SUMMARY OF CHANGES

SECTION 1.0 - SCHEDULE/INSPECTION & ACCEPTANCE/DELIVERY

The required response date/time has changed from 06-Mar-2018 12:00 PM to 20-Mar-2018 02:00 PM.

The following have been added by full text:

RESPONSE TO VENDOR QUESTIONS

CQS response questions

52.212-1, Addendum 2 and 52.212-2, Addendum 3 have been updated to resolve all questions regarding the instructions to offerors and evaluation of proposals.

All attachments were posted on February 2, 2018 to fbo.gov under file 18RJQ26_sol_att.zip

Where should the delivery data referenced in Addendum 2.0, be cross referenced on the matrix.

The offeror shall address the capability to meet delivery schedule in the response to paragraph

3.1 of the statement of work.

Regarding the 60 day extension for color change:

The offerors were notified a minimum of four times about the requirement of the CQS being non-black well in advance of the request for proposals. A draft copy of the specification was released with two RFIs; one on Oct 13, 2016, and another on Dec 07, 2016. Additionally, in-depth discussions were held with the potential offerors during SHOT Show in January of 2017 and again during the SHOT Show in January of 2018, where the requirement for non-black color was a topic of discussion.

Please define the Essential Functions and Failure Definitions for the CQS.

Please provide specific section or area of the RFP that is in question, so the Government can provide the best response.

Will the Govt be using the Class I, II, and III failure definitions or will they score them as Non- Essential Function Failures (NEFF), Essential Function Failure – Operator Correctible (EFFOC), and Essential Function Failure – Non-Operator Correctible (EFFNOC)?

Please provide specific section or area of the RFP that is in question, so the Government can provide the best response.

Does the Govt provide Scoring Criteria for Test Peculiar failures (Test Equipment induced Failures) or Training failures (not following operating procedures).

Please provide specific section or area of the RFP that is in question, so the Government can provide the best response.

Will the Govt provide a copy of the Failure Definition Scoring Criteria (FDSC)?

Please provide specific section or area of the RFP that is in question, so the Government can provide the best response.

Para 3.5 – Is this optical centerline of the viewing window or when the reticle is centered in its horizontal and vertical travel?

--Paragraph 3.5 Optical Centerline. Regarding this specification only, the optical centerline refers to the optical centerline of the viewing window.

Para 3.21 – The optical centerline of the optic may not be parallel to the bore.

--Paragraph 3.21 Zero Adjustment Range. Regarding this specification only, the reticle will be centered in the window of the sight before measuring the zero adjustment range.

Para 3.22 - Adjuster Tracking We question if this is specification is written correctly for a red dot sight, not a rifle scope. We utilize a aspherical (curved) lens which may cause the adjustments to appear to move in a parabolic fashion. The aspherical lens is the key component that provides the superior optical performance. We could modify our product to meet this requirement, but it would reduce optical performance.

--The specification is written as intended.

Para 3.50 – Two thresholds are listed. One states no malfunction or degradation of performance up to 35,000 ft. and the other states up to 25,000 ft. Both are listed as (T) while 50,000 ft. is listed as the objective.

--Correct. One threshold is following exposure and one threshold is during exposure.

Para 3.50 – Please define what constitutes a failure under the definitions of “malfunction, damage, or degradation.” These terms appear vague and open to interpretation.

--Anything that results in the sight failing to meet a threshold in the performance specification.

Para 3.51 - The MIL-STDs listed state what the CQS will be exposed to, but again the terms “malfunction, damage, or degradation” are unclear. Please define.

--Anything that results in the sight failing to meet a threshold in the performance specification.

Para 3.59 – MIL-STD 810G (Change 1) States “ Tailoring is essential. Select methods, procedures and parameter levels based on the tailoring process described in Part One, paragraph 4.2.2, and Annex C.” How are the test methods tailored to a Close Quarter Sight? What are the durations for the test methods described in 514.7? Will the optic be attached to the weapon during vibration testing? Will the optic be packaged when carried as cargo in Categories 7, 8, 9 and 10?

The government will tailor test procedures to best accomplish the test purpose (see MIL-STD- 810G Ch1, Annex A, paragraph 2.1), and to be as realistic as possible (see Annexes B-E).

Refer to METHOD 514.7, ANNEX C, for possible configurations, variation, orientations, and durations of the vibration testing.

Please review the conflict between 3.7.1.1 and 3.7.1.2. Our question is how can you issue a FRACUS when you have not repaired the unit? Both 3.7.1.1 and 3.7.1.2 should have the same time frame of 30 days?

--No conflict;

3.7.1.1 addresses the contractor has 14 calendar days to evaluate and report to the Government in accordance with CDRL A007.

3.7.1.2 addresses the if the analysis (from 3.7.1.1) shows that a failed unit cannot be repaired and returned in 30 calendar days then it will be replaced.

