The following have been added by full text:

INDUSTRY QUESTIONS/ANSWERS #2

Question 1:

Reference Evaluation - Factor III Cost / Price.

Reference Statement:

"Total Evaluated Price (TEP). Pricing will be evaluated based upon both an examination of the unit pricing proposed and the estimated delivery order quantities per year, multiplied by the offered price for that quantity range, all years summed for the CLINs 0001, 0003, 0006, 0007, and 0009 plus inclusion of the Not to Exceed Amounts for CLINs 0002, 0004, 0005, and 0008 to arrive at a Total Evaluated Price. Contract Data, CLIN 0009 is "Not Separately Priced"."

Questions:

Please advise the estimate delivery order quantities per year to be used to calculate the total evaluated price.

Will the unit prices or total evaluated price be adjusted to reflect any risk or price reasonableness or any other assessment?

Answer 1:

Estimated delivery order quantities per year will not be provided. The offeror is to provide their best pricing per unit per year in the pricing matrices section of the Request for Proposal. The anticipated contract type is Firm-Fixed- Price.

Question 2:

Reference – Warranty and Non-Warranty Repairs

Question: Will the Commercial Asset Visibility (CAV) system be used for tracking LRU assets at the contractor’s depot for repair? If CAV is not the intended asset tracking system can more information be provided on the required tracking system for LRU assets at the contractor’s depot.

Answer 2:

The Government does not use CAV system for this effort. We are not setting up a depot for repair under this effort.

All repairs will be conducted by the Original Equipment Manufacturer (OEM).

Question 3:

Reference CLIN 0002

Question: Will all spare LRUs be purchased on this contract or will spare LRUs be purchased on separate DLA contracts?

Answer 3:

The Offeror’s proposal must contain a precise description of all terms and conditions of the services and supplies offered and must address all topics described below. The offerors shall describe their proposals, through the use of graphs, charts, diagrams and narrative, in sufficient detail for the Government to understand and evaluate the nature of the approach. In its evaluation, the Government will consider the degree of substantiation of the proposed approaches in the proposal volumes and in response to any discussions if held. The information provided in the proposal shall appear in the same order as outlined herein.

In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person. Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate that the prospective contractor has a thorough knowledge and understanding of the requirements and has valid and practical solutions to technical problems. Statements that paraphrase the Statement of Work or attest that "standard procedures will be employed” are inadequate to demonstrate how the proposal complies with the requirements of the Statement of Work. In determining relevancy, the offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. The offeror must detail (if using the “related technology” as a reference) how the “related technology” is applicable to the solicited effort. Should the offeror not explain how the related technology is applicable, the reference may not be considered relevant. If an offeror has no current or relevant past performance information, they should so state that in this volume.

The Offerors may choose to submit present and past performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation. Offerors are notified that the Government will use the data provided in this volume that is determined to be current and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.
