SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RESPONSES TO INDUSTRY
Q: Is it acceptable to submit product samples where the user interface differs from the proposed solution (such as a change to the exterior). It does not change capability and all PAL requirements will be satisfied.
A: It is acceptable, however, it adds a layer of risk to Crane and the End User and it runs the potential of being considered in the technical evaluation as a weakness associated with Offeror’s proposal. The amount of risk is of course associated with just how much the interface differs from the product sample to the contract deliverable and how it impacts the operator's ability to evaluate the submitted product sample.
Q: PAL Performance Specification section 3.4.2, Visible Pointer Power - Is it acceptable to propose compliance with this requirement based on testing against a standard rifle zero target?
A: The range at which the operator can view the laser point will be determined using white printer paper as the target.
Q: The VATEP table increases from 1,000 meters in increments of 500 meters, but stops at 2,500 meters. Is there any additional value to a system capable of ranging to 3,000 meters?
A: No. The maximum value provided by the VATEP table is for a system exceeding 2,500 meters. An offeror who proposed to meet all the threshold requirements and proposes a LRF of 3,000 meters would receive a Value Adjusted credit of $4,000/ea. For simplicity purposes, suppose that offeror proposed $10,995 per system for all quantities and all years, the Government would then multiply its most likely ordering quantities by $6,995/ea ($10,995 - $4,000 = $6,995) to derive a VATEP for that offeror.
Q: Please clarify, in our reading of MIL-STD-810G, this reads that the max operating temp is actually +71C. MIL- STD-810G says "As soon as the chamber instrumentation indicates this temperature has been reached, operate the test item in accordance with the approved test plan". Should we interpret "chamber instrumentation" as "test article instrumentation"?
A: For clarification of terms and temperatures, this is a summary of how the Tactical Standby to Operational test works:
‐ Ramp to +71C at 3C/minute.
‐ Soak.
‐ Ramp down to +60C at no slower than 2C/minute.
‐ When temperature chamber has ramped to +60C (ambient surrounding PAL), operate the PAL.
Q: How will the benefit of objective performance of the DMC be evaluated?
A: Best value evaluation.
Q: In order to be compliant with the FDA regulations when delivering class 3b laser product samples, industry is required to have an exemption letter. We would like to request any necessary documentation required from industry to ensure timely delivery of the exemption Letter.
A: Prior to 29 March 2019 any potential offeror must submit the completed “21 CFR Compliance Checklist Form fillable.pdf” to the contract specialist. At the same time, the offeror shall submit the Model Number of the product samples they plan to send as part of their offer. This will allow the Government to generate a provisional military exemption letter for the offeror.
Q: On page 84 the USG states "ELECTRONIC SUBMISSIONS OF OFFERS, TO INCLUDE NECO, E-MAIL AND FAX, IN RESPONSE TO THIS SOLICITATION ARE NOT ACCEPTABLE." However, on page 86 (d) Volume II- Written Technical Proposal (5.) the USG states electronic and hard copies are to be provided. Can the USG please provide clarity on electronic submission requirements and which sections are required to be submitted electronically (if any)?
A: Electronic copy of each Volume should be provided on CD-ROM per the RFP Section L. The contents of the electronic copy should match that of the hard copy.
Q: Referencing PS 3.9.13, Electromagnetic Radiated Emissions, will Bluetooth transmission be turned off during testing?
A: The tester will use the provided instructions to deactivate Bluetooth prior to testing for Electromagnetic Radiated Emissions.
Q: The SOW states that a post-award conference shall be held within 30-90 calendar days after contract award. Is initial contract award considered to be “receipt of order” on the first 30-unit delivery?
A: No, contract award is considered as the date the awarded contract is signed. The Government may or may not place a delivery order at the same time as contract award. The post-award conference shall be held within 30-90 calendar days after the contract is signed regardless of whether or not a DO has been placed.
Q: Will each CLIN be called out individually on the order for delivery or is it assumed upon first order of the initial thirty that all supporting CLIN deliveries i.e. 401, 402, 403, 501, 502, 503, 504 are on order and the delivery date countdown begins?
A: Delivery orders will explicitly state CLIN, quantity, and dollar value. It is NOT assumed that the first order will include CLINs 401, 402, 403, 501, 502, 503, and 504.
Q: RFP Section L(d)3 (pg. 86): The first sentence of this paragraph indicates there is no page limit to the Performance Specification/Statement of Work Compliance Matrix. The last sentence of this paragraph states that the Performance Specification/ Statement of Work Compliance Matrix is included in the page count. Is the Performance Specification/Statement of Work Compliance Matrix to be included in the Volume II page count of up to 100 pages, or can it be provided as an appendix within Volume II?
