About this file
This document is an Amendment to Solicitation N0010425RF005 for the Submarine Corporate Component Repairs Program (CCRP) Multiple Award IDIQ contract. The amendment provides answers to five contractor questions regarding technical requirements and proposal submission. Key details include clarification that contractors must obtain specific certifications from Naomi Mable (for Depot Overhaul Point) and Jason Swistak (for NAVSEA Note 5000) to be eligible, and that submitting a proposal while pursuing certifications is not permitted. The government will not accept equivalent certifications, and contractors must meet all solicitation requirements as outlined in Section L of the proposal format.
Regarding proposal formatting, the amendment specifies that offerors must submit one electronic copy in Microsoft Word, Microsoft Excel, or PDF format, with no additional formatting requirements. The Proposal Adequacy Checklist referenced on page 75 of the solicitation is included due to DFARS requirements, even though certified cost and pricing data is not required for the base contract level, but may be needed for future delivery orders. The solicitation is for a two-year IDIQ contract with three option years, supporting repairs for Los Angeles and Virginia submarine classes.

Question 1: Are each of these certifications required to be eligible, or would an equivalent be considered acceptable?
Answer 1: Per Section L Proposal Format, “Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and subfactors. “ There is no equivalent for these certifications.
Question 2: If these specific certifications are required and no equivalent is accepted, could you please advise on the process to obtain them?
Answer 2: Please contact the following POC to pursue certification as a Depot Overhaul Point:
Naomi Mable 202-781-2727 naomi.h.mable.civ@us.navy.mil
Please contact the following POC to pursue NAVSEA Note 5000:
Jason Swistak
(202) 781-3087 jason.m.swistak.civ@us.navy.mil
Question 3: Would it be permissible to submit a proposal while actively pursuing the required certifications?
Answer 3: No. Although a vendor may have the capability to repair something (based on machinery), it would not be possible to submit a proposal without knowing what SUBSAFE work entails. However, per Section H, the Government reserves the right to periodically hold a new competition for the purpose of adding additional IDIQ holders at the discretion of the Contracting Officer.
Question 4: Page 75 of the solicitation requires a “Proposal Adequacy Checklist” that is not called out in the requirements for Volumes 1 and 2. Can the Government please confirm whether this checklist is a requirement? If so, can the Government please clarify which volume it should be listed in?
Answer 4: Per DFARS 215.408(4), DFARS 252.215-7009 - PROPOSAL ADEQUACY CHECKLIST should be included in solicitations requiring the submission of certified cost and pricing data.
Although certified cost and pricing data is not required on the base contract level, the clause must be included in the contract in the event that a delivery order requires certified cost and pricing data.
Question 5: Does the Government have specific formatting requirements such as font type, size, margins, cover page requirements, etc. that they want offerors to utilized in their responses?
Answer 5: Per Section L, proposal format, “Offerors shall submit electronically one copy of the proposal in Microsoft Word, Microsoft Excel or Portable Document Format (PDF) format.” There are no other formatting requirements.
