STATEMENT OF WORK
STATEMENT OF WORK (SOW) FOR
REPAIR, OVERHAUL, AND OVERHAUL SUPPORT OF RADAR SYSTEMS
30 May 2018
1. SCOPE/BACKGROUND
1.1. SCOPE: This statement of work (SOW) defines the requirements for overhaul and repair, including, but not limited to system disassembly, system reassembly, acquisition and replacement of designated mandatory parts, paint/coating removal, painting/coating preparation and application, physical repair, quality assurance inspections, test support, subassembly repair, technical support, and safe transport of antenna systems and components to/from NSWC Crane, the contractor and subcontractor facilities for the radar antenna systems in the Radar Restoration Program for AN/SPS-48, AN/SPS-49, AN/SPS-67(V)1, AN/SPS-67(V)3/5, AN/SPQ-9B, AN/SPS-40 and AN/SPS-73 in support of United States Navy (USN), United States Coast Guard (USCG), and Foreign Military Sales (FMS) radar systems. This SOW defines the requirements for the paint/coating removal, painting/coating preparation and application, minor physical repair, and safe transport of the antenna systems and components to/from NSWC Crane, the contractor and subcontractor facilities for the following antenna systems in the Radar Restoration Program:
AN/SPS-55, AN/SPS-75 and AN/SPS-77 in support of United States Navy (USN), United States Coast Guard (USCG), and Foreign Military Sales (FMS) radar systems. Additional overhaul, coating, shipboard system installation and removal, and technical support services for the aforementioned systems also form a part of the requirements.
1.2. BACKGROUND: Operation and sustainment for deployed radar antenna systems in the United
States Navy (USN) Fleet is essential to mission readiness. The Program Executive Office, Integrated Warfare System (PEO IWS 2.0), Washington, DC manages and executes the Radar Restoration Program through NSWC Crane, Radar Technologies Division.
Contractor support is used primarily for system disassembly, system reassembly, acquisition and replacement of designated mandatory parts, paint/coating removal, painting/coating preparation and application, physical repair, quality assurance inspections, test support, subassembly repair, technical support, and safe transport of antenna systems and components to/from NSWC Crane and the contractor/subcontractor facilities. Mandatory replacement parts consists mainly of common hardware items such as screws, washers, bolts, nuts, insulators, O-rings, gaskets, terminal lugs, etc. Physical repair includes dent/scratch repair, corrosion repair, welding, and precision machining or fabrication of one of a kind parts. NSWC Crane performs the complex system level Radio Frequency (RF) and performance testing for these systems with support from contractors on site at NSWC Crane. The contractor performs minimal RF testing during system evaluation and system reassembly.
2. APPLICABLE DOCUMENTS
The following documents form a part of this SOW to the extent described herein. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.
