reasonably should have identified, such defect. When the cost of property made obsolete or excess as a result of a change confirmed by the Contracting Officer under this clause is included in the equitable adjustment, the Contracting Officer shall have the right to prescribe the manner of disposition of the property. The equitable adjustment shall not include increased costs or time extensions for delay resulting from the Contractor's failure to provide notice or to continue performance as provided, respectively, in (b) and (c) above.
Note: The phrases “contract price” and “cost” wherever they appear in the clause, may be appropriately modified to apply to cost-reimbursement or incentive contracts, or to combinations thereof.

Factor 1: Technical Capabilities, Qualifications, and Approach 30
Factor 2: Management Approach & Teaming Agreements 20
Factor 3: Small Business Participation 5
Offerors are to ensure that only non-price proposal information is contained within VOLUME I, and that no price information is included in this volume.
The Offeror shall not simply rephrase or restate the Government’s requirements in its proposal. The Offeror shall provide sufficient details and convincing rationale to address how the Offeror intends to meet the requirements.
Offerors shall assume that the Government has no prior knowledge of its facilities, capabilities, or experience. The
Government will base its evaluation on the information presented, and may use information the Government obtains from other sources to verify information provided in the proposal.
The Offeror shall include sufficient details to permit a complete and accurate evaluation of the proposal. The proposal shall clearly demonstrate the Offeror’s understanding of the requirements and the feasibility of its approaches to meet those requirements. This is solely the Offeror’s responsibility. Proposals that merely offer to perform work in accordance with this solicitation, or which fail to present more than an indication of capability of compliance with the technical requirements without elaboration shall be deemed to be unacceptable and shall not be considered further. Offerors shall identify technical uncertainties and assumptions within the requirements set forth in the solicitation and provide specific courses of action for their resolution. Offerors are cautioned that failure to provide the necessary information may result in their ratings being downgraded accordingly.
Proposals submitted for consideration for award shall address the full scope of the solicitation.
3.2.1 FACTOR 1: Technical Capabilities, Qualifications, and Approach
(a) At a minimum, the Offeror shall demonstrate specific capabilities, qualifications, and approach to perform the following aspects of the Statement of Work (SOW):
1) Description of machining equipment and processes that will be used to meet the requirements of the SOW. At a minimum, Offeror’s description shall address the following:

Machining/inspection and fixturing/setup concept(s)
Machining equipment and process(es), including planned: cutter geometries, speeds and feeds, and finish machining cusp heights

Balancing equipment, including dimensions, type (i.e. static or dynamic) and processes
2) The Offeror shall describe the facilities to be utilized to meet the requirements of the SOW. The description shall demonstrate compliance with the security requirement(s) by showing they possess the clearance(s) required by the Form DD-254 (Attachment 4).
3) The Offeror shall describe the process in which hardware will be transported between facilities if the complete SOW will not be completed within the same facility.
4) The Offeror shall provide a narrative detailing its technical approach to complete all aspects of the
SOW. The narrative shall ensure all processes, personnel and equipment, to be utilized, are described in detail.
3.2.2 FACTOR 2: Management Approach & Teaming Agreements
The Offeror shall provide a narrative that:
Describes its approach to meeting project management, schedule, quality, technical and manufacturing requirements of the solicitation.

