About this file
This document is Amendment 14 to Solicitation N0010423RK067 for Shielded Mild Detonating Cords. The amendment answers contractor questions and makes the following key changes:
The closing date for offers is extended to September 24, 2024 at 2:00 PM Eastern Time. The contracting office and point of contact have been updated to NAVSUP Weapon Systems Support and Ashley Leonard, respectively. The amendment addresses several technical exceptions taken by the contractor regarding requirements such as ID plates, paint colors, o-rings, and threaded fittings, stating that the contractor must submit a document change request to comply with the solicitation drawing. It also addresses exceptions related to booster cup requirements, detonating cord testing, and fire test assembly methods, indicating that some exceptions are acceptable while others will require revised test procedures. The amendment confirms that first article testing may be waived at time of award, though pricing must be provided with FAT included.

Answer: Waiver of first article will be determined at time of award but all offerors shall submit pricing in accordance with the FAT requirements of the solicitation providing unit price with FAT included. A price may also be submitted with FAT waived but this optional.
Q&A Amendment 8:
Booster Cup Requirement: The booster shall(0023) contain 1+/- .1 grain of HNS pressed to 32,000 +/- 1,000 psi.
Validation/Compliance: Booster cup load of 1 ±.1 grain does not met contractors established (12/1969) Booster cup load. [1 ±.1 grain is 64.8± 6.5 mg, Collins booster cup is 67±7 mg]. Appears in spec rounding to one digit in the requirement and possible rounding in actual grain to mg factor.
Exception/Question: The contractor takes exception and asks to use the booster cup as is. Contractors booster cup load is standard load size for all SMDC, FCDC, ECRL and TLX. Changing load originally qualified in 1969 could effect .285-inch dimension from face of booster cup to ferrule flang on Contractors top assembly drawing and Navy drawing 841AS425 (redesign and qualification).
IH response: Acceptable for all offerors.
Detonating Cord Sample Temp Hour Requirement Requirement: The 9 inch segments of the detonating cord sample shall(0068) be temperature conditioned for not less than 8 hours nor greater than 24 hours, one segment each at -65° ± 5°F and +350° ± 5°F.
Validation/Compliance: Testing Per the ATP is only 4 hours.
Exception/Question: Contractor takes exception to the 8 hour requirement listed as the current process IAW the ATP is 4 hours.
IH Response: Acceptable for all offerors.
Electrical Blasting Cap Requirement: Following temperature conditioning, each segment shall(0069) be fired by a commercial no. 6 electrical blasting cap and the detonation velocity measured to determine conformance to the requirements of 3.4.1.
Validation/Compliance: Contractor does not use electrical blasting cap no. 6 but uses no. 8.
Exception/Question: Contractor takes exception to the requirement as the new test setup does not use electrical blasting caps.
IH Response: Contractors must provide a copy of the latest LAT set up and ATP.
Firing of Test Specimen Requirement: The test specimen shall(0086) be fired in the manner depicted on NAVAIR drawing No. 841AS800.
Validation/Compliance: Partially compliant.
Exception/Question: Modified LAT setup.
IH Response: Contractors must provide a copy of the latest LAT set up and ATP.
Aluminum Foil Type Identification Plate Requirement: THE ALUMINUM FOIL-TYPE IDENTIFICATION PLATE SHALL BE IN ACCORDANCE WITH MIL-
DTL-19834, TYPE I.
Validation/Compliance: Contractors nameplate does not comply with MIL‐DTL‐19834.

SMDC.
IH Response: Contractor will be required to submit an RFV.
Fitting Nut Thread Size Torque Requirement: FITTING NUT .688 thread size .4375-20 UNF torque (inch pounds) 80-100 Validation/Compliance: Over torque for aluminum fitting nuts Exception/Question: Take Exception to requirement. Over torque for aluminum fitting nuts. Max torque is 90 in-lbs.
MIL-DTL-32154, Para. 3.9.1 only requires 90 in-lbs test.
IH Response: Approved proposed torque range is within specification.
Fitting Nut Thread Size Torque Requirement: FITTING NUT .750 thread size .5000-20 UNF torque (inch pounds) 100-120 Validation/Compliance: Over torque for aluminum fitting nuts Exception/Question: Take Exception to requirement. Over torque for aluminum fitting nuts. Max torque is 90 in-lbs.
MIL-DTL-32154, Para. 3.9.1 only requires 90 in-lbs test IH Response: NOT APPROVED. Proposed torque range is not in accordance with the spec requirement.
Fire Test Assembly Requirement1: FIRE TEST ASSEMBLY BY TAPING A COMMERCIAL NO.6 ELECTRIC BLASTING CAP TO THE APPLICABLE SMDC TEST TIP INSTALLED IN TIE TEE CONNECTOR AND APPLY A FIRING CURRENT OF
5.00±.25 AMPS TO THE BLASTING CAP LEAD WIRES FROM A24-28 VDC SOURCE.
Requirement2: THE OUTPUT END OF THE BLASTING CAP SHALL BE IN INTIMATE CONTACT AND LONGITUDINALLY ALIGNED WITH THE EXPLOSIVE CORE OF THE DETONATING CORD PROTRUDING FROM
THE SMDC TEST TIP.
Requirement3: ALTERNATE THE DONOR SMDC TEST TIP BETWEEN FIRINGS SUCH THAT AN APPROXIMATELY EQUAL NUMBER OF FIRINGS IS PERFORMED AT EACH CONDITIONING TEMPERATURE, BY DETONATING THE SMDC TEST TIP IN-LINE WITH THE SMDC TEST SPECIMEN AND BY DETONATING THE
SMDC TEST TIP AT 90' WITH THE SMDC TEST SPECIMEN.
Validation/Compliance: Stating this is now an invalid requirement due to new set up.

IH Response: The contractor will need to provide more information.
Q&A Amendment 13:
1. Question: MIL-D-21625G Section 4.8.4 states "In the design verification test program there shall be no interim withdrawals. In the service release test program six cartridges each shall be removed at 0800 on the third and fourth Monday." For the first article, are we following the design verification test program or the service release test program?
Answer: The Design Verification test program for no interim withdrawals should be followed.
2. Question: MIL-D-21625G Section 4.8.6 states "Sealed in cartridge actuated actuated devices shall be subjected to the salt fog test for 168 hours. Cartridges installed in cartridge actuated devices will be subjected to a 168 hour salt fog test when the cartridge actuated devices are tested in accordance with MIL- D-23615." For the first article, are we doing the salt fog test for 48 hours or 168 hours?
Answer: For FAT the contractor should perform a 48 hours of exposure followed by 48 hours of drying.
They can also increase the number of cycles to provide a higher degree of confidence but I’m not sure if that’s related to the 168 hours mentioned in the MIL-D-21625G spec.
3. Question: MIL-D-21625G Section 4.8.5 states "The minimum acceleration power spectral density (Wo) for cartridges mounted in the cockpit of jet aircraft shall be 0.10 g2/Hz shall be approved by the cognizant design agency." Can you confirm the vibration spectrum for this part?
Answer: Vibration Spectrum should be 0.1 g2/Hz minimum with an Frequency between 5-85 Hz. See picture below. This spectrum profile only applies for cockpit zone.
4. Question: For the shock test, how many shock pulses in each axis?
