BRAND NAME JUSTIFICATION

FOR SIMPLIFIED ACQUISITIONS

From: Amanda Blumenthal, Code 6510 To: Code 02 Simplified Acquisition Branch

Subj: BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

Code 65 is required to renew its annual Maintenance for FEMAP, FEMAP w/NX NASTRAN and NX NASTRAN Licenses. FEMAP is a finite element modeling and post-processing environment that build a model and then translates the information into code to be passed to a solver. NX NASTRAN is a separate “solver” product that is usually bundled within FEMAP and is one of the most common solvers for finite element analysis (FEA). FEMAP assists with building a model of a part, and then translates it into NASTRAN code. NASTRAN then computes the behavior.

Annual maintenance gives Code 65 the ability to support advanced ship structural design and analysis by providing access to software technical support and new version releases.

The estimated cost of the software package is $80,740.90. The Period of Performance for NSWCCD’s Install ID #1196545 is 07/01/19 to 06/30/20. The required completion date of this procurement is 06/26/2019.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

Advanced structural analysis and optimization of Navy ship and submarine structures requires advanced computational software. FEMAP provides advanced modeling, pre-processing, meshing, and post-processing required to support advanced ship structural analysis and the flexibility and robustness required to interface with a large number of commercial design applications. Analysis capabilities include full ship modeling, local structural analysis, and optimization with structural degradation. NX NASTRAN supports large ship structural modeling using beam elements integrated with shell elements. The structural analysis capabilities allow efficient modal analysis and linear seaway load analysis of these structures.

NX NASTRAN has been validated and verified by the Navy to perform FEA. FEMAP, specifically, is required for access to legacy models, and has the ability to interact with the various (sometimes proprietary) software of private sector vendors, shipbuilders, and design firms that provide support. This means vendors are not restricted in their choice of software.

Code 65 has been using FEMAP with Nastran for over 20 years, and all 31 licenses are used regularly. Switching to another software would require significant time and money be spent on training the workforce (low estimate: 40 people for two weeks of training ~$400K), updating legacy models, and validating the results. Some data would be lost, and time-sensitive tasks would be adversely affected. In addition, initial installations are usually much more expensive than annual maintenance fees, which would be a large up-front cost.

Siemens Product Lifecycle Management (PLM) Software Incorporated is the sole developer of FEMAP with NX Nastran software package.

Impact of not completing the FEMAP renewal procurement would mean a loss of mission capabilities. When the software license period ends so do software updates and support necessary to maintain the capability to work with contractors supplying FEA work using the latest version of the code. With the software no longer functioning all projects will have to delay or stop work until the software purchase has been made.

FY18’s contract number was N0016718P0151.

3. MARKET SURVEY

A market survey was conducted and determined that even though this software is available on the commercial market Saratech has been assigned by Siemens PLM Software as the designated partner to support NSWC Carderock Install ID# 1196545.

In order for a vendor to be eligible to perform services 1 July 2019, they must meet the following at time of solicitation:

• The company has received authorization to transfer the license from the current Saratech (authorization is defined as an e-mail from the incumbent contractor specifying approval of said action), and/or

• The contractor has received authorization to transfer the license from a Siemens PLM Channel VP (authorization is defined as an e-mail from said party specifying approval of said action), and

• Approval must be for a service/maintenance period starting 1 July 2019.

4. ADDITIONAL FACTS

The other FEA system we use (primarily for submarine structures using more complex 3D element formulations) is ABAQUS.

To replace these products with a 1yr subscription lease of the corresponding ABAQUS products would cost approximately $450,000.00/year. This is based on substitution of ABAQUS/CAE Extended for FEMAP ($10K/yr. per seat) and ABAQUS/CAE Analysis Pack ($20K/yr. per seat) for FEMAP/NASTRAN.
