Prototype R7 Boom Crane System

SECTION 1.0 – ADMINISTRATIVE INFORMATION

1.1 Introduction

The United States Marine Corps (USMC) is currently looking to improve the coating system used on the R7 crane installation. The R7 crane installation is on the external of the Assault Amphibious Vehicle (AAV) Recovery Variant (R7) and is staged in a significantly corrosive environment. The physical geometry of the primary boom assembly, a telescoping boom assembly, makes it extremely difficult to refurbish (i.e. abrasively blast and re-coat). Typically, when a AAV R7 comes in with a corroded crane installation, the standard practice is to remove it, disassemble, salvage what items can be salvaged, and to produce a new primary boom assembly and telescoping boom assembly.

This process adds significant cost to the process and can be substantially reduced if a process can be identified to re-coat the primary boom assembly (DWG 7010530) and telescoping boom assembly

(DWG 7010546).

The primary goal of this project will be to send out two crane installations, one primary boom assembly, and one telescoping boom assembly and receive back a fully refurbished crane installation, primary boom assembly, and telescoping boom assembly. All remaining Government provided materials upon Government approval will be scrapped.

1.2 Work Statement

The work shall be performed by the selected vendor; outsourcing any part of the project is considered to be acceptable. The following process shall be followed.

1.) The selected vendor shall use the accepted funding to ship the two crane installations, one primary boom assembly, and one telescoping boom assembly to their selected site from the Naval Surface Warfare Center, Carderock Division, Bethesda, MD, 20817.

2.) The selected vendor shall provide a fully functional, Federal Condition Code A, 6500 pound load tested Assault Amphibious Vehicle (AAV) R7 hydraulic crane in accordance with United States Marine Corps (USMC) drawing specification 80064-2624015 for Hydraulic Crane and USMC Drawing 7010486 for Crane, Installation. The shall vendor deviate from requirement 3.3.1 Materials and Processes in USMC drawing specification 80064-2624015 and replace the hot-dip zinc coating with Primer, Cathodic Electrodeposition, Chemical Agent Resistant, MIL-DTL-53084 qualified primer using Programmable Hoist System. All other aspects of coating and assembly shall remain in accordance with the previously specified specification and drawing requirements.

3.) The selected vendor shall provide a fully functional, Federal Condition Code A, Primary Boom Assembly in accordance with USMC Drawing 7010530. Request that vendor deviate from Note 4 requirement and use Primer, Cathodic Electrodeposition, Chemical Agent Resistant, MIL-DTL- 53084 qualified primer using Programmable Hoist System in lieu of Zinc Rich Primer A-A-59745.

The following coating shall be primer qualified to MIL-DTL-53022 or MIL-DTL-53030 in accordance with Finishing Requirements, Specification for USMC drawing 2584542. All other coating requirements shall be followed.

4.) The selected vendor shall provide a fully functional, Federal Condition Code A, Telescoping Boom Assembly in accordance with USMC Drawing 7010546. Request that vendor deviate from Note 4 requirement and use Primer, Cathodic Electrodeposition, Chemical Agent Resistant, MIL- DTL-53084 using Programmable Hoist System qualified primer in lieu of Zinc Rich Primer A-A- 59745. The following coating shall be primer qualified to MIL-DTL-53022 or MIL-DTL-53030 in accordance with Finishing Requirements, Specification for USMC drawing 2584542. All other coating requirements shall be followed.

5.) Two previously used Crane, Installations, one previously used Primary Boom Assembly, and one previously used Telescoping Boom Assembly shall be provided by awarding government entity to be used for this acquisition. Two out of three Primary Boom Assemblies and two out of three Telescoping Boom Assemblies must be refurbished and used to provide the final deliverables.

Any other parts on the provided items that can be refurbished to Condition Code A, can be used on the final articles. Any parts that need to be replaced shall be replaced by the manufacturer, with exception to the Primary Boom Assembly and Telescoping Boom Assembly.

6.) If determined to be salvable by the vendor and approved by PM AAA, the vendor shall refurbish the remaining primary boom assembly and telescoping boom assembly, objectives 1 and 2 shall be repeated; however, the MIL-DTL-53084 requirement shall be replaced with hot-dipped galvanization.

7.) The selected vendor shall perform all associated disassembly of the two crane installation and associated parts, primary boom assembly, and telescoping boom assembly.

8.) The one crane installation shall be load tested in accordance with hydraulic crane specification drawing number 2624015.

9.) The one crane installation shall be visually inspected by NSWCCD at vendor’s location prior to shipment.

10.) The one crane installation shall be inspected, packaged and shipped to Kanehoe Bay, Hawaii.

11.) The primary boom assembly and telescoping boom assembly shall be inspected, packaged and shipped to Production Plant Albany.

12.) The Naval Surface Warfare Center, Carderock Division, Contracts Branch will coordinate a site visit so all possible vendors can examine the materials and ask questions at a date and time to be determined prior to bid submission.