A: The PS Compliance Matrix and SOW Compliance Matrix are not limited to a certain number of pages.
Volume II, however, is limited to 100 pages. The PS and SOW matrices are counted as part of the Volume II page count. For example, if the PS Compliance Matrix is 6 pages, and the SOW Compliance Matrix is 5 pages, then that will leave 89 pages within Volume II. The RFP states, “The matrix shall cross-reference the Performance Specification and Statement of Work by paragraph number and title to facilitate Government verification that all items have been addressed. Technical explanations/discussions should not be repeated in the matrices, but they should instead act like a checklist/index.” It is the Government’s expectation that these matrices act as a checklist, referencing the PS and SOW by paragraph number and title only, and thus the matrices should remain concise.
Q: REF Section L(b), table (pg. 84 & 85): The table indicates the Past Performance Proposal is Volume III. Page 89, number 1 states that the Past Performance Proposal shall be submitted as part of Volume II. Is Past Performance to be submitted as Volume III or within Volume II?
A: Past Performance shall be submitted as Volume III. There was a typo in bullet 1 under “(e) VOLUME III
– Past Performance Proposal and Matrix”.
Q: Reference Section L(b), table (pg. 84 & 85): The table specifies a 15-page limit to the Past Performance Volume. Page 89, number 1 states that the Past Performance Proposal shall be no more than 10 pages for the narrative, not including the Past Performance Matrix and Questionnaire. Please clarify the page count for the Past Performance Volume.
A: The page limit for Volume III is 15 pages.
Q: RFP, table at the bottom of Page 6, indicates a maximum quantity of 2500 CLIN 0200 (PAL Production) can be purchased through a resultant ID/IQ award. The Pricing Matrix on page 8 for CLIN 0200 appears to limit the contract maximum to a total of 2000, as ranges can be proposed up to 400 for Years 1-5. Please clarify if Industry is authorized to propose higher than 400 per year for CLIN 0200.
A: Quantities stated in the RFP are correct. The USG does not anticipate any orders exceeding 400/ea but may place more than one order in a year thus the contract maximum quantity of 2,500 could be ordered over the five-year contract. Furthermore, the contract ceiling is projected to be $37.5M and the Government may exceed the 2,500 MAX QTY listed the IDC Constraints table but will not exceed the $37.5M maximum contract value.
Q: RFP, Page 9, Pricing Matrix for CLIN 0602 TT&E: Is Industry to propose a single TT&E price for each of the years (Years 1-5)? Can the Government elaborate as to what must be included within the TT&E price, as the referenced SOW paragraph (3.7.3) doesn’t specify? There can be numerous TT&E “purchases” by the Government per year, correct?
A: Yes, the expectation is that a single Test, Teardown and Evaluation (TT&E) price will be priced yearly.
Offerors have the freedom to include quantity price breaks as well. For instance, an offeror may reply to the PAL RFP with CLIN 0602 TT&E pricing for quantities 1-5, 6-10, 11-20 etc. Vendors are free to provide what they normally include in Test, Teardown and Evaluation and price it accordingly providing the TT&E proposed meets the requirements delineated in SOW paragraph 3.7.3. The Government may make more than one TT&E purchase per year.
Q: RFP, Pages 29-31, G-232-H002 Payment Instructions And Contract Type Summary For Payment Office (NAVSEA) (Jun 2018): As stated in the header of the table on page 30, this clause G-232-H002 appears to be “For Government Use Only”. Request this clause be removed from the RFP, as it is confusing for Industry and clause 52.232-1 Payments is already contained within.
A: This clause is required by our contracting authority. It is used to assist the payment office and will not be removed from the RFP.
Q: RFP, Page 85, states that hand delivered proposals will not be accepted. Will the Government reconsider its position and allow Industry the opportunity to hand deliver proposals (both written and product sample hardware) directly to Crane?
A: Crane’s position is unchanged. Hand deliveries will not be permitted.
Q: RFP, Section L, Volume II Written Technical Proposal: Is it acceptable for the QA Plan, ISO certificate of compliance, and the Inspection and Acceptance Test Plan to be provided as attachments outside of the page count requirements? Is it acceptable for the Configuration Management Plan to be provided as an attachment outside of the page count requirements? Is it acceptable for the copy of the Engineering Change Proposal Procedures/documented process to be provided as an attachment outside of the page count requirements? Is it acceptable for the System Operation and Maintenance Manuals to be provided as an attachment outside the page count requirements?
