Vendor Questions and Answers Solicitation N0016720Q0216
Question (1) In what condition and geometry will the material be provided in?
Response (1) Material will be provided in the form of additively manufactured rectangular blocks of NAB with build base material still attached. All specimens should be machined from the AM portions and not the build base material (which will be labeled and should be removed and returned). Approximately 10 rectangular blocks will be provided and associated with each test specimen cut-up and orientation to be machined. 1 (or 2) block(s) will be provided for .505 tensile specimens, 2 blocks for .252 tensile specimens, 2 blocks for compression specimens, 2 blocks for fracture toughness specimens, and 3 blocks for fatigue crack growth rate (FGCR) specimens. Each block is sized to maximize the number of specimens that can be removed from each block without significant additional cutting or material wastage. Each block will come labeled with its target specimen type to be machined.
Question (2) Please specify the size of a bar stock (x,y,z orientation) for each part number so we know how much stock to remove while machining.
Response (2) Specimen dimensions for the first batch of GFM are as follows:
Specimen Type
Length (in)
Width (in)
Height from build plate (in)
Fracture Toughness (Transverse)
3.75
1.8125
3.625
0.505 Tensile (Longitudinal)
5.8125
1.5
6.5
Fracture Toughness (Longitudinal)
2.125
1.875
2.75
FCGR (Longtudinal)
5
3
5.9375
FCGR (Z direction)
5.625
3
5.5
Compression
7.0625
1.5
3.75
Compression

8.3125
3.4375
3.4375
Anticipate dimensions for the 0.252 specimen builds, removal of stock, etc. will be similar to those of the other builds.
Question (3) For tensile specimens as per 3.2.1.1 what will be the ASTM SPECIFICATION?
Response (3) Dimensions and tolerances for 3.2.1.1. should refer to the provided drawings first and foremost. Any information not covered by the provided drawings should refer to ASTM E8.
Question (4) After receiving a purchase order machining must be done on or before 2-month time frame?
Response (4) Machining must be performed in 2 months or less from receipt of GFM. If batches of material are sent separately, a separate 2 month clock starts upon receipt of each package.
Question (5) Period of performance for this contract is 1 year from date of contact award please address the correct requirement.
Response (5) Period of performance of 1 year from contract award to allow for follow-on batches of material to be sent in the event of a manufacturing delay. The 2 month clock from question (5) applies to each individual package received by the performer, but a package can be received and work performed within that one year POP.
Question (6) Could you forward the Block diagrams with specimen location and orientation layouts for each provided block?
Response (6) Please refer to the answer to question (2) for information on block dimensions and to the drawings provided in the PWS for specimen dimension requirements. Full specimen diagrams with orientation layouts will be provided to the selected performer, but are not available for the solicitation.
Question (7) Do you know what the NAB-alloy composition percentages are for the provided materials?
Response (7) The composition of the material conforms to UNS C95800 material specification requirements.
Question (8) As per note : 3.2.3.2 / Orientation in x, y and z axis. / Ref dwg name: cvn (Charpy) Type A Clarify the xyz orientation for each specimen to be machining correctly. 12 specimens y axis, 12 specimens in z axis, and 16 specimens in y axis. Clarify the correct way to follow orientation? Will it be labeled and marked on the supplied material?
Response (8) An image/schematic (Charpy Build Schematic.png) has been attached that should directly answer question (8). An updated but similar schematic will be provided with the material with more accurate AM stock dimensions, but this schematic shows the orientation, number and distribution of CVN samples to be taken from the provided block.
