Microscale low cycle fatigue mechanical tester Overview NSWC Crane is requesting a microscale displacement controlled low cycle fatigue mechanical test system for characterizing custom millimeter scale samples. An environmental chamber is required for running isothermal tests. Clamping for both centered and offset samples is required. Mechanical tester must be capable of running monotonic, creep, and fatigue tests.
Environmental Chamber The environmental chamber must fully encompass a 10 mm x 10 mm x 10 mm sample. The chamber must be configured to allow for test setup without damaging the test sample. The chamber must be able to maintain a steady-state temperature to within ±1°C over a range from -25°C to 150°C.
Clamping Clamps must be provided to hold samples sample thicknesses from 2 to 15 mm. The clamps should be adjustable to allow for both axially aligned samples and single lap shear samples offset by up to 5 mm.
Load frame should have option for customizable clamping. Mechanical drawings should be provided to fully define custom fixture requirements.
Load cell The load cell must be able to accurately measure loads up to up to at least 500 N in tension and compression with a resolution of 0.01 N or better. Load cell should be able to accurately measure offset loads in single lap shear testing.
Displacement Measurement Displacement measurement must have a resolution of 0.1 μm or better and have a measurement range of 500 mm or more for room temperature testing and test setup.
Displacement Implementation Load frame should have enough total range to allow for test set-up. Maximum displacement rate of 1000 mm/min. The displacement resolution should be 0.1 μm or less.
Fatigue Software and Hardware Customizable software must be able to define and run a customizable displacement profile. Custom displacement profile must be able to be input as a set of displacement and cycle time points or equivalent. The profile will then run repeatedly unit a defined failure condition is met or a maximum number of cycles. In addition, the software must be able to run standard creep (load control) and monotonic (displacement rate control) tests over the range of the hardware capabilities. Displacement and load measurements must be logged in standard text or csv files for post-processing.
***Vendor provided computer must be included to operate mechanical tester and to run any post-processing software.
Training and Calibration Basic training for two or more operators must be included. Calibration must be provided for 1 year.
Demonstration Vendors wishing to quote on the solicitation must provide a demonstration of the ability to run a trapezoidal displacement controlled fatigue test on a test sample. Demonstration can be done in person or over Teams with webcams. Any test sample can be used. The trapezoidal profile should be 0.5 mm total displacement, with a ramp rates of 1 µm/s, and dwell times of 20 seconds.
If the interested vendor chooses to do an in-person demonstration, the vendor will assume all costs in regards to travel, per diem, background checks, etc. The resulting quote provided shall not have a cost for the demonstration. Providing a demonstration in person versus teams does not weigh on evaluation criteria. The government prefers the demonstration via Teams. It is the responsibility of the interested vendor to contact the specialist/Contracting Officer on the RFQ for scheduling if offering in-person demos.