A: QA Plan, CM Plan, ECP process, and Operation and Maintenance manuals can all included as attachments. The QA Plan, CM Plan, ECP process, and Operation and Maintenance manuals will NOT be included in the 100-page count.
Q: Reference Performance Specification, Ballistics and Environmental Sensor/Processor (3.3.13) – Is there a required or government preferred ballistics computing software (e.g. Applied Ballistics (AB))?
A: There is no required or Government-preferred ballistics computing software.
Q: Reference Performance Specification, External Display of PAL Information (3.3.15)- Is there a required or preferred method of wireless data transmission (e.g. BT 4.0, BLE 4.2, BLE 5.0)?
A: This paragraph of the performance specification states, “... wireless solution, if offered, shall comply with the ICD for Weapon Mounted Ballistic Calculators and Micro-Displays, Rev D. (T)”.
Q: Has there been any extensions requests or changes to the bid sample delivery deadline line of 1400 on 30 April?
A: We cannot disclose information from other potential Offerors. There has not been a change to the RFP close date.

Contractor shall inform the Contracting Officer of any planned or actual sales and international export to foreign concerns/governments of the same/very similar items procured on this contract.
It shall state:
Solicitation Number (N00164-19-R-JQ56) Commercial and Government Entity (CAGE) number, Duns Number, Taxpayer Identification Number (TIN), Name, address and telephone number of the cognizant DCMA Office (can be found at http://www.dcma.mil/ ) Proposal validity through 30 September 2019.
Names, telephone numbers and email addresses of persons authorized to conduct negotiations, as well as the names of the official authorized to bind the offeror’s organization shall be clearly identified, Any exceptions taken to any requirements of the solicitation, to include but not be limited to technical exceptions, clauses and or provisions. The cover letter shall indicate in which volume and on what page of the offeror’s proposal the exception is addressed.
A copy of the offeror’s SAM registration information from the SAM website. This does not count towards the page limitation of the cover letter.
Written concurrence for disclosure of proprietary information to non-Government participants in the source selection process (see paragraph i below).
(d) VOLUME II - Written Technical Proposal.
1. The written technical proposal shall be submitted as Volume II, and shall be no more than 100 pages; plus an executive summary of no more than one (1) page.
2. The technical proposal shall not contain any pricing information.
3. Offeror shall provide as an attachment a Performance Specification / Statement of Work Compliance Matrix (No page limit) to list non-compliance or compliance with the technical requirements to the paragraph in the offeror’s written technical proposal that demonstrates the offeror’s ability to meet the requirements listed in the Performance Specification and Statement of Work. The matrix shall cross-reference the Performance Specification and Statement of Work by paragraph number and title to facilitate Government verification that all items have been addressed. Technical explanations/discussions should not be repeated in the matrices, but they should instead act like a checklist/index. Proposal’s shall indicate (i.e. a “”) if the proposed item will meet the threshold and objectives listed in the specification. This indication of meeting a requirement (either threshold or objective) is binding if the proposal is selected for award; however, for evaluation purposes, proposals that inadequately describe in sufficient detail how the proposal meets the threshold may be deemed a deficiency by the Government; furthermore, for objectives listed in the specification inadequate supporting data may prevent a strength from being assigned for the subject requirement regardless of a “” in the objective column. The attachment (Performance Specification / Statement of Work Compliance Matrix) will be included in the page count.
4. Each technical proposal shall enable Government evaluation personnel to facilitate a thorough evaluation and arrive at a sound factual-based determination as to whether or not the proposal will meet the Government’s requirements. Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate the degree of the prospective contractor’s knowledge and understanding of the requirements. The technical proposal shall be used as a method to determine if the proposed solutions to technical problems are valid and practical. Statements that paraphrase the Specification and/or Statement of Work or attest that "standard procedures will be employed” are inadequate to enable the Government to evaluate and do not allow the Government to determine if the proposal complies with the requirements of the SOW or Specification.
Unsupported promises to comply (i.e. checking a requirements matrix to indicate compliance with a threshold requirement) with contractual requirements will not be sufficient. Failure to thoroughly describe (i.e. test data, test methods, design/drawings, etc.) how the proposed items meets a requirement will result in a negative evaluation in regards to the subject requirement. If the technical proposal is deficient in supporting data, the Government may assign a deficiency for the subject requirement regardless of any indication in the requirements matrix of conforming to the subject requirement. Proposals must contain supporting rationale for any statements related to proposed performance. No assumptions will be made by evaluators regarding areas that are not addressed in the Offeror’s written proposal.
