SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RESPONSE TO INDUSTRY (2)
Q: Reference Performance Specification paragraph 3.4.5. The specification lists modes for Low and High power, and a third mode for training purposes. Where the specification states the need for a third mode for training, what is the expectation for the Low Power mode? In other words, what are the safety and/or performance requirements for the Low Power NIR Pointer? What are the lock out expectations for the Training Mode?
A: The PAL NIR Pointer must be sufficient to view the laser point on targets as defined in the performance specification paragraph 3.4.5. The long range of the PAL system (especially the objective pointing ranges) may create a scenario where long-range pointing in High Power mode is too bright to use effectively at shorter ranges. Low Power mode provides an additional operational mode for short to medium range. The Government did not define the method by which Industry should implement their training mode, so it is not possible to define lockouts. In general, the training mode should require deliberate action to enter, and deliberate action to exit.
Q: With the PAL submission date for proposals and product samples quickly approaching does the Government plan to issue an amendment officially changing Attachment 5 from Revision C to Revision D under the published solicitation? If not, does the Government plan on correcting the inconsistencies in the PAL Performance Specification (references Rev D for the ICD) and Attachment 5, (Revision C for the ICD)?
A: The RFP was amended on 11 March 2019 to replace Revision C with Revision D.
Q: The PAL operational concept, through the use of integral laser rangefinder/ballistics solver/environmental sensor suite is to improve probability of hit when using precision weapons/ammunition and not all ballistic solvers and environmental sensor suites are alike. How does the Government plan to test and validate probability of hit and compare offerors product samples performance? What live fire weapon testing is planned as part of the evaluation?
A: Precise test plan will not be disclosed. However, the product samples will be tested based on the performance specifications.
Q: For the LRF Performance Range Requirement and VA TEP under Section M, can you please clarify what is the pass/fail criteria for LRF range performance for engaging targets at various ranges?
A: The Offeror is expected to explain how the build tolerances described for the parameters in section 3.5 of the performance specification result in a certain amount of energy on target. Furthermore, the Offeror should explain how that level of energy on target will result in a range measurement by their proposed solution. The Government will test the product samples in the laboratory and on the range to ensure compliance with the performance specification and proposed build tolerances. Offerors are instructed to, “Provide measurement data in accordance with performance specification section 3.5, and describe the manufacturing tolerances you will use during production to ensure compliance with PS paragraph 3.4.11 and section 3.5. Use these measurements and descriptions, which will be reviewed by engineers and scientists, to validate the range performance proposed in paragraph 3.4.11.” The Government will verify that the product samples delivered are within the manufacturing tolerances proposed. The Government will verify that the product samples delivered can successfully range to a man-size target as defined in performance specification paragraph 3.4.11.
Q: In the Performance Specification under 3.3.13. Ballistics and Environmental Sensor/Processor, it states The PAL ballistic processor shall be able to compute firing solutions from a bullet inventory using G1, G7, and available custom ballistic coefficients. (T). Please clarify if these "available custom ballistic coefficients" are Government Furnished Information or supplied by the offeror/contractor?
A: The available custom ballistic coefficients are meant to be for the end user to customize based on new bullet information that may become available after the PAL is fielded.
Q: One of the reasons previously explained for the LRF objective range is the anticipation of PAL usage on the new USSOCOM Advanced Sniper Rifle, a new powerful long-range precision weapon. The Advanced Sniper Rifle is still in Source Selection; a USSOCOM award has not been made as of this date. Can you please clarify that the US Government is assuming all of the risk, on whether the PAL works with the Advanced Sniper Rifle? Please clarify any cost, schedule and performance changes made to an awardee's PAL based on a post submission/post award Amendment/Modification to add the Advanced Sniper Rifle as a weapon to work with the PAL will be completely borne by the US Government? In addition, please clarify how the U.S. Government plans to evaluate PAL best value for a weapon, ASR, not yet selected.
A: While there are obvious risks associated with parallel procurements and the PAL is a laser meant to support snipers, the PAL RFP cannot require interface on a weapon that does not currently exist. The ASR is a future sniper rifle and the PAL will probably be mounted to the ASR at some point in the future. The PAL must survive endurance with multiple weapon systems and it is our belief that those weapon systems will provide worst-case shock for the system, reducing risk to the program. The Government is assuming the risk of the interoperability between the PAL and the ASR. The Government evaluation is delineated in the RFP.
