QUESTIONS AND ANSWERS
Question
Page # Reference Question Answer
1 13‐14 SOW, 3.1.1 Security Program
Can the Secret Storage requirement be satisfied by a subcontractor to the offeror?
Secret Storage requirement may be satisfied by a subcontractor to the offeror. DD254 is updated.
2 150 Section M, 3.1.5, SB Participation Plan
Small Businesses are not usually required to submit small business participation plans. Does the government intend that each SB offeror have subcontractors that satisfy all socio‐economic requirements?
No, the requirement is to identify in your plan how you have identified and are committed to provide for participation from the various categories, not that you have a subcontractor in all of those categories.
3 140 Section L, 3.2, Past Performance
Can the offeror submit more than one (1) past performance citation for a significant subcontractor?
Yes.
4 2 Section B, CLIN 0001 Can the Government provide the projected number of seats at each combatant command? (identifies min number of seat as 5 per year and max number as 12)
Currently, it is one deployer per location and the contractor can determine the best way to support that. The Government is only interested in having continuous coverage at each location and will not dictate how the contractor fills that requirement. Current Government rotation is 2 FSRs, 120 day deployments, with 3 rotations per year.
5 2 Section B, CLIN 0001 If possible, in order to more accurately determine travel pricing, can NSWC be more specific regarding locations within the major Theaters where travel would most likely occur?
Current locations include, but are not limited to:
‐Bahrain, Dubai, Oman ‐throughout Afghanistan with Bagram as main location ‐Yokosuka and Saesbo Japan, Guam, Hong Kong, Singapore Future requirements could add additional locations.
6 8‐9 Section B, CLIN 0001 Price matrices has a table for daily rate for each location. Is this "daily rate" for each "extra day" at the location where travel costs are already included under a separate line or is the intent to include all costs including travel to/from for a 1 day stay at the site?
"Daily rate" is included to cover additional days needed at a deployed location. Normal deployments will be set in timeframes of months or a single year, but we may need the deployers to extend for a few days to cover turnover or abnormal requirements, the daily rate would cover that need.
7 8‐9 Section B, CLIN 0001 Is CRC required for all locations? No, CRC is only required for contractors performing in the United States Central Command (USCENTCOM) areas of responsibility.
CRC not required for deployed areas outside of USCENTCOM.
8 13 Section C, SCOPE 1.0 Are the "locations outside of military installations" referring to FOB's or does it mean "outside the wire" within a combat zone?
Outside of Military installations is meant to mean that FSRs will stay in off‐base hotels in locations such as Japan and Bahrain. For locations within combat zones, FSRs will stay on military bases.
9 13 Section C, SCOPE 1.0 Will the Government include food, lodging and security for "locations outside of military installations"?
Locations directly within combat zones will live in military housing or assigned quarters on base. For current locations in Afghanistan and Iraq, FSRs are housed in tents, trailers, or other military housing facilities as directed by local Commanders. All other locations, currently Bahrain, Kuwait, and Japan, are housed in off base hotels and apartments. Off base housing arrangements for non‐combat zones will be determined by the Contractor and not the Government. Food will be through per diem or a contractor‐ specific process for food included in the contract. Security would be provided and directed by local commands when in hostile locations.
Areas such as Japan do not have security.
10 23 Section C, para. 4.4.1 The table lists 14 for OCONUS number of personnel. The number of seats per Section B CLIN 0001 is 5‐
12. Can NSWC please clarify the inconsistency?
CLIN 0001 updated to read 5‐14 instead of 5‐12.
11 136 and
Section L, Cross Reference Table and para 3.1.5
The table shows that Subfactor E, Small Business Participation shall be submitted as part of Volume I, while para 3.1.5 states that it is to be "submitted as part of Volume III", can NSWC please clarify?
The Cross Reference Table incorrectly states Volume I; should be listed as Volume III. The table reference is updated.
12 141 Section L, para 3.2.4, PPQ and Attachment
The referenced paragraph states that the completed PPQs shall be sent directly to kathryn.muessig@navy.mil.
Attachment 5 states that the PPQ should be sent to donal.davis@navy.mil. Can NSWC please clairfy the inconsistency?
Attachment 5 should list the contact as kathryn.muessig@navy.mil.
Attachment 5 is updated.
13 3 Section B ‐ Supplies or Services and Prices Item 0002, Pricing Matrices for CLIN
For OCONUS FSR requirment will the government identify specific countries? Price will vary from country to country depending on if it is designated as a Hazardous Location
Current locations include, but are not limited to:
‐Bahrain, Dubai, Oman ‐throughout Afghanistan with Bagram as main location ‐Yokosuka and Saesbo Japan, Guam, Hong Kong, Singapore Future requirements could add additional locations.
14 23 4.4.1 FSR Travel, Travel Requirments Table
From the travel requirements charts does this indicate the initial OCONUS FTE count is 14 personnel?
Chart indicates that up to 14 FSRs could be required depending on Government need. At this time, 14 FSRs will not be required.
15 140 3.1.5, Small Business Particpation
If this solictation is set aside for small business is there still a requirment for offerors to "describe their management approach for enhancing small business subcontractor's technical capability"?
Yes.
16 143 3.3.1, CLIN 0001
Pricing
The referenced text reads, "CLIN 0001 pricing will include:
Labor 7 days per week for 12 hours per day for a total of 84 hours a week/4380 per year, travel, Hazard Pay, Hazard Insurance, any paper work for Country being deployed to.
Pre and Post Deployment including
Turnover is the correct term. This is the time when FSR #1 is ending a deployment and FSR #2 is starting a deployment. The turnover is the time together on the ground to pass information, and become familiar with people and places. Wording will be updated where "over turn" is replaced with "turnover" for clarity.
the following CONUS Replacement Center (CRC) Annual, medical (medical, dental, immunization, etc.), training, Over Turn. All other expenses associated with man‐year FSR Support..."
Is the term, "Over Turn" the same as "turnover"? If "Over Turn" is the desired term, can the Government please define it?
17 143 3.3.1, CLIN 0001
Pricing
The referenced text reads, "CLIN 0001 pricing will include:
Labor 7 days per week for 12 hours per day for a total of 84 hours a week/4380 per year, travel, Hazard Pay, Hazard Insurance, any paper work for Country being deployed to.
Pre and Post Deployment including the following CONUS Replacement Center (CRC) Annual, medical (medical, dental, immunization, etc.), training, Over Turn. All other expenses associated with man‐year FSR Support..."
"Hazard Insurance" is an element that pricing will include. We are familiar with Defense Base Act (DBA) insurance, Hazard Pay (listed), and Hardship Pay (not listed), but not with "Hazard Insurance" in the context of OCONUS staffing. Can the Government elaborate on the definition of "Hazard Insurance," and also clarify how DBA insurance and Hardship Pay are to be included?
DBA or War Risk Insurance is basically the equivalent of Workmen’s Compensation CONUS. Since the environments that we are asking the contractor to work in are by nature higher risk, standard CONUS insurance does not apply. This covers the risk of injury or death in OCONUS locations to potentially include warzones. The Government does not dictate the type or amount of hazard insurance that contractors will carry, but it is a requirement and should be included in the proposal.
18 143 3.3.1, CLIN 0002
Pricing
The reference text reads, "You are hereby requested to provide pricing for CLIN 0002 for a 5‐year period.
Each Year consists of 365 calendar days (366 in a leap year) starting the day of contract award for the following CONUS locations:
East Coast Region – MI, IN, OH, PA, NY, VT,NH,ME, MA, RI,CT, NJ, DE, MD,VA, WV, KY, NC, SC, GA, and FL.
All 50 states should be included, not including Mississippi was an error.
Updated CLIN 0002 to include Mississippi (MS) listed in the Midwest Region.
Mid‐West Region – AL, TN, IL WI, MN, IA, MO, AR, LA, TX, OK, KS, NE
SD, and ND.
West Coast Region – NM, CO, WY, MT, ID, UT, AZ, CA, NV, OR, and WA.
Other states and territories – HI, AK, etc."
Mississippi is not included in this list.
Is the omission intentional? If not, should Mississippi be in the Mid‐ West Region"?
19 13 Para 3.1.1 Security Program, DD254
Must the offeror possess Secret safeguarding capability at time of proposal submission? Or can this be obtained after contract award?
Secret safeguarding capability must be possessed at time of proposal submission.
20 13 Para 3.1.1 Security Program, DD254
May a subcontractor with Secret safeguarding capability meet the requirement to be able to receive and store classified documents?
Yes. DD254 will be updated to reflect this.
21 13 Para 3.1.1 Security Program, DD254
Our company is the managing owner of a Joint Venture which currently possesses Secret safeguarding capability. Does this meet the DD254 section 11 requirement to be able to "receive and store classified documents only"?
Upon contract award, Section 6 of the DD254 will be populated with the successful contractor who will be performing the tasking. The contractor identified in Section 6 of the DD254 must be the contractor meeting the requirements of Sections 1a and 1b of the DD254.
22 22 Para 4.1.12, Section C The paragraph appears to be very broad concerning miscellaneous ODCs, can NSWC please clarify the last bullet that states, "‐Vehicle Install (installation brackets, system parts, hardware, ATV's)," Does ATVs refer to an All‐Terrain Vehicle or is this referring to something else?
Yes, ATV = All Terrain Vehicle.
23 24 Para 5.4, CDRL A004, Funds and Labor Hour Expenditure Report
No Data Item Description (DID) "Authority" documents were provided as part of the solicitation, can those please be provided?
All DID documents referenced in the CDRLs can be found at:
https://quicksearch.dla.mil/qssearch.
aspx.
24 134 Section L, para 2.3.1 States, "‐‐No graphics or pictures other than graphs/tables/charts as may be required or necessary 1 inch margins."
Is this based on the Proposer's discretion?
If the Government believes any submitted graphs/tables/charts are not "required" or "necessary", Yes, based on proposer's discretion.
No, would not be grounds for disqualification.
would this be grounds for disqualification?
25 2 Section B ‐ Supplies or Services and Price Item 0001
Will the Government provide current FSR and Field Service support staffing by location and/or region?
Current locations include, but are not limited to:
‐Bahrain, Dubai, Oman ‐throughout Afghanistan with Bagram as main location ‐Yokosuka and Saesbo Japan, Guam, Hong Kong, Singapore Future requirements could add additional locations.
26 2 Section B ‐ Supplies or Services and Price Item 0001
Will the Government provide the quantity of EW Family of Systems by type, density, co‐location and region?
Currently 15‐100 EW systems per location, counter air/ground IED systems, Bahrain, Japan, Kuwait, Afghanistan.
27 143 3.3.1 Section B Pricing
CLIN 0001
Does the government mean “man‐ years” as in a price for one year’s worth of labor by one person times an UNDEFINED number of persons for the year?
Example CLIN 0001 Pricing Matrix.
Offeror shall identify one year's worth of labor for FSR support assuming 1 FSR at a given time, or if 2‐4 FSRs are in a region at the same time, or if 5‐8 FSRs are in a region at the same time.
28 2,3 Section B ‐ Supplies or Services and Price Item 0001 and Item
The OCONUS FSR to system ratio seems to be 1 FSR to 5‐12 systems per year, while the CONUS FSR to system ratio is 1 FSR to 2‐8 systems per year. Given the challenges of OCONUS travel in some AOR’s versus CONUS travel, it appears that the level of effort, or the level of spares is different in these two locations. Can the Government provide additional detail on the methodology behind the current ratios?
