About this file
This document is an Amendment of Solicitation (Standard Form 30) for a Department of the Navy solicitation regarding a Canopy Jettison Rocket Motor (CJRM). The amendment provides six questions and answers clarifying technical details about the procurement, including lot size requirements, testing procedures, and production specifications outlined in MIL-DTL-85097E military specification.
Key technical clarifications include: the government allows lot sizes up to 500 units, with a specific sampling requirement of 27 units for the 362-unit order; testing will be exclusively performed by NSWC IHD (Naval Surface Warfare Center, Indian Head Division); First Article Inspection (FAI) samples must use the same mixer as production lots; and the solicitation will proceed even if there are potential technical challenges with the propellant formulation. The drawing TDP 510-174TD-005 for the LINER will be uploaded to SAM.gov, and the government indicates the solicitation and award will not be delayed for qualification discussions.

Solicitation Questions and Answers:
Question 1:
1. Q: TDP 510-174TD-005 for LINER, NSWC/IH-LINEC-8 is missing.
A: Drawing update will be uploaded to SAM.gov
Question 2:
2. Q: Does the request for 365 units from one lot imply approval for lot size in excess of 300 units, IAW MIL-DTL-85097E, para 4.6.1?
A: Table III of MIL-DTL-85097 provides lot acceptance sampling requirements based on lot size. The government does not limit the number of units per lot, as long as it does not exceed 500 units. For a deliverable quantity of 362 units, the required sample size is 27 units, per Table III. The vendor must produce a total of 389 units. The deliverable quantity may be split into multiple lots if needed, but this will affect the LAT sample size.
Question 3:
3. Q: Will testing in MIL-DTL-85097E, para. 4.5.3 be performed exclusively by NSWC IHD, or is Offeror expected to perform any of this testing (e.g. in parallel to NSWC IHD)?
A: Testing per MIL-DTL-85097E is conducted exclusively by NSWC IHD. The vendor is only required to submit sufficient samples for IHD to perform all required tests.
Question 4:
4. Q: What is expected for MIL-DTL-85097E, para 4.5.2? Is this the motor case and propellant only?
A: Just the motor case and the propellant to perform the testing.
Question 5:
. Q: Can test samples for the FAI be provided from a smaller mixer than the full production lot?
A: FAI samples must be sufficient to perform all required tests specified in MIL-DTL-85097. The same mixer used for mixing propellant in production lots shall be used for producing the FAI propellant.
Question 6:
6. Q: Formulation looks like it will have technical challenges due FEAA and lack of acetyl acetone. Do you have additional technical data or is there technical point of contact we can discuss this with?
A: If there are further questions they will need submitted for review during the solicitation period. The solicitation and resultant award will not be held for qualification.
