The purpose of this amendment is to extend the closing date, answer contractor questions, update

Section K, and remove clauses.

The date and time provided for responses to this solicitation has been extended to May 5, 2025 at 4:00 pm.

Question 1: Why was NAICS code 332911 chose for this requirement?

Answer 1: NAICS code 332911 was chosen because 93.91% percent of the items covered under this requirement fall under a PSC that aligns with the NAICS 332911 Industrial Valve

Manufacturing.

Question 2: My company is a large business under NAICS 332911, but we qualify as a small business for NAICS 336611. Are we required to submit a Small Business Subcontracting Plan for this requirement?

Answer 2: NAICS 332911 applies to this requirement. If your company is a large business under

NAICS 332911, the a Subcontracting Plan is required. Per FAR 19.705-2(e) A contract may not have more than one subcontracting plan. However, a contracting officer may establish separate subcontracting goals for each order under an indefinite-delivery, indefinite-quantity contract ( 19.705-1(b)(2)). When a contract modification exceeds the subcontracting plan threshold (see 19.702(a)) or an option is exercised, the goals of an existing subcontracting plan shall be amended to reflect any new subcontracting opportunities not envisioned at the time of contract award. These goal changes do not apply retroactively.

Question 3: Section L (Instructions to Offerors) seems to imply that in order to be considered qualified, offerors must be qualified in all 3 Subfactors listed in Volume 2 – Technical (ie, DOP for LA class submarines, DOP for VIRGINIA class submarines, and NAVSEA Note 5000). Please provide clarification as to whether some or all three of these specific qualifications are required in order for offerors to be considered for award of this contract.

Answer 3: All three requirements are necessary in order to be determined technically acceptable.

Per Section L, Factor 1, “Offerors must have proof of all qualification requirements. It provides an assessment of the offeror’s capability to satisfy the Government’s minimum requirements.”

Question 4: Section L, page 75, DFARS 252.215-7009 - PROPOSAL ADEQUACY CHECKLIST (MAR

2023). Given the limited submittal information required, including a cost proposal, Delphinus respectfully requests the removal of the Proposal Adequacy Checklist requirement for streamlined compliance.

https://www.acquisition.gov/far/part-19#FAR_19_705_1 https://www.acquisition.gov/far/part-19#FAR_19_702

Answer 4: A Proposal Adequacy Checklist is not required for this submission. Per DFARS 215.408(4) when the solicitation requires the submission of certified cost or pricing data, the contracting officer should include 252.215-7009, Proposal Adequacy Checklist, in the solicitation to facilitate submission of a thorough, accurate, and complete proposal.

The following clauses are removed from the solicitation:

52.222-21, Prohibition of Segregated Facilities

52.222-24, Preaward On-Site Equal Opportunity Compliance Evaluation

52.222-26, Equal Opportunity

Section K is updated as follows:

52.204-8, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2025) (DEVIATION 2025-

O0004)
