About this file

This document contains a federal solicitation for build-to-print machine shop requirements and industry questions related to the solicitation. The solicitation seeks proposals for machined parts to support armed helicopter weapons systems and various ground and air activities for the U.S. Navy. Requirements include fixed forward firing weapons and interface unit automatic data processors. The agency intends to award multiple firm fixed-price, five-year IDIQ contracts with five one-year options. Drawings will be provided for known repetitive requirements. Emergent requirements may be ordered under a build-to-print line item through future competitions. Deliveries are required within 90-240 days of order date. Proposals are due by March 27, 2019 and must include one product sample built to the provided drawing. This opportunity is set aside for small businesses. The agency will make awards to offerors providing best value based on technical capability, past performance, and price.

The following items are applicable to this modification:

SUMMAY OF CHANGES

INDUSTRY QUESTIONS:

Question: On capability, does a company need to list the machines (lathes & mills etc), measuring equipment, certifications etc….? Is it ok to use excel for this?

Answer: A firm’s proposal should include the information referenced (i.e. machines, certifications, etc). The format is not specified and as such excel is acceptable. Please note that all information should be thorough enough for the Government to perform a meaningful evaluation of a firm’s proposal.

Question: What are the columns under Option Years for?

Answer: As these are priced option years, please complete with your prices for those years.

Question: Is the VCD to be used for examples of past performance?

Answer: The RFP details how the past performance (Vol III; Factor II) of the proposal shall be submitted. A firm’s VCD may use example(s) of past performance that illustrates a firm’s capabilities. However, the VCD should not be used in lieu of a past performance volume.