Cut away products and models will contain contractor proprietary intellectual property. Please define the Intellectual Property Protections that the Government will provide to the contractor for the following CDRL’s:

3.10.3 Non-Functional Units, Cutaways, and Subassemblies:

3.10.3.1 Non-Functional Units:

3.10.3.2 Transparent Housing Units:

3.10.3.3 Cutaway Models: T

3.10.3. 4. Subassemblies:

--Refer to CDRL A018, bullet on Data Rights.

ATT_1_PS17JXWR152_DOS-CQS_Performance Specification, Section 3.9 Clarity and Resolution.

Could the Government please identify whether the following requirement is Threshold (T) or Objective (O):

“A person with 20/20 (corrected if necessary) unaided vision using the CQS shall be able to resolve a USAF 1951 bar target (100% contrast) or four bar equivalent of 1.72 cycles/milliradian (mrad).”

--This is a Threshold.

The solicitation does not specifically state whether the offeror is REQUIRED to submit bid samples and proposal data for BOTH the MAS-D CQS & the MAS-D CM. Can the supplier submit its bid only for the MAS-D CQS?

--The solicitation states “and/or”. Yes the supplier can submit a bid for only the CQS.

If the offeror chooses to submit a proposal and bid samples only for the PS17JXQR152 MAS-D CQS with an offer & pricing to procure an existing COTS Magnifier if awarded the contract, would that supplier receive an unfavorable evaluation?

-- Failure to submit product samples will be considered an incomplete proposal.

Per CQS compliance 3.14, suggests a requirement for a wireless capability. Can the Government confirm that the offeror will still be compliant and meet threshold if the product does not contain wireless device?

--Correct. Wireless is only an objective, non-wireless is considered compliant.

Does the Government require a spiral path to incorporate a wireless capability?

--Not at this time.

The thermal drift spec SOP/16/JXQR/460 doesn’t seem to be included, nor can be found on the provided website for gov’t docs. Can the Government provide a thermal drift/thermal analysis specification (O) or (T).

--Refer to ATT_1_PS17JXQR152_DOS-CQS_Performance_Specification, paragraph 3.16 Thermal Stability for Thresholds and Objectives.

ATT_1_PS17JXQR152_DOS-CQS is being revised to remove reference to this Government Standard Operating Procedure (SOP). This is a Government interal SOP and will not be provided.

PROPOSAL SUBMISSION INSTRUCTIONS—ADDENDUM 52.212-1

1.0 General Information

This provision specifies the organization, format and content of an offeror's technical and price proposals to be submitted in response to this solicitation for evaluation by the Government. The purpose of the instructions contained in this provision is to provide for uniform submission of all offerors' proposals. Uniformity is expected to facilitate Government efficiency and accuracy in the technical and price evaluation and source selection process.

The contents of the offeror's proposal shall be organized to conform to the requirements specified herein.

Requirements for the contents of each of the submitted written technical proposals are identified below. The order of presentation in the offeror's submitted written proposal shall correspond to the order of the Factors and Subfactors discussed below. The content requirements described below address major topics of concern to the Government.

Failure to respond to any of these topics will be consider a "deficiency". Any additional text provided must be relevant and demonstrate capabilities beneficial to the overall requirements described in this solicitation. Each written proposal must be separate and contain sufficient information to permit a detailed evaluation. Previously submitted data, if any, will not be used in the evaluation of your response to this solicitation.

Offerors' technical and price proposal shall be prepared in accordance with the requirements of this provision.

Clarity and conciseness of the material presented may have a bearing upon proposal evaluation. While only relevant material should be included, the material must be complete. Any offeror's experience, capability, knowledge and understanding not specifically described in the submitted proposal will not be assumed to exist by the Government during evaluation.

Full, accurate and complete information shall be set forth in the submissions to facilitate a thorough and timely evaluation by the Government. This will be an acquisition effort utilizing a best value approach. The Offeror(s) product samples and proposals will be evaluated to ensure that their system complies with the criteria listed in the solicitation.

Offerors are cautioned that the Government reserves the right to make award based on initial offers without discussions with offerors. Therefore, it is imperative that the information provided in the offeror's response to the solicitation be complete and accurate and that the prices proposed be the offeror’s best terms. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, if considered necessary by the contracting officer, discussions may be conducted with those offerors determined to be in the competitive range.

THE GOVERNMENT RESERVES THE RIGHT TO REJECT ANY PROPOSAL THAT DOES NOT

COMPLY WITH THESE PROPOSAL PREPARATION/SUBMISSION INSTRUCTIONS.

PROPOSALS SHALL NOT CONTAIN CLASSIFIED INFORMATION.

The information in these separate binders/CDs is subject to all other requirements of the RFP and must be well-marked to clearly indicate any special handling instructions.

1.2 Questions

It is the offeror's responsibility to bring to the attention of the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other solicitation documents attached hereto or incorporated by reference.
