Prototype R7 Boom Crane Assembly

SECTION 1.0 – ADMINISTRATIVE INFORMATION

1.1 Introduction

The United States Marine Corps (USMC) is currently looking to improve the coating system used on the R7 crane installation. The R7 crane installation is on the external of the Assault Amphibious Vehicle (AAV) Recovery Variant (R7) and is staged in a highly corrosive environment. The physical geometry of the primary boom assembly and telescoping boom assembly, makes it extremely difficult to refurbish (i.e. abrasively blast and re-coat). Typically, when the AAV R7 comes in with a corroded crane installation, the standard practice is to remove it, disassemble, identify items that can be salvaged and to produce a new primary boom assembly and telescoping boom assembly. This process adds significant cost to the process and can be substantially reduced if a process can be identified to re-coat the crane assembly.

This statement of work will describe the necessary tasks required to provide one fully refurbished boom assembly, in accordance with drawing 7010547, with the exception of changes made as described in Section 1.3.

1.2 Government Furnished Equipment (GFE)

As a part of the refurbishment effort, the selected vendor will be provided the following government furnished equipment (GFE), with the federal condition code of the item listed . The description of federal condition codes is found in the referenced document under section 6.0. The selected vendor shall provide all other items, required to perform the necessary work and deliver the refurbished boom assembly (DWG 7010547), which are not listed here or are found to be missing from either the boom assembly (DWG 7010547) or any of the lower level assemblies.

Qty. 2 – Boom Assembly (DWG 7010547) – Condition Code F (Unserviceable/Reparable). The assembly does not include the following items, to be provided by the Naval Surface Warfare Center Carderock Division (NSWCCD), in the form of a prototype with the equivalent form, fit and function of the original item:

Item 8, Qty 1 – Telescope Pin, Front – DWG 5424071

Item 11, Qty 1 – Telescope Pin, Rear - DWG 5424072

Item 20, Qty 1 - Single Telescoping Cylinder Assembly - DWG 5424081

Item 23, Qty 1 - Lift Support Pin - DWG 5424080

1.3 Work Statement

The selected vendor shall perform the work described in this section. Outsourcing any part of the described work is acceptable. The following process shall be followed:

1.) The selected vendor shall use the accepted funding to ship the items described in Section 1.2 from either the Naval Surface Warfare Center Carderock Division (NSWCCD), 9500 MacArthur Blvd, Bethesda, MD, 20817 or VSE Corporation, 17253 Center Dr, Ruther Glen, VA 22546, to a site of vendors choosing. The shipment origin shall be chosen at the time of the award.

2.) The selected vendor shall disassemble and inspect the boom assembly (DWG 7010547), to a level that is deemed necessary by the vendor in order to perform the required work. A list of items that is deemed to be deficient by the vendor and in need of replacement shall be provided to NSWCCD, for documentation purposes only. All deficient items shall be procured or fabricated by the selected vendor, conforming to all requirements of the associated item drawings and specifications. Procurement of all items shall be done through the use of National Stock Number (NSN)s, and supplied by the Defense Logistics Agency (DLA).

3.) Upon disassembly of the boom assembly (DWG 7010547) the following modifications and finishing requirements shall be performed to lower level assemblies, item 12, Primary Boom Assembly (DWG 7010530) and item 21, Single Telescoping Boom Assembly (DWG 7010548).

a. Primary Boom Assembly (DWG 7010530)

i. Item 20 (DWG 7010541) – Modify component per drawing supplied by NSWC

(DWG 7010541_MOD), adding qty. 4, two inch diameter holes in locations specified on the drawing. This component does not need to be removed from the assembly during the modification; however, it is permissible to do so.

ii. Prior to performing the finishing requirements of note 4, apply MIL-DTL-53084, Primer, Electrodeposition, Chemical Agent Resistant coating in accordance with requirements of DWG 2584542, section 3.3.1.2. Ensure all cleaning operations are performed with manufacturer’s recommendations and MIL-DTL-53072.

Upon application of MIL-DTL-53084 primer, apply the following coating system:

1. MIL-DTL-53022 or MIL-DTL-53030, in accordance with DWG 2584542, section 3.3.1.2.

2. MIL-DTL-64159 over MIL-DTL-53030 or MIL-DTL-53039 over MIL-DTL- 53022, in accordance with DWG 2584542, section 3.3.2.

b. Single Telescoping Boom Assembly (DWG 7010548)

i. On lower level assembly, item 3, telescope boom assembly (DWG 7010546), prior to performing the finishing requirements of note 4, apply MIL-DTL-53084, Primer, Electrodeposition, Chemical Agent Resistant coating in accordance with requirements of DWG 2584542, section 3.3.1.2. Ensure all cleaning operations are performed with manufacturer’s recommendations and MIL-DTL-53072 – Chemical Agent Resistant Coating (CARC) System Application Procedures and Quality Control Inspection. Upon application of MIL-DTL-53084 primer, apply the following coating system:
