PROPOSAL QUESTIONS
Listed below are questions the Government received in regards to the solicitation. The Government has responded with answers below each question.
Question 1: Phase matching: G384018‐1 and G848055 TWTs
a) Will the offeror be required to match the phase characteristics of the incumbent supplier or may the offeror develop a phase standard unique to their own TWTs?
Answer: Potential offerors will not receive incumbent’s phase data. Phase standards (multiple) are specific to a manufacturing line.
b) If phase match to the incumbent is required, how will the phase standard be transferred?
Answer: Offerors will not receive incumbent’s phase data
Question 2: Please define what is meant by a major repair versus a minor repair? Is there historical data to support the anticipated major repairs to be done? What is the determination for minor repairs to be handled by the awarded contractor versus onsite by NSWC Crane Division?
Answer: The SOW within N0016419RWP63 defines the requirement of NSWC Crane Division. Multiple or additional repair categories are not required or intended to be included under any contract resulting from this solicitation.
Question 3: Regarding the Technical Volume, Subfactor E, please clarify that the entire Small Business Participation and Subcontracting Plan response is meant to be within the five (5) page limit requirement. In other words, what is included specifically within the “Subcontract Participation Data portion”?
Answer: As stated under Technical Volume, Subfactor E, in Section L of the solicitation “Submission shall be separate from subcontracting plans that are to be submitted by large businesses pursuant to FAR 52.219 9.” The 5 pages applies to the narrative regarding small business participation and related subcontracting opportunities. To clarify, in the forthcoming amendment the section heading will be changed from “Small Business Participation and Subcontracting Plan” to “Small Business Participation”.
Question 4: What is the status of the current Security Classification Guide, listed on Page 3 of Attachment 8 (DD254)? Ref: OPNAVINST 5513.8c: ID 08‐38; SU AN/SLQ‐32 AN/SLQ‐32 (V) 1, (V) 2, (V) 3
Answer: If required, a copy of the Security Classification Guide referenced in the DD254 will be provided at the time of award.
Question 5: Regarding the list of tests provided in the 3 files; N0016419RWP63 Attachment 4 Fab Spec G384018‐1 Rev A, N0016419RWP63 Attachment 5 Fab Spec 848060‐1 Rev AA, and N0016419RWP63 Attachment 6 Fab Spec 848055 Rev AP
a) Are these tests to be performed by the Contractor or by the Government?
Answer: These attachments define the First Article Testing that would be performed by the Government.
b) If these tests are to be performed by the contractor, are these First Article tests or tests to be performed on each TWT?
Answer: The intent is Government performed First Article Testing. All TWTs delivered under any potential resulting contract would be required to be capable of passing the testing defined in the Fabrication Specifications. IAW paragraph 3.2.4 of the SOW, NSWC Crane will review and approve Contractor inspection, initial test, factory acceptance testing and repair procedures under any resulting contract. Failure to follow approved procedures would warrant repeat of the testing defined in the Fabrication Specifications. Provided approved procedures are followed and the remanufactured/repaired TWTs meet requirements, repeat of this testing will not be required

e) Offerors should include a discussion of any significant achievements and explain any Past Performance problems that it considers relevant to the proposed efforts. Offerors should also discuss past and present efforts to identify and manage program risk.
f) For the purposes of this solicitation, recent contracts are defined as those on which performance occurred during the last three (3) years. In determining relevancy, the offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. The offeror must detail (if using the “related technology” as a reference) how the “related technology” is applicable to the solicited effort. Should the offeror not explain how the related technology is applicable, the reference may not be considered relevant. If an offeror has no current or relevant past performance information, they should so state that in this volume.
g) Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE
ACCEPTED.
V. Price Proposals (Volume III)
a) Price will be evaluated. Certified Cost or Pricing Data will not be required if adequate competition exists. If the Government determines that adequate competition was not obtained and/or if the total evaluated price cannot be deemed fair and reasonable, the Government reserves the right to request cost or pricing data (certified or data other than certified) and to evaluate such data utilizing the proposal analysis techniques delineated in FAR 15.404-1 as deemed appropriate. DFARS 252.215-7008, Only One Offer may be invoked if applicable.
b) The offeror shall submit as Volume III a cost/price proposal. No Technical or Past Performance information shall be submitted as part of the cost/price proposal.
c) The Offeror’s proposal should represent its best efforts to respond to the solicitation. Any inconsistency between promised performance and the proposed cost/price must be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for an abnormally low estimate, the nature of these techniques and the impact on cost or price shall be explained; or, if a corporate policy decision has been made to absorb a portion of the estimated cost/price, that must be stated in the proposal.
Any inconsistency, if unexplained, may raise a fundamental question of the Offeror’s understanding of the nature and scope of the work required and may adversely impact the evaluation of the Offeror’s proposal.
The burden of proof as to cost/price credibility rests with the Offeror. Unrealistically low costs/prices may indicate an inability to understand requirements and a high risk approach to contract performance. The Offeror shall describe how the quantity price breaks are derived, escalation utilized, and the basis for the escalation in Volume III of the proposal.
d) The Offeror shall submit pricing in the Section B pricing matrices for all priced CLINs, including all quantity ranges, when applicable. The proposed prices for production CLINs shall be inclusive of all fabricating, testing, and inspection of the solicited item. The contractor may propose quantity break different than those listed in Section “B” if more advantageous to the Government.
e) Unbalanced Pricing. If the Offeror's unit prices appear unbalanced when comparing from ordering period to ordering period and quantity range to quantity range, the Offeror shall provide documentation, including calculations and supporting rationale, explaining the apparent unbalanced pricing.
f) Offerors shall propose prices for the five year period, assuming any contract(s) awarded may be awarded as late as the date of proposal validity expiration. Pricing for year one shall be for a period from the date of award to 365 days after award. Pricing for years two, three, and four shall be for subsequent 365 day periods.
EXCEPTIONS
Offerors are not encouraged to take exceptions to this solicitation, however, any exceptions taken to the specifications, statement of work, performance work statement or terms and conditions of this solicitation shall be explained in detail and set forth in a cover letter as well as in the cost proposal. Offerors are to detail the particular section, clause paragraph and page to which they are taking exception.
