INDUSTRY QUESTIONS/ANSWERS 2

Question 1: Section B, CLIN 0025 through CLIN 0028 are Fixed Price and have both Mandatory and Non-

Mandatory materials associated with them. Would the Government consider modifying the solicitation to utilize the

Evaluation, Category I, Category II, and Category III methodology that is being applied to the Fixed Price CLIN

0001 through CLIN 0025?

Answer 1: The Government has deleted CLINs 0025 through 0028 and added paragraph 3.8.5 to the Statement of

Work.

Question 2: The table in Section B for CLIN 0030 shows a total of 45,000 hours, however in the tab entitled

“CLIN 0030” in the spreadsheet provided as “Exhibit J – CLIN 0029, 0030, 0031, and 0032 Cost Proposal

Spreadsheet (Rev 1)” the total hours shown are 40,000 and appear to be missing the Engineering labor category and the hours associated. Can the Government please proved a corrected Exhibit J?

Answer 2: The Government will correct the discrepancy as well as revise to include estimated requirements of

SOW paragraph 3.8.5.

Question 3: Can the Government provide an updated Attachment 2 zip file containing all the drawings and procedures associated with CLINS 0001, 0002, 0003, 0004, 0005, 0013, 0014, 0015, 0016, and 0017? or E-mail questions to elizabeth.fleetwood@navy.mil

6. Any amendments to the subject solicitation will be posted to NECO (http://www.neco.navy.mil) and

FedBizOps (http://www.fbo.gov). The complete solicitation package, including all amendments, should be received and reviewed prior to submitting a response. It is the responsibility of the offeror to obtain all amendments and/or other applicable documents prior to submission of the offer. Under these circumstances, offerors are reminded to include acknowledgement of acceptance of these amendments in their offer.

7. For an established system, when an initial order is placed, the Government plans to order, at a minimum, an evaluation and a Category 1 repair. A Category 1 repair may not be executed if it is determined during the evaluation process that the asset is beyond economical repair. Once the evaluation is complete, a technical report is provided to the Government noting the recommendations for repair. At this point, contractor may submit an invoice for the evaluation CLIN via WAWF. If the recommended repair exceeds a Category 1 repair, then a repair Category 2 and/or Category 3 repair will be determined. A modification to the contract will be executed to authorize the contractor to begin the appropriate Category 2 and/or Category 3 repair process(es).

8. Category 2 repairs will be defined at the order level. The Government will review the recommended repairs stated within the technical report. Once the Government determines which Category 2 repairs will be completed, the Contracting Office will utilize the applicable Appendix to calculate CLIN pricing. The

Government anticipates that the total prices on the Category 2 CLINs will vary dependent upon the required repairs needed.

9. For Appendices A,B,C,&D, the Labor and/or Material shall be proposed as fully burdened. CAT 1, CAT 2, and CAT3 are FFP for the established systems.

10. It is the intent of the Contracting Officer to definitize Category 3 repairs to a Firm Fixed Price CLIN following the acceptance of the contractor’s FFP proposal. The contractor is required to provide a firm fixed price proposal to definitize the Not-To-Exceed (NTE) amount for the Category 3 repair of the item(s) listed herein within 30 days from effective date of order. The contractor agrees to submit, with each definitization proposal, such information required to substantiate the proposed final price as the PCO may request. The following information is required for all proposals:

Evaluation Report – to include the description of the repairs required

Labor Categories, hours and hourly rates

List of materials and proposed costs (not required for bulk purchase items)

Indirect Rates

Proposed Profit

This information shall be provided to the contracting representative listed on page 1 of the contract. Failure to provide this information will result in delays in the processing of modifications to the order.

Performance resulting in expenses beyond the amount authorized under each order is not to be completed if additional funding beyond the price listed for the Category 3 is required until authorization from the

Contracting Officer is received. Authorization will normally be in the form of a written modification.

However, verbal authorization from the Contracting Officer only may occur under urgent and compelling circumstances. A written modification will follow any verbal authorization.

The contractor will only be authorized to proceed with the repair if the cost proposed is determined fair and reasonable and funding is available. If the contractor proceeds beyond the scope of the order and incurs costs in excess of the funding authorized under this order, the Government shall not be obligated under any of the provisions of this agreement to provide additional funding or pay the contractor any amount in excess of the monetary limitation stated in the order if the prices on the order have not been approved by the PCO/ACO as required.

11. Proposals submitted in response to this solicitation shall be valid for 180 calendar days from solicitation closing date.

12. Service Contract Act Wage Determination: Upon award of the contract, a Service Contract Act (SCA)

Wage Determination will be incorporated into the Contract.

13. Overtime hours are not authorized except on a case-by-case basis.

14. As non-established systems mature and the Government determines to convert to established systems, firm fixed pricing of these items (Evaluation, Category 1 and Category 2) will be negotiated and a subsequent modification incorporated into the contract.

