About this file

This document provides a draft Statement of Work, sections of a solicitation, and answers to industry questions regarding a future contract opportunity for a Bearing Support Structure for Columbia Class submarines. The Naval Sea Systems Command seeks comments on the draft documents from potential offerors in order to manufacture two Bearing Support Structures as part of the Engineering and Manufacturing Development of Columbia Class propulsors. Interested offerors should contact listed points of contact to obtain drawings referenced in the Statement of Work. Responses should provide business size, manufacturing capabilities and schedule, potential barriers to proposing, and recommendations on an incentive fee structure including minimum and maximum fees, and are limited to ten pages. No responses to submitted questions or comments will be provided, and respondents will not be notified of the results. All input will be reviewed to inform revisions to the documents.

The Government at this point can only disclose that a pre-prototype is being performed and cannot go into any further details.

3 Will the supplier be required to specify the joints? Yes - Requirements detailed on the drawing.

4 Are the drawings part of the deliverables?

Yes, details are provided on the SOW drawings. Vendor-proposed or "as built" drawings supplementing SOW Paragraph 2.1 shall be submitted as an attachment to CDRL A011 (Assembly & Manufacturing {A&M} Plan).

Yes, deviations to the approved manufacturing plan must be approved by the government via a deviation/waiver or an updated manufacturing plan submittal for approval. Approvals are from SEA05P3 which will not be onsite but multiple POCs will be available via phone and email communication and will make best effort to avoid delays.

The Government anticipates a Cost-Plus-Incentive-Fee award using the tradeoff process; the RFP will provide further details when released.

8 Will using different weld joints require NAVSEA approval? Yes, specify different weld joints in accordance with SOW Paragraph 2.1.

9 For future solicitation would you envision a 5 year IDIQ for 1 BSS per year? The Government has not determined the contract type for future BSS acquisitions.

10 Is so-process needs to be capable of 1 BSS per year? The planned solicitation requires 2 BSS deliveries and does not require 1 BSS per year.

11 Will the RFI slides be provided with the RFI?

The Government will not be providing the slides but is instead providing the documents that were discussed on the slides. Any questions about the slides should be submitted as part of the RFI submission.

12 Is the 90/10 share ratio final?

14 Are lifting and handling fixtures designed? Or will Awardee be responsible for designing and manufacturing?

Awardee will be responsible for designing and manufacturing all fixtures required to support manufacturing.

20 Does a distribution list exist to receive automatic notifications of Carderock propulsor upcoming events?

No, however routinely monitoring FedBizOpps (FBO) is made easier by searching for recurring items such as DoDAAC "N00167", keywords "Carderock" or "Propulsor", "Bearing Support Structure" or other component title, Product Service Codes (PSCs) R425 or 2010, and NAICS 336611 (Ship Building and Repair) or 541330 (Engineering Services). These are generalizations and subject to change without notice.
