About this file
This amendment modifies a solicitation for a microscale low cycle fatigue mechanical tester. The Navy seeks a tester capable of displacement-controlled fatigue testing of millimeter-scale samples within an environmental chamber maintaining temperatures from -25 to 150 degrees Celsius. Interested vendors must demonstrate trapezoidal displacement fatigue testing. The amendment extends the response deadline to November 6, 2023 and adds evaluation criteria including a required demonstration of fatigue testing capabilities. Vendors must quote shipment costs and will invoice using WAWF. The amendment modifies technical requirements and evaluation provisions.

CLIN 0001
The CLIN extended description has changed from:
This informational CLIN is to instruct the offeror of the intent of this solicitation. This CLIN shall not have a price submitted and will not appear in the resulting award.Interested vendors shall review the specifications listed for the requirement. This is a FAR 13 requirement to which the Government will make an award to the responsible offeror whose offer conforms to the solicitation requirements and is determined to be most advantageous to the Government based on LOW PRICE TECHNICALLY ACCEPTABLE.Vendors must be properly registered in the System for Award Management (SAM) in order to receive an award. Offerors may obtain information onSAM registration and annual confirmation requirements by calling 866-606-8220 or via https://sam.gov.The following factors shall be used to evaluate offers: Lowest price technically acceptable.A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.Within the provision section, vendors shall review 52.212-2 EVALUATION CRITERIA.The award shall be issued as FOB Destination. It is encouraged that all anticipated shipping costs be figured into the unit cost, however AT A MINIMUM, shipping shall be included on the quote submitted as a separate line. The government will NOT add shipping as prepay and add or post award. Additionally, vendors will be required to invoice via Wide Area Workflow (WAWF/PIEE). Invoicing Will Be Net 30 Days.

Demonstration can be done in person or over Teams with webcams. Any test sample can be used. The trapezoidal profile should be 0.5 mm total displacement, with a ramp rates of 1 µm/s, and dwell times of 20 seconds. If the interested vendor chooses to do an in-person demonstration, the vendor will assume all costs in regards to travel, per diem, background checks, etc. The resulting quote provided shall not have a cost for the demonstration. Providing a demonstration in person versus teams does not weigh on evaluation criteria. The government prefers the demonstration via Teams. It is the responsibility of the interested vendor to contact the specialist/Contracting Officer on the RFQ for scheduling if offering in-person demos. The award shall be issued as FOB Destination. CLIN 0002
The CLIN extended description has changed from:
MICROSCALE LOW CYCLE FATIGUE MECHANICAL TESTEROVERVIEW:NSWC Crane is requesting a microscale displacement controlled low cycle fatigue mechanical test system for characterizing custom millimeter scale samples. An environmental chamber is required for running isothermal tests. Clamping for both centered and offset samples is required. ENVIRONMENTAL CHAMBER:The environmental chamber must fully encompass a 10 mm x 10 mm x 10 mm sample. The chamber must be able to maintain a steady-state temperature to within ±1°C over a range from -25°C to 150°C. CLAMPING:Clamps must be provided to hold samples sample thicknesses from 2 to 15 mm. The clamps should be adjustable to allow for both axially aligned samples and single lap shear samples offset by up to 5 mm. Load frame should have option for customizable clamping. Mechanical drawings should be provided to fully define custom fixture requirements.LOAD CELL:The load cell must be able to accurately measure loads up to up to 200 N in tension and compression with a resolution of 0.01 N. Load cell should be able to accurately measure offset loads in single lap shear testing.DISPLACEMENT MEASUREMENT:Displacement measurement must have a resolution of 0.1 µm or better and have a measurement range of 500 mm.DISPLACEMENT IMPLEMENTATION:Load frame should have enough total range to allow for test set-up.
Maximum displacement rate of 1000 mm/min. The displacement resolution should be 0.1 µm or less.FATIGUE SOFTWARE:Customizable software must be able to define and run a customizable displacement profile. The profile will then run repeatedly unit a defined failure condition is met or a maximum number of cycles. In addition, the software must be able to run standard creep (load control) and monotonic (displacement rate control) tests over the range of the hardware capabilities. Displacement and load measurements must be logged in standard text or csv files for post-processing. DEMONSTRATION:Company will provide demonstration of mechanical fatigue displacement test.
