STATEMENT OF WORK 7-31-13
STATEMENT OF WORK
FOR
MAINTENANCE, REPAIR AND INSTALLATION SERVICES IN SUPPORT OF RADAR SYSTEMS
31 JULY 2013
1. SCOPE
This statement of work (SOW) defines the requirements for maintenance and repair of AN/SPQ-9B, AN/SPA-25, AN/SPS-40, AN/SPS-55, AN/SPS-48, AN/SPS-49, AN/SPG-62, AN/SPS-67(V)1, AN/SPS-67(V)3/5, AN/SPS-73, AN/SPS-74, and MK-82 antenna systems/components, and select Below Deck AN/SPS-49 equipment for United States Navy (USN) and Foreign Military Sales (FMS) radar systems. Technical support services that aid the maintenance, installation, and repair process are included. The requirements are for Program Management, Facilities, Logistics Management, Process Monitoring and Improvement, Maintenance and Repair of Established Systems, Maintenance and Repair of Non-Established Systems, Technical Support Service, and Data submissions.
Naval Surface Warfare Center (NSWC) Crane, Code GXR, has been tasked with overhaul and repair of multiple radar antenna systems. As part of that effort, NSWC Crane, GXR Division, will utilize contractors for selected system teardown and parts replacement operations, paint preparation, painting processes, and subassembly restoration and other services as required. The contractor requirements to accomplish these actions are included in this SOW. NSWC Crane, Global Deterrence & Defense Department Radar Technologies Division (Code GXR) will continue to perform the radio Frequency (RF) testing required for these systems.
1.1 Background
Operation and sustainment for deployed radar systems in the USN Fleet is essential to mission readiness. The Program Executive Office, Integrated Warfare System (PEO IWS 2.0), Washington, DC manages and executes the physical radar restoration effort for USN ships through NSWC Crane, Radar Technologies Division. Systems currently involved in restoration include AN/SPQ-9B, AN/SPS-40, AN/SPS-55, AN/SPS-48, AN/SPS-49, AN/SPS- 67(V)1, AN/SPS-67(V)3/5, AN/SPS-73, AN/SPS-74, AN/SPA-25, and AN/SPS-49 Below Deck Equipment.
Additionally, MK-82 and AN/SPG-62 workload (non-PEO IWS 2.0 systems) are included in this effort. The current restoration program began in 1998.
For the purposes of this SOW, restoration is broken down into two basic categories. The categories are referred to as “established systems” and “non-established systems”. An established system is defined as a system with approved restoration documentation and the Government has high confidence of the documentation completeness.
Established systems are typically restored at the contractor's facility. Non-established systems are defined as systems that have controlled/approved procedures but the confidence in the documentation completeness is not as high as established systems. Non-established systems are typically restored on-site at NSWC Crane using contractor support until the documentation meets established system criteria.
Current established systems are: AN/SPS-67(V)1, AN/SPS-48, AN/SPS-49 and MK-82.
Current non-established systems include: AN/SPQ-9B, AN/SPS-40, AN/SPS-55, AN/SPS-67(V)3/5, AN/SPS-73, AN/SPS-74, AN/SPG-62, AN/SPS-49 Below Deck Equipment, and AN/SPA-25.
Non-established systems may become established systems during the course of this contract execution as overhaul documentation matures and is proven.
2. APPLICABLE DOCUMENTS
The following documents of the revision or issue in effect at the date of the order or as otherwise specified by the task order (TO), form a part of this SOW to the extent described herein. The exact revision of documents is not cited in the text of the SOW for convenience of reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.

Levels of repair are referred to as Category 1, Category 2, and Category 3. The contractor shall establish costs (price lists) for all AN/SPS-48, AN/SPS-49, AN/SPS-67(V)1, and MK-82 processes and materials per Appendices A, B, C, and D in the SOW.
3.6.4 Evaluation Definition and Repair Categories
3.6.4.1 Category 1: These systems require only mandatory parts and execution of the portions of overhaul and repair procedures as identified in Appendices A, B, C, and D for successful restoration of the system. Category 1 systems shall be the same cost for each system type/designation in accordance with the negotiated price lists.
3.6.4.2 Category 2: These systems include any non-mandatory parts and execution of the applicable portions of the overhaul and repair procedures. The repairs for Category 2 systems will vary for each system type/designation in accordance with the repairs required as identified in the evaluation phase of the repair process.
3.6.4.3 Category 3: These systems include any parts and processes not included in the GFI provided. This category includes labor and materials above and beyond Category 1 and Category 2 repairs to fully restore the system. The repair for a Category 3 system will vary for each system type/designation as determined during evaluation phase and/or during the repair process.
3.6.4.4 Evaluation: Evaluation is defined as the evaluation and teardown, and submission of the technical report for established systems. The contractor may submit a DD250 for the work performed on each asset after the technical report for the system has been approved by the Government.
3.6.5 The contractor shall use the applicable GFI throughout restoration of established systems. Additionally, during the contractor’s inspection and disassembly process for established systems, the contractor shall use Appendices A, B, C, and D to document the parts and processes to be utilized for system restoration. Prior to any re-assembly operations, the contractor shall submit a technical report that fully details all parts and processes that are recommended for system restoration. The report shall include all mandatory parts and processes (Category 1), any non-mandatory parts and processes, with supporting documentation/photos (Category 2), and any Category 3 cost estimates, with supporting documentation/photos, which are required for full system restoration. The contractor shall interact with designated Government personnel during the preparation of the report in order to address parts availability and other technical issues. In some cases, the Government may be able to supply parts from systems that are non-repairable. The Appendices are created from the parts lists contained in the overhaul and repair procedures. The contractor shall not proceed with reassembly operations until the technical report is approved and a modification to the order is executed.
The general workflow for established systems is shown in Appendix E of the SOW. The contractor may perform the actions in Blocks 1 and 2 in any order. MK-82 disassembly and/or reassembly may be performed by contractor personnel at NSWC Crane or at the contractor’s facility. The TO SOW for MK-82 tasking will provide specific guidance for MK-82 disassembly/reassembly. All MK-82 blasting/painting shall be performed at the contractor’s or subcontractor’s facilities and per TO SOW. (CDRLs A011, A012, A013, A014)
3.6.6 AN/SPS-48 Antenna System (Pedestal and Antenna)
The contractor shall perform maintenance and repair services on the AN/SPS-48 antenna system in accordance with the applicable procedures, manufacturer’s documents and drawings listed in SOW, paragraph 2.0.
