SUMMARY OF CHANGES
The following have been added by full text:
AMENDMENT QUESTIONS & ANSWERS
Amendment 1:
1) Question: The government indicated in Section 1.2 of the Solicitation (Background) that multiple procurements for the solicited parts have previously been completed or are in work.
Please provide a list of these solicitations.
Answer: Parts kits were purchased separately, by system, under N0016417DWP01 and
N0016419DWP40.
2) Question: Appendix A lists duplicative Part Numbers with varying descriptions and item numbers while other records do not include NIIN information (Ex: MS35338-135). Please confirm that the Part Numbers provided are to be used as the unique identifier for parts despite varying descriptions, item numbers, and other information.
Answer: Appendix A descriptions have been updated to match the part number. Part numbers are to be used as the unique identifier for parts.
3) Question: What basis will the government use to establish ‘unrealistically high or low cost/price’ bounds?
Answer: Prices will be evaluated IAW Section M. Unrealistically high or low cost/price will be identified based on the feasibility of the technical approach proposed with the cost or price proposal.
4) Question: Is N0016421RWP74 being solicited as a “Small Business Set Aside”?
Answer: Yes. This was stated in the synopsis posted on April 21, 2021. This is indicated in the RFP by the inclusion of 52.219-6 (Dev) in Section I.
5) Question: How does NSWC Crane Contracts anticipate handling “Competition Sensitive” questions from industry with regards to this solicitation?
Answer: Answers to questions regarding the requirement generally would impact all offerors.
To encourage fair competition, all questions posed from Industry will be provided and answered via an amendment to the solicitation.
6) Question: Since no delivery quantities or targets are specifically associated with any kit, what is the contractual mechanism to manage undefined kit and miscellaneous item quantities (i.e.: “FFP- IDIQ” with a NTE ceiling rather than just a FFP contract)?
Answer: This is a FFP IDIQ. The minimum constraint is identified on page 51 of 169, a maximum for the anticipated 5-year ordering period will be established at award. Kit/parts requirements for each year of the ordering period will be determined by the Government and issued to the vendor per delivery orders.
7) In regards to Para. 3.3.2: “The Contractor shall be able to provide delivery of an urgent part request within 3 hours of the written request from the COR or PCO. All other parts shall be delivered within 24 hours of written request from the COR or PCO. The inventory the contractor maintains shall facilitate meeting the 24-hour delivery requirement.”
Question: Does NSWC Crane Radars anticipate specific material be held at the “local” warehouse to meet the 3-hour and 24-hour emergency delivery requirement?
Answer: Yes. This material will be identified and ordered by the Government via a delivery order. This order will require the material to be shipped in place and provided as GFP thereafter to the awardee.
Question: Are the Miscellaneous items included in that requirement or only mandatory parts and kits associated with Appendix A?
Answer: Any of the kits or miscellaneous parts found in Appendix A may be included and required to be stored. All items required to be in storage are intended to be purchased by the Government via delivery order prior to being placed in storage.
Question: 24 hour and 3-hour kit and miscellaneous parts’ deliveries should be bounded by potential quantities that may be required within the requisite time frames.
Answer: The Government will order via a delivery order any parts/kits that may be needed for urgent requests. Once received in the warehouse, they will be housed until the need arises for delivery.
Question: Does this 3-hour and 24-hour requirement apply to all parts, or will specific urgent parts be identified for this requirement?
Answer: Yes, this will apply to all parts/kits. Parts/kits will be identified and ordered by the Government via a delivery order and included in inventory at the warehouse as GFP until needed.
8) In regards to: The RFP calls out “non-Mandatory Parts and/or Kits” in various places, i.e.: Para. 3.5.3.1, Para. 3.5.3.2, …etc., but Attachments do not identify any material/parts/kits as “non-Mandatory”..