Q: PS 3.2.7 Multi-Function Remote includes an Objective for an optional wireless remote. Yet, there does not seem to be any CLIN to include a priced wireless remote. Should offerors include the optional wireless remote in their PAL unit price? If so, how does the Government plan to evaluate the extra equipment needed to program / pair such multi-function wireless remotes, especially under the case it uses proprietary protocol. If an optional wireless remote is not included in the base price where is the CLIN for price submission? Please clarify, how the price of a wireless remote option will be considered in the VA TEP?
A: Offerors who choose to propose to meet the wireless multi-function remote as listed in PS 3.2.7 would have the ability to include the remote (and any other associated item) in the PAL price. A firm could propose, and price, a PAL with and without the remote. The wireless multi-function remote, if offered, would be paired using the instructions provided in the proposed Operator’s Manual. There will be no value adjustment for offering a wireless remote.
Q: There are concerns with how the ICD for Weapon Mounted Ballistics Calculator and Micro-Displays requirement under the PAL solicitation is being handled and communicated to/with Industry. Is an outside Government MSD-ICD Working Group authorized to act on behalf of the Naval Surface Warfare Center Crane Contracting Office to issue changes for the PAL solicitation Attachments? Are we as a PAL potential offeror supposed to accept this document transmitted to us from the Government MSD-ICD Working Group as an official Amendment change to the Naval Surface Warfare Center Crane PAL solicitation Attachment 5, on behalf of the Naval Surface Warfare Center Crane Contracting Office?
A: The Government has not authorized any outside group to make changes to the PAL RFP. All changes to the PAL RFP, including attachments to the RFP, are published via amendments to N00164-19-R-JQ56. The RFP was amended on 11 March 2019 to replace Revision C with Revision D.
Q: Why were some aspects of PS paragraph 3.3.13 Ballistics and Environmental Sensor/Processor changed from the draft PS released with the RFI, to the final PS released with the RFP?
A: As part of market research the Government shared with industry its draft performance specification. The draft performance specification evolved over time in accordance with the approved requirements document following clarifications from the user community.
Q: Is the Government aware of issues with a Government-funded ballistic sensor/processor being produced by Precision Targeting in partnership with Applied Ballistics.
A: The Government is aware of the current issues with the ballistic sensor/processor. Those are being worked with solutions scheduled well before the PAL RFP closing date. Consequently, the RFP closing date remains unchanged.
Q: USSOCOM issued a RFI in 2017 for a single system (P-VPS/PAL) with 2 separate components, P-VPS and PAL, combined together. At present, the P-VPS and PAL are separate procurements and timelines, which places greater Risk (Cost, Schedule, and Performance) on to the Government for Interoperability when combining P-VPS and PAL with one another, wired and wireless. Is the Government aware of this apparent strategy change?
A: This strategy of procuring a laser separate from a scope was intentional, and is to the advantage of the end user. This allows the Government to procure the best value PAL laser from a laser company, and the best value AP-VPS scope from a scope company. The MSD-ICD was utilized to ensure the laser and scope would interoperate. This strategy allows the Government to avoid potential shortcomings of industry relationships and which company is willing/able to partner with which other company.
Q: Why is the PAL Performance Specification absent a Weight Objective? Is weight important?
A: Weight is important to the Government as evidenced by the threshold weight within the performance specification. Objectives are included to signal to industry which requirements within a performance specification add value to a proposed solution. The Government did not include an objective weight within the performance specification in order to signal to Industry that the priority should be given to other requirements within the performance specification.
Q: Why is the maximum Objective range of the PAL 2500 meters?
A: The requirements document requires the LRF to detect a man-sized target 500 meters beyond the effective range of the host weapon. The performance specification allows for integration onto future weapons with effective range up to 2000 meters.
Q: The PAL Performance Specification PS 3.2.7 includes an option for a wireless multi-function remote, which is not counted in the PAL weight (PS 3.3.1). It appears the multi-function remote price option is not part of the price evaluation. Can you explain the best value consideration?
A: Offerors who choose to propose to meet the wireless multi-functional remote as listed in PS 3.2.7 would have the ability to include the remote (and any other associated item) in the PAL price. A firm could propose, and price, a PAL with and without the remote.
