252.204-7008 COMPLIANCE WITH SAFEGUARDING COVERED DEFENSE INFORMATION CONTROLS

(DEC 2015)

(a) Definitions. As used in this provision--

Controlled technical information, covered contractor information system, and covered defense information defined in clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting.

(b) The security requirements required by contract clause 252.204-7012, Covered Defense Information and Cyber Incident Reporting, shall be implemented for all covered defense information on all covered contractor information systems that support the performance of this contract.

(c) For covered contractor information systems that are not part of an information technology (IT) service or system operated on behalf of the Government (see 252.204-7012(b)(1)(ii))--

VENDOR QUESTIONS AND ANSWERS

Question 1:

On page 53 under the instructions to offerors section (h) states the following:

“(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.”

I was wondering if this means that under CLIN 0001 the Government could award to more than one offeror (i.e one offeror’s solution for a certain quantity and another offeror’s solution for another quantity) or is that at a CLIN level, like one offeror for the deliverables and another for repairs etc.

Answer 1:

At this time the Government’s intention is one single award for all CLINS. Provision 52.212-1 is applicable in the event the Government chooses to award to muliple offerors.

Question 2:

Regarding the 3 fields of view they can be whatever will give us the detect, classify, and identify related to the table 1? Or is there a specific requirement?

Answer 2:

The widest Field of View (FOV) shall be 30 degrees or greater (see 3.3.3.14).

Question 3:

Does the 50 page limit for Volume II - Factor I include Performance Specification and Statement of Work Compliance Matrices (reference requirements B on page 60 and F on page 62)?

Answer 3:

The matrices are separate from and in addition to the 50 page limitation.