Includes an organization chart.
Provides the processes and workflow to the lowest Work Breakdown Structure (WBS) level possible.
Describes any teaming agreements made in order to meet the requirements of this SOW. The offeror shall address its methodology and processes for managing subcontractors and their production. Any teaming agreement or use of subcontractors shall also be reflected in the Small Business Participation
Plan as required for Factor 3.
3.2.3 FACTOR 3: Small Business Participation
Proposals must include a Small Business Participation Plan (SBPP) which demonstrates a realistic commitment to achieving the Small Business Participation goals. The goals proposed shall be expressed as a percentage of the total proposed price. The minimum quantitative requirement for small business participation is 6% of the total proposed price. However, the Small Business Socio-Economic Business Goals shall be at least 5% of the small business subcontracting plan goal of 6%. Offerors shall provide a SBPP with sufficient information to demonstrate the tasks assigned to the selected Small Business subcontractors are meaningful to the overall success of the program in that the type of tasks subcontracted to Small Business are of a technical nature and are not simply limited to administrative positions.
The extent of small business performance shall be separate from The Small Business Subcontracting Plan submitted pursuant to the clause at FAR 52.219-9 and shall be structured to allow for consideration of offers from small business (in accordance with DFARS 215.304(c)(i)(B)). The evaluation of small business participation is different from the assessment of The Small Business Subcontracting Plan in accordance with
FAR 19.7.
Offerors shall input small business goals, to include the dollar amount and percentage value, into a SBPP.
There is no particular format for the SBPP but it will be contractually binding and shall include the following:
Identify, by name, the subcontractors to be utilized
Describe the type and complexity of supplies/services to be provided by each small business
Provide explanations and/or documentation quantitatively supporting the extent small businesses will be utilized in terms of the total value of the acquisition
Provide evidence of their commitment (e.g. letters of intent, actual teaming agreements)
If it is the prime, a Small Business may submit its own participation toward achieving the objectives.
NOTE: The North American Industry Classification (NAICS) code applicable to the requirements contained within this solicitation is 336611 – Ship Building and Repairing. Therefore, to qualify as a small business concern, a company must have fewer than 1,250 employees.
3.3 VOLUME II: FACTOR 4 - PAST PERFORMANCE
Offerors are to ensure that all Past Performance information is contained within VOLUME II and that no price information concerning this requirement is included in this volume. Page limits for each subsection of VOLUME II are identified in the paragraph heading.
3.3.1 Recent and Relevant Past Performance References (No Page Limit)
The Offeror shall provide up to three Past Performance References with its proposal to encompass its relevant performance within the last ten (10) years prior to the due date of proposals. Past Performance References shall be submitted using the format provided as Attachment 5 in Section J. There is no page limit given that Offerors will utilize the format provided.
The Past Performance References should be from relevant contract performance in that they are of similar scope, size and complexity to the effort in this solicitation; and provide sufficient context to enable evaluators to measure the likelihood that the Offeror will satisfy the requirements. The identified Past Performance
References may be with Federal, commercial or other customers.
For each Past Performance Reference, the Offeror shall identify at least one of the following customer Points of
Contact (POC): Program Manager (PM), Procuring Contracting Officer (PCO), or Contracting Officer
Representative (COR). The Offeror shall provide the full business name, current address, phone number, fax number, and each email address for each POC. The Government may use other information, such as Award Fee letters and CPARS data available from Government sources, to evaluate an Offeror’s past performance. The
Government may also consider past performance information obtained from sources other than those identified by the Offeror, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases, and/or personal knowledge. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the
Offeror. Offerors are encouraged to provide contact reference information for efforts on which they are the
Prime contract holder. Offerors shall detail the extent to which they contributed as a subcontractor for the referenced contracts.
3.3.2 CPARS Reports and Past Performance Questionnaire (PPQ)
For each past performance reference identified, offerors shall submit a completed CPARS report, if available, or a PPQ (provided as Attachment 6 in Section J). If a PPQ is submitted, but an official CPARS evaluation is found for the contract effort in Governmental databases, the official evaluation will take precedence. When
CPARS reports are not available, the Offeror shall submit one PPQ to each of its customer POCs identified in the Recent and Relevant Past Performance References. In order to expedite the assessment process, the Offeror may complete the “Contract Information” portion of the PPQ for the convenience of the customer POC. The
Offeror shall not, however, complete any other section of the PPQ. The offeror shall provide the questionnaire to the customer POC with instructions to complete and email it directly to the Contracting Officer on or before the proposal due date.
3.3.3 Previous Contracting Effort Narratives (3 Page Limit Per Narrative)
For each of the Recent and Relevant Past Performance References submitted, the Offeror shall also provide one
Previous Contracting Effort Narrative detailing the following information:
Describe how the scope for this Past Performance Reference relates to the requirement being solicited in similar scope, size and complexity.
Describe significant achievements, challenges, or obstacles that were encountered during performance identified in the Past Performance References. Reference performance issues and the measures taken to overcome them.
Provide performance criteria/measures that were applied in evaluating performance, for each Past Performance
Reference identified. The performance criteria/measures should be specific and show the target performance levels that are/were set forth under the applicable contracts as well as the level of performance achieved, for the most recent period of performance for each Past Performance Reference.
3.4 VOLUME III: FACTOR 5 - PRICE PROPOSAL
Offerors shall ensure that all price information is contained within Volume III. The Offeror shall submit proposed pricing for Section B by listing a unit price for each of the three stepladder pricing lines for each CLIN identified in the solicitation.
No Technical and Management or Past Performance information shall be submitted as part of the Price Proposal.
All proposed prices shall be in whole dollars.
Contract award will be made at the Proposed Price of the successful Offeror using the Offeror’s proposed Section B pricing.

In accordance with Section C, the OCI provisions L-209-H009 and 252.209-7008 of this section, and DFARs
Clause 252.209-7009 of Section I, Offerors shall follow the below described two-step process for identifying known or potential OCI issues to the Government for this solicitation.
Step 1: If it is believed that conflicts of interest are real, possible, or perceived, the Offeror shall submit a letter within 14 days after recognizing the potential OCI identifying those OCI issues and the strategy that the Offeror intends to use for mitigation. This letter will be for notification purposes and for the Government to conduct any necessary research, and no determination will be made by the Government based on this letter. If no OCI issues are present or anticipated, no action is required of the Offeror at this time.
Step 2: If an OCI is present or anticipated, the Offeror shall provide details and submit an OCI mitigation plan as part of its proposal submission.