Question: Please clarify if non-Mandatory parts/kits are still anticipated for this solicitation, or if it is now “Miscellaneous” items
Answer: Non-Mandatory piece parts have been included in the CLIN 0083 Misc.
Parts CLIN. Additionally, all kits include mandatory replacement parts. Specific non-mandatory kits will not be incorporated in this requirement. All use of non-mandatory verbiage refers to the Misc. parts CLIN 0083. The Government will clarify the non-mandatory kits language within the SOW.
Question: The RFI indicated “Ala Carte” kits, which were made up of non-mandatory parts, were required. RFP Attachments have been revised and no longer reflect “Ala Carte” kit requirements. Have Ala Carte kits been removed and replaced by Attachment 3, “Miscellaneous” parts?
Answer: Yes. All parts that may be ordered individually (Ala Carte) from each kit are included in the miscellaneous parts master list/pricing matrix for
CLIN 0083.
Question: Are Miscellaneous parts anticipated to be delivered as separate items or as part of a kit? If they are anticipated to be delivered as a kit, is there additional information that indicates these kit BOMs?
Answer: The Miscellaneous parts CLIN items are anticipated to be ordered separately and on an “as needed” basis.
Question: If Miscellaneous parts are to be delivered as part of a kit or separately, will they be required as a “lead time away” items or is the contractor expected to maintain inventory?
If inventory is expected to be maintained, at what quantities? The RFI identified the yearly demand quantities of each non-mandatory item as a percentage (i.e.: 30%, 50%, 60%). Is this still relevant for miscellaneous items? If so, NSWC Crane needs to identify these percentages in the RFP.
Answer: IAW SOW paragraph, 3.1.4, all material required under this contract will be directed by orders from the Government. Inventory level requirements will be established by the quantities of kits or parts ordered by the Government and shipped in place.
9) Question: Has the government conducted any DMSMS studies for the current parts list?
Answer: No.
In regards to: Paragraph 3.1.5 states: “Parts and material to be acquired, kitted, stocked, managed, and delivered includes all materials listed in Appendix A. Additional materials shall be identified during execution of DMSMS services as directed by orders.”
Question: How does NSWC Crane anticipate reimbursing/paying for these “additional materials”? Is a CPFF-IDIQ CLIN anticipated to cover the purchase of these “additional materials”?
Answer: No. A FFP CLIN will be added to the solicitation to cover any costs associated with DMSMS work. This CLIN will be negotiated at the time the requirement is determined and will be based on an approved technical report provided by the awardee.
Question: The present structure of this requirement does not provide sufficient data to estimate the DMSMS services (time and materials).
Answer: If DMSMS services are necessary, all additional information will be provided and negotiated at that time.
10) In regards to: Paragraph 3.5.3.4 states: “The contractor shall deliver non-mandatory parts and parts kits to authorized Radar Restoration personnel from the designated Inventory Control Room (ICR) Government space within NSWC Crane facilities, Building 3168 or any other subcontractor.”
Question: This is an example of where “non-mandatory parts and parts kits” is used in the RFP but does not point back to any items in the Appendices. Please clarify the use of “non- mandatory parts and parts kits” within the RFP and requirements as well as to where these are located in the Appendices.
Answer: Each kit contains a list of parts that are required/mandatory for that kit.
All “non-mandatory” qualifiers referenced in the RFP have been clarified to include reference to the Misc. parts CLIN 0083 to reduce potential confusion.
Question: Does this requirement anticipate the contractor will have badged personnel on base required to deliver “non-mandatory parts and parts kits” from the Radar Division ICR to maintainers in the depot, or is the requirement for the contractor to deliver the “non- mandatory parts and parts kits” to base personnel within the designated ICR? This can be read several ways; therefore, clarification is requested.
Answer: IAW SOW section 3.5.3.4, local travel for the delivery of items in inventory may be required. As a result, personnel may require DBIDS badges for access to NSWC-CR to make delivery possible. SOW 3.5.3.4 paragraph will be updated to state and clarify the above.
