d. Tube Design Drawings
e. Procedures (inclusive of automated testing software)
f. Work Instructions
The Government may review the product baseline at any time.
3.1.2 CONFIGURATION CONTROL – ECP, WAIVERS, DEVIATIONS
Naval Surface Warfare Center (NAVSURFWARCENDIV) Crane, before implementation, shall approve all Engineering Change Proposals (ECPs).
Naval Surface Warfare Center shall approve all Waivers, and Deviations. (A005, A006, A007, A008)
Only an approved Engineering Change Proposal (ECP) shall change designated product baseline documents. ECPs shall be submitted in accordance with the Contract Data Requirement List (CDRL)
(DD FORM 1423).
Any ECP to a piece-part, subassembly, or assembly, which changes the design, material, process, or lessens tolerances, shall be reported in the product baseline documents.
Class I ECPs shall be defined as any change to the configuration item which affects form, fit, function, safety or cost. All Class 1 ECPs shall be tracked to serial number effectivity.
Class II ECPs shall be defined as any which does not meet the definition of a Class I ECP and affects any document within the product baseline. A report shall be submitted quarterly summarizing the Class II ECP’s approved. Class II ECPs shall be further categorized as tracked or non-tracked. Class II tracked ECPs shall be tracked to implementation date affectivity. If a Class II ECP has no potential impact on tube life or performance, that ECP shall be categorized as non-tracked.
3.1.3 CONFIGURATION STATUS ACCOUNTING
The contractor shall maintain a configuration status accounting system which identifies the status of changes to the baseline and the status of implementation of approved changes. The contractor shall provide the visibility to identify the released design configuration (as-built) versus the as-designed configuration.
3.1.4 DRAWINGS
The contractor shall develop remanufacturing processes, which shall be made available to the Government for on-site audit purposes. These remanufacturing processes shall be retained by the contractor and include the following information: engineering drawings and associated lists which provide engineering definition sufficiently complete to remanufacture and maintain quality control of the item(s) to the degree that physical and performance characteristics interchangeable with those of the original design are obtained without resorting to additional product design effort, additional design data, or recourse to the original design. Engineering drawings shall include details of unique processes when essential to repair process, performance ratings; dimensional tolerance data critical manufacturing assembly processes and sequences; input and output characteristics; diagrams; mechanical and electrical connections; physical characteristics, including form and finish; details of material identification;
inspection, test and evaluation criteria; necessary calibration information; and quality control data.
3.1.5 SERIALIZATION
The contractor shall assign unique part numbers for the repaired or remanufactured tubes, at their discretion, to the Output Traveling Wave Tubes, the Driver Traveling Wave Tubes, and the Sidekick Output Traveling Wave Tubes. Repaired or remanufactured items shall be assigned the same serial number as when received with the addition of the repair record numbers. The repair record shall indicate the number of exhaust cycles as repair attempts the item has been subjected to, i.e., the first repair should be serial number plus R1, second repair serial number plus R2, etc. The R suffix shall be indicated on all paperwork, records, documents, etc. associated with a particular item. The R suffix shall be labeled on the TWT.
3.1.6 UNIVERSAL IDENTIFICATION (UID)
UID shall be used/implemented by the contractor in accordance with MIL-STD 130N Construct #2.
Labels may consist of Human readable interface (HRI) and Machine readable interface (MRI).
3.2 QUALITY SYSTEM
The contractor shall have a quality system in accordance with or is modeled on ANSI/ASQC 9001-2008.
3.2.1. RECEIVING INSPECTION OF CONTRACTOR PURCHASED MATERIAL
Evidence of inspection of contractor purchased material shall be maintained for Government review, for a minimum of twelve (12) months, following acceptance of the contract end item (TWT).
3.2.2. NON-CONFORMING MATERIAL
Authority is delegated to the contractor to scrap or rework non-conforming material to conform to applicable drawings or specifications. The contractor shall maintain a file of these actions and it shall be available for NAVSURFWARCENDIV Crane to review upon request. Such material shall be subject to configuration control procedures.
3.2.3 MATERIAL REVIEW BOARD (MRB)
Formal MRB authority for disposition of “Use-As-Is”, waivers or deviations is retained by NAVSURFWARCENDIV Crane and controlled in accordance with paragraph 3.1 of this SOW. The contractor shall maintain a complete file of MRB actions for a minimum of one (1) year. This file shall be made available to NAVSURFWACENDIV Crane representative(s) for review upon request.
3.2.4 CONTRACTOR PROCESS PROCEDURES
The contractor shall have inspection, initial test, factory acceptance testing and repair procedures approved by NAVSURFWARCENDIV Crane, which will be made available to NAVSURFWARCENDIV Crane representative(s) for on-site review purposes. Failure of the contractor to follow approved procedures may warrant repeat of the testing. (A003 and A004)
3.3 REVIEWS OF CONTRACTORS
The Government reserves the right to perform quality and configuration management audits to verify the contractor’s compliance with the established program. The Government may come to the vendor’s facility on a 6-8 month interval basis for an Integrated Program Review (IPR) visit or program review for a planned duration of 1 day per visit.
The meeting would provide the most current program status, shipments vs. contract requirements, review any ECP’s that have been approved or are in process since the last review and address any program concerns. As stated in SOW paragraph 3.1, a review of the configuration management system is appropriate and shall consist of, but not limited, evaluation of records, engineering change order documentation, product baseline documentation, procedures and processes. The contractor shall be notified in writing of deficiencies found during these reviews and shall be given a specified period of time to correct such deficiencies. Failure to correct these deficiencies may warrant withholding of acceptance of the contract end item (TWT). Reviews are planned at 6-8 month intervals, however, the Government reserves the right to either increase or decrease frequency based on technical need, cost or programmatic concern.
The contractor will maintain a BOM for the production of the TWT’s and will maintain the tube design drawings and the procedures (inclusive of automated testing software) under document control. The contractor will maintain BOM information for new production products that will provide component part number, description, a baseline revision from date of contract and current revision being used.
These reports may be provided on a quarterly basis. The contractor will maintain information regarding ECP’s and their effectivity dates. The vendor’s manufacturing processes will be maintained throughout the duration of this contract. The information does include engineering drawings and associated lists to provide definition sufficient to complete the manufacture and quality control of the items that are being remanufactured.
3.4 CONTRACTOR TESTING
The contractor shall test TWTs, as a minimum, in accordance with those tests listed in Table III, QCI-1 of the specifications (Attachment 4, Attachment 5, and Attachment 6 in Section J). The contractor shall prepare test reports showing completion and results of the tests performed as required by Section 2.2.
A copy of the test reports required for each deliverable unit shall be shipped with the unit. (A003)
3.4.1 ORIGIN ACCEPTANCE
TWTs may be verification tested in accordance with NAVSURFWARCENDIV Crane test procedures to determine that all units comply with the requirements of specifications stated in paragraph 2.2. The Testing performed at NSWC Crane does not relieve the contractor of its responsibility for full compliance with all requirements of the SOW/Performance Specifications.
3.5 PROGRAM MANAGEMENT
The contractor shall appoint a central point of contact (POC) for the contract. The POC shall serve as a contact for compliance with contract requirements and specifications.
In addition, the contractor shall provide monthly status reports regarding contractual efforts. Reporting at progress reviews will not relieve the contractor of the requirements to submit a monthly status report (A002).
