About this file

This amendment to a federal solicitation provides answers to questions from potential offerors. The solicitation seeks a microscale low cycle fatigue mechanical tester to test specimens as small as 10mm x 10mm x 10mm inside an environmental chamber. The tester must accommodate displacement-controlled fatigue testing with a desired test amplitude of 5mm and displacement rate of 1mm/s for up to 1000 cycles. The tester software should allow customization of the displacement profile and include stopping criteria options. The tester must also support room temperature fatigue testing of a wide variety of specimens with a 500mm measurement range. Additional requirements include universal grips for clamping samples from 10mm to 30mm, basic training for two users, and calibration services in accordance with ASTM and ISO standards for one year. The demonstration of the tester is to occur at the Naval Surface Warfare Center Crane facility or virtually.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SAP - SAP CONTINUATION SHEET

The following have been added by full text:

Q & A

1. ENVIRONMENTAL CHAMBER ‐ The specification mentions that the chamber must be able to fully encompass a 10mm x 10mm x 10mm specimen. Can you confirm what kind of mechanical tests then occur on that specimen? In other words, how much elongation/deformation may occur to the specimen that we need to account for in the design of the chamber to fully encompass the tested specimen?

The types of testing will be monotonic, creep, and displacement controlled fatigue tests. The maximum desired test amplitude is 5 mm. Additional setup displacement is likely needed, but the configuration of the tester and environmental chamber will determine the specific requirements. The primary requirement is on displacement control for fatigue testing. A larger chamber or additional travel for a wide variety of use cases is beneficial.

2. CLAMPING –

a. What materials are being gripped? How hard are they?

A wide range of materials will be tested. Custom fixtures will be developed after delivery, but universal grips for epoxy or metal samples are desired upon delivery.

b. What range of specimen widths and lengths may be tested? [Drawings are helpful if available] Critical samples will be designed around the final delivered mechanical tester. Outside of the 10 x 10 mm critical sample, the range should be as a wide as possible to cover additional use cases without sacrificing displacement and force performance parameters.

c. Can you confirm the required width and length of the clamping area?

Custom fixtures will be designed around the tester. Universal grips are desired to test a wide variety of samples. Suggested grip area is on the order of 30 x 30 mm.

3. DISPLACEMENT MEASUREMENT – Can you clarify why the machine needs a measurement range of 500mm when samples are expected to be on the order of 10mm x 10mm x 10mm?

The critical samples is 10 x 10 mm for testing inside the environmental chamber. Room temperature tests for a wide variety of samples is desired. The additional travel range is additionally for test setup.

4. FATIGUE SOFTWARE –

a. Can you clarify what “customizable displacement profile” means? We shouldn’t have a problem here, but would like some explanation as to the goal.

The displacement profile should be able to be defined as an array of time – displacement points that will be repeated. Stopping criteria such as number of cycles or minimum load over a cycle should be implementable options as well.

b. Can you provide an indication of the typical fatigue parameters may be used:

# of cycles?

1000 cycles would be typical.

Maximum amplitudes?

1 mm Cycle frequencies used?

A trapezoidal displacement profile is desired with a displacement rate on the order of 1 μm/s and a dwell time of 100 seconds or longer.

5. DEMONSTRATION –

a. Where does this demonstration need to occur, and what are the requirements?

N0016423Q0304

The demonstration can occur at NSWC Crane or via teams with appropriate cameras in place. The requirements are to show a trapezoidal displacement profile.

b. Are any other services required (training, calibration, etc.)? If so, please describe.

Basic training for two users and any required machine setup upon delivery. Calibration and basic support is desired for one year. Additional calibration services would likely be renewed every year. Calibration should be in accordance with ASTM and ISO compliant.