15. START DATE: In order to allow for procurement lead time and a fair and equal evaluation of all proposals submitted under this competitive procurement, all proposals shall be based on a start date of 14 JAN 2014.

This date is only an estimate of the anticipated start date and will be used for the purpose of proposal evaluation only. A definitive start date will be incorporated into the contract award document.

16. Other Direct Costs (ODCs) for Material: During the performance of this contract, it will be necessary for the contractor to procure materials or equipment (hereinafter referred to as “materials”) to respond to the mission requirements listed in the Statement of Work. This contract is a Service Contract and the procurement cost of material, of any kind, that are not incidental to, and necessary for, the contract performance may be determined as unallowable costs pursuant to FAR Part 31.

The term “material” means property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end item.

The term “equipment” means a tangible item that is functionally complete for its intended purpose, durable, nonexpendable, and needed for performance of a contract. Equipment is not intended for sale and does not ordinarily lose its identity or become a component part of another article when put into use. Equipment doesn’t include material or real property.

“Government property” means all property owned or leased by the Government. Government property includes both Government furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment and real property.

Any material acquired by the contractor is subject to the requirements of FAR and DFARS. Charges related to material costs may include general and administrative (G&A) expenses but shall not include fee or profit.

STATEMENT OF WORK 7-18-2013

STATEMENT OF WORK

FOR

MAINTENANCE, REPAIR AND INSTALLATION SERVICES IN SUPPORT OF RADAR SYSTEMS

18 JULY 2013

1. SCOPE

This statement of work (SOW) defines the requirements for maintenance and repair of AN/SPQ-9B, AN/SPA-25, AN/SPS-40, AN/SPS-55, AN/SPS-48, AN/SPS-49, AN/SPG-62, AN/SPS-67(V)1, AN/SPS-67(V)3/5, AN/SPS-73, AN/SPS-74, and MK-82 antenna systems/components, and select Below Deck AN/SPS-49 equipment for United

States Navy (USN) and Foreign Military Sales (FMS) radar systems. Technical support services that aid the maintenance, installation, and repair process are included. The requirements are for Program Management, Facilities, Logistics Management, Process Monitoring and Improvement, Maintenance and Repair of Established

Systems, Maintenance and Repair of Non-Established Systems, Technical Support Service, and Data submissions.

Naval Surface Warfare Center (NSWC) Crane, Code GXR, has been tasked with overhaul and repair of multiple radar antenna systems. As part of that effort, NSWC Crane, GXR Division, will utilize contractors for selected system teardown and parts replacement operations, paint preparation, painting processes, and subassembly restoration and other services as required. The contractor requirements to accomplish these actions are included in this SOW. NSWC Crane, Global Deterrence & Defense Department Radar Technologies Division (Code GXR) will continue to perform the radio Frequency (RF) testing required for these systems.

1.1 Background

Operation and sustainment for deployed radar systems in the USN Fleet is essential to mission readiness. The

Program Executive Office, Integrated Warfare System (PEO IWS 2.0), Washington, DC manages and executes the physical radar restoration effort for USN ships through NSWC Crane, Radar Technologies Division. Systems currently involved in restoration include AN/SPQ-9B, AN/SPS-40, AN/SPS-55, AN/SPS-48, AN/SPS-49, AN/SPS-

67(V)1, AN/SPS-67(V)3/5, AN/SPS-73, AN/SPS-74, AN/SPA-25, and AN/SPS-49 Below Deck Equipment.

Additionally, MK-82 and AN/SPG-62 workload (non-PEO IWS 2.0 systems) are included in this effort. The current restoration program began in 1998.

For the purposes of this SOW, restoration is broken down into two basic categories. The categories are referred to as “established systems” and “non-established systems”. An established system is defined as a system with approved restoration documentation and the Government has high confidence of the documentation completeness.

Established systems are typically restored at the contractor's facility. Non-established systems are defined as systems that have controlled/approved procedures but the confidence in the documentation completeness is not as high as established systems. Non-established systems are typically restored on-site at NSWC Crane using contractor support until the documentation meets established system criteria.

Current established systems are: AN/SPS-67(V)1, AN/SPS-48, AN/SPS-49 and MK-82.

Current non-established systems include: AN/SPQ-9B, AN/SPS-40, AN/SPS-55, AN/SPS-67(V)3/5, AN/SPS-73, AN/SPS-74, AN/SPG-62, AN/SPS-49 Below Deck Equipment, and AN/SPA-25.

Non-established systems may become established systems during the course of this contract execution as overhaul documentation matures and is proven.

2. APPLICABLE DOCUMENTS

The following documents of the revision or issue in effect at the date of the order or as otherwise specified by the task order (TO), form a part of this SOW to the extent described herein. The exact revision of documents is not cited in the text of the SOW for convenience of reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.