The 5‐12 and 2‐8 numbers called out in CLINs 0001 and 0002 are referring to the number of FSRs, not the systems.
29 138 3.1.3.3 Transition Plan Who is the incumbent? Are there multiple incumbents related to individual systems.
There are no incumbents as this is a first time contract to be issued by NSWC Crane for these services.
30 22 4.3 EW Family of Systems Support
4.3.1 Reliability, Maintainability, and Availability Support
Will the Government specify Operational Availability metrics requirements?
Typical metrics include, but are not limited to: Mean Time between failure (Ao), Mean time between failure (MTBF), Mean time to repair (MTBR) and Mean Logistics delay time (MLDT)
31 12 CLIN 0004 Can the government provide the commercial part number or other identifying number of CLIN 0004 items that have only National Stock Numbers (NSN) associated with them?
Armyproperty.com is an excellent source for NSN's of all common tools listed in the FSR tool kits. The Government does not mandate the brand of the tool, that will be determined by the contractor.
32 n/a Attachment 8 Attachment eight identifies the need for a cell phone with access for email and international calling.
However, N0016420RWQ83, Solicitation, Pg. 12 of 153, CLIN 0004 doesn’t list a cell phone. Should a cell phone and international calling plan be included with CLIN 0004 pricing?
Yes, a cell phone and international calling plan should be included with CLIN 0004 pricing.
33 20 Section 4.1.5 FSR kit Will the government accept like/similar materials for the FSR Kit items?
Yes, like or similar tools will be acceptable. Government not concerned on brand of tools, just that all tools are included when deployer deploys to required location.
34 20 Section 4.1.7 FSR Requirements, List #2
“The FSR shall be certified for at least the basic field maintenance level for the system they will be supporting.” Will successful completion of the NSWC training noted in section 4.2.1 provide the required certification? If not, please detail what certifications are required for each system.
Yes, NSWC Crane will provide required training for deploying FSR and meet the certification requirement.
35 21 Section 4.1.8 “Possible durations for the CONUS FSR range from daily to annual timeframes, as required.” Can NSWC provide potential locations for CONUS FSR support where annual timeframes are required? Does NSWC anticipate that all CONUS FSRs will “deploy” from the contractor facility or from NSWC locations? If NSWC locations, can those locations be provided?
Current locations for FSRs include, but are not limited to, Bahrain, Japan, Kuwait, and Afghanistan. All current locations have annual requirements.
All FSRs will come to NSWC Crane in Indiana for pre‐deployment training.
Once training is complete, FSR can leave for deployment location from Indiana, or can return to contractor facility.
36 n/a The Government requirement includes Program Management (4.1.1) and Data Collection, Analysis & Reporting (4.1.4). Attachment 6 shows a Program Manager, Program Analyst and Data Manager. 5.2 Deliverables reference 4.1.1 and
4.1.4. However, there
is not a CLIN assigned in the solicitation (Section B) or the
Where shall offerors include pricing for the Program Manager, Program Analyst and Data Manager? How will pricing for the Program Manager, Program Analyst and Data Manager be evaluated?
Pricing for Program Manager, Program Analyst and Data Manager should be included in the Firm Fixed Price for FSR in CLINs 0001 and 0002.
Pricing Matrix table for these requirements.
37 n/a Attachment 2. In cell B27, it states "For unknown personnel, columns I, J, and K are not required." Note that column I is Labor Hours for Year 5.
Is this a typo? Did the Government intend to reference columns J, K & L instead?
Yes, this was a typo. Attachment 2 is updated.
38 n/a Pricing Matrix, CLIN
The CONUS pricing requirement is to include travel for the Daily/Weekly/Monthly labor. May offerors assume that air travel would be billed separately as an ODC? The Government is not giving a point of embarkation for the travel, therefore, estimating air travel is not possible.
No, air travel will not be billed separately. It is requested that the contractor estimate their travel costs and include that in their firm fixed price proposal.