Question: Can subcontractor personnel deliver parts directly to the ICR, bypassing current receiving processes?
Answer: This deviation from the current receiving process is only applicable to parts and kits previously purchased via an order and placed in storage/inventory as GFP. The current receiving process for deliveries to NSWC-CR will be applicable to kits and parts that are to be shipped to NSWC-CR rather than shipped in place and put in storage. A clarification will be added to SOW paragraph 3.5.3.4.
11) In regards to: Section 4.3 – states “Will not provide GFM”, however, DMSMS section states “Will provide GFM” … Please clarify
Answer: GFM will not be provided by the Government for this requirement. Any material required will be provided by the contractor and reimbursed by the Government. A FFP CLIN will be added to the RFP and negotiated at the time the requirement is needed based on information received by the vendor and reviewed by the Government.
12) Question: For Miscellaneous items that were originally identified in the RFI Spreadsheet as part of the Ala Carte kits, will these items be considered “a lead-time away” buys or is NSWC Crane anticipating the contractor will hold these materials in stock? If so, what quantities will be required of each to stock and how will the contractor be reimbursed?
Answer: IAW SOW paragraph, 3.1.4, all material required under this contract will be directed by orders. The Miscellaneous parts will be ordered via a delivery order, distinguished by part and quantity, and shipped in place and identified as GFP on the order for inventory management services. All requests or notifications that material will be removed from inventory will be in writing from the COR or PCO IAW SOW paragraph 3.3.2.
13) Question: Several items are high dollar/value items and can significantly impart financial burdens to the contractor if these items are expected to be held in inventory without immediate reimbursement after being procured. Some items may not be used for several years, creating financial burdens unless bought by NSWC Crane and held by the contractor as GFM. Please clarify.
Answer: IAW SOW paragraph, 3.1.4, all material required under this contract will be directed by orders from the Government. It is the intention of the Government to purchase all kits/parts per a delivery order, ship the items in place, and if necessary, remain warehoused as GFP until needed. Using the ship in place delivery method, the awardee will be able to invoice for kits and parts ordered prior to it being placed in storage/inventory. Tracking of usage and management of inventory as identified under SOW 3.5.3.3 is intended to assist the Government in placing orders for material with sufficient lead times to significantly reduce the risk of unavailable required Government parts or kits.
14) Question: Drawings Needed: The following drawings are required in order to correctly identify and quote the material. If drawings are not available, NSWC Crane needs to provide additional information to ensure material conformity. We do not recommend deleting any items from the current list.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK (SOW)
1 Scope
1.1 Purpose:
This Statement of Work (SOW) establishes the requirements for the kitting, acquisition, management, and delivery of parts/materials used to overhaul multiple radar antenna systems and fire control systems. These sensor systems/subsystems are used aboard U.S. Navy and Foreign Military Sales ships. Materials include individual mandatory and non-mandatory replacement parts as designated in NSWC Crane overhaul procedures, parts kits, and select materials with shelf life considerations. Requirements for a Contractor Owned and Operated facility are included in this SOW. Service requirements for resolving diminishing manufacturing sources and material shortages (DMSMS), part/material failure trend tracking, and obsolescence issues form a part of this SOW.
1.2 Background:
NSWC Crane, Radar Technologies Division, performs overhaul services on multiple radar antenna systems and radar antenna system sub-assemblies. Each radar antenna and associated sub-assemblies have parts/items that are designated as mandatory replacement during the overhaul process. Currently an extensive amount of labor by engineering and acquisition personnel is being utilized to execute multiple procurements for mandatory common parts/items, which adds more burden and inefficiency into the process. Using a parts supply kitting and delivery contract to provide multiple parts supply kits for Radar Restoration will increase efficiencies and decrease over all procurement costs, while freeing up valuable Government engineering expertise. The concept of a parts kitting supply contract meets the rules and guidelines of Operating Material and Supplies (OM&S).
